Social Equity Matters in Payments for Ecosystem Services
Although conservation efforts have sometimes succeeded in meeting environmental goals at the expense of equity considerations, the changing context of conservation and a growing body of evidence increasingly suggest that equity considerations should be integrated into conservation planning and implementation. However, this approach is often perceived to be at odds with the prevailing focus on economic efficiency that characterizes many payment for ecosystem services (PES) schemes. Drawing from examples across the literature, we show how the equity impacts of PES can create positive and negative feedbacks that influence ecological outcomes. We caution against equity-blind PES, which overlooks these relationships as a result of a primary and narrow focus on economic efficiency. We call for further analysis and better engagement between the social and ecological science communities to understand the relationships and trade-offs among efficiency, equity, and ecological outcomes.
Does REDD+ Threaten to Recentralize Forest Governance?
A major new approach to emissions mitigation may interrupt a promising trend toward decentralized forest management. Over the past 25 years, developing countries have transitioned toward decentralized forest management that allows local actors increased rights and responsibilities ( 1 – 4 ), and has helped protect forests in many regions ( 5 , 6 ). A new approach to mitigating terrestrial emissions associated with climate change, Reducing Emissions from Deforestation and Forest Degradation (REDD+), is poised to interrupt this trend. Given the implications for tropical forest management, REDD+ governance links should be a research priority ( 7 ).
Agricultural intensification escalates future conservation costs
The supposition that agricultural intensification results in land sparing for conservation has become central to policy formulations across the tropics. However, underlying assumptions remain uncertain and have been little explored in the context of conservation incentive schemes such as policies for Reducing Emissions from Deforestation and forest Degradation, conservation, sustainable management, and enhancement of carbon stocks (REDD+). Incipient REDD+ forest carbon policies in a number of countries propose agricultural intensification measures to replace extensive \"slash-and-burn\" farming systems. These may result in conservation in some contexts, but will also increase future agricultural land rents as productivity increases, creating new incentives for agricultural expansion and deforestation. While robust governance can help to ensure land sparing, we propose that conservation incentives will also have to increase over time, tracking future agricultural land rents, which might lead to runaway conservation costs. We present a conceptual framework that depicts these relationships, supported by an illustrative model of the intensification of key crops in the Democratic Republic of Congo, a leading REDD+ country. A von Thünen land rent model is combined with geographic information systems mapping to demonstrate how agricultural intensification could influence future conservation costs. Once postintensification agricultural land rents are considered, the cost of reducing forest sector emissions could significantly exceed current and projected carbon credit prices. Our analysis highlights the importance of considering escalating conservation costs from agricultural intensification when designing conservation initiatives.
From Poachers to Protectors: Engaging Local Communities in Solutions to Illegal Wildlife Trade
Combating the surge of illegal wildlife trade (IWT) devastating wildlife populations is an urgent global priority for conservation. There are increasing policy commitments to take action at the local community level as part of effective responses. However, there is scarce evidence that in practice such interventions are being pursued and there is scant understanding regarding how they can help. Here we set out a conceptual framework to guide efforts to effectively combat IWT through actions at community level. This framework is based on articulating the net costs and benefits involved in supporting conservation versus supporting IWT, and how these incentives are shaped by anti‐IWT interventions. Using this framework highlights the limitations of an exclusive focus on \"top‐down,\" enforcement‐led responses to IWT. These responses can distract from a range of other approaches that shift incentives for local people toward supporting conservation rather than IWT, as well as in some cases actually decrease the net incentives in favor of wildlife conservation.
Biodiversity co-benefits of policies to reduce forest-carbon emissions
Reducing carbon emissions from deforestation and degradation (REDD+) potentially provides joint solutions to climate change and biodiversity loss — a win–win situation. Based on a literature review, this study focuses on the different policy approaches available, including an assessment of their costs and benefits. Climate change and biodiversity loss are leading environmental crises that converge most critically in tropical forests. Policies for reducing emissions from deforestation and degradation are often portrayed as win–win solutions for forest-based climate change mitigation and biodiversity conservation. However, the win–win narrative has obscured necessary trade-offs and a range of alternative policy approaches, insulating policymakers from difficult, potentially unpopular decisions. We provide a typology that characterizes the five underlying policy approaches for linking forest-based climate change mitigation and biodiversity conservation and their related trade-offs. Such clarification will enable policymakers and stakeholders to better articulate their positions in the protracted and controversial biodiversity co-benefits debate that is at the centre of contemporary conservation efforts.
Off-stage ecosystem service burdens: A blind spot for global sustainability
The connected nature of social-ecological systems has never been more apparent than in today's globalized world. The ecosystem service framework and associated ecosystem assessments aim to better inform the science-policy response to sustainability challenges. Such assessments, however, often overlook distant, diffuse and delayed impacts that are critical for global sustainability. Ecosystem-services science must better recognise the off-stage impacts on biodiversity and ecosystem services of place-based ecosystem management, which we term 'ecosystem service burdens'. These are particularly important since they are often negative, and have a potentially significant effect on ecosystem management decisions. Ecosystem-services research can better recognise these off-stage burdens through integration with other analytical approaches, such as life cycle analysis and risk-based approaches that better account for the uncertainties involved. We argue that off-stage ecosystem service burdens should be incorporated in ecosystem assessments such as those led by the Intergovernmental Platform on Biodiversity and Ecosystem Services and the Intergovernmental Panel on Climate Change. Taking better account of these off-stage burdens is essential to achieve a more comprehensive understanding of cross-scale interactions, a prerequisite for any sustainability transition.
