Analysis of Centralized Public Procurement in the European Union, the United States of America and