Conservation enforcement: Insights from people incarcerated for wildlife crimes in Nepal
There are long‐standing debates about the effectiveness and social impacts of enforcement‐based conservation, particularly as investments into enforcement increase in response to growing alarm about Illegal Wildlife Trade (IWT). However, there is little data on the people subject to this enforcement, including prison sentences, species targeted, what motivates and deters them, and the social impacts of enforcement. This study identified 384 individuals across Nepal who were in prison for IWT offences in late 2016, and involved interviews (n = 116) focused on respondents' trade practices, economic circumstances and motivations. IWT prisoners represented 10–20% of the total prison populations in two regions and often received stiff sanctions, with a range of downstream impacts on respondents' families. Most respondents were arrested for their involvement in the rhinoceros trade (61%). Most were poor (56%) and from indigenous communities (75%), highlighting potentially inequitable impacts of enforcement. Despite common assumptions about the links between IWT, poverty and organized crime, most respondents were motivated by the desire to earn extra income and by the ease of IWT compared to other employment. IWT was neither a primary livelihood strategy, nor had the attributes for formal organized crime. Respondents, particularly poor respondents, seemed to underestimate the risks of detection and incompletely understood the scale of sanctions. Improved public awareness about the scale and social impacts of sanctions could help increase deterrence effects while reducing unintended social harms of enforcement.
Illegal wildlife trade and the persistence of “plant blindness”
Societal Impact Statement A wide variety of plant species are threatened by illegal wildlife trade (IWT), and yet plants receive scant attention in IWT policy and research, a matter of pressing global concern. This review examines how “plant blindness” manifests within policy and research on IWT, with serious and detrimental effects for biodiversity conservation. We suggest several key points: (a) perhaps with the exception of the illegal timber market, plants are overlooked in IWT policy and research; (b) there is insufficient attention from funding agencies to the presence and persistence of illegal trade in plants; and (c) these absences are at least in part resultant from plant blindness as codified in governmental laws defining the meaning of “wildlife.” Summary This review investigates the ways in which “plant blindness,” first described by Wandersee and Schussler (1999, p. 82) as “the misguided anthropocentric ranking of plants as inferior to animals,” intersects with the contemporary boom in research and policy on illegal wildlife trade (IWT). We argue that plants have been largely ignored within this emerging conservation arena, with serious and detrimental effects for biodiversity conservation. With the exception of the illegal trade in timber, we show that plants are absent from much emerging scholarship, and receive scant attention by US and UK funding agencies often driving global efforts to address illegal wildlife trade, despite the high levels of threat many plants face. Our article concludes by discussing current challenges posed by plant blindness in IWT policy and research, but also suggests reasons for cautious optimism in addressing this critical issue for plant conservation. Breaking the deadlock on ivory
An iterative process that recognizes different value systems may help to protect elephants Poaching for ivory has caused a steep decline in African elephant ( Loxodonta africana , see the photo) populations over the past decade ( 1 ). This crisis has fueled a contentious global debate over which ivory policy would best protect elephants: banning all ivory trade or enabling regulated trade to incentivize and fund elephant conservation ( 2 ). The deep-seated deadlock on ivory policy consumes valuable resources and creates an antagonistic environment among elephant conservationists. Successful solutions must begin by recognizing the different values that influence stakeholder cognitive frameworks of how actions lead to outcomes (“mental models”) ( 3 ), and therefore their diverging positions on ivory trade ( 4 ). Based on successful conflict resolution in other areas, we propose an iterative process through which countries with wild elephant populations may be able to understand their differences and develop workable solutions in a less confrontational manner.
Environmental liability litigation could remedy biodiversity loss
Many countries allow lawsuits to hold responsible parties liable for the environmental harm they cause. Such litigation remains largely untested in most biodiversity hotspots and is rarely used in response to leading drivers of biodiversity loss, including illegal wildlife trade. Yet, liability litigation is a potentially ground‐breaking conservation strategy to remedy harm to biodiversity by seeking legal remedies such as species rehabilitation, public apologies, habitat conservation and education, with the goal of making the injured parties ‘whole’. However, precedent cases, expert guidance, and experience to build such conservation lawsuits is nascent in most countries. We propose a simplified framework for developing conservation lawsuits across countries and conservation contexts. We explain liability litigation in terms of three dimensions: (1) defining the harm that occurred, (2) identifying appropriate remedies to that harm, and (3) understanding what remedies the law and courts will allow. We illustrate the framework via a hypothetical lawsuit against an illegal orangutan trader in Indonesia. We highlight that conservationists’ expertise is essential to characterizing harm and identifying remedies, and could more actively contribute to strategic, science‐based litigation. This would identify priority contexts, target defendants responsible for egregious harm, propose novel and meaningful remedies, and build new transdisciplinary collaborations.
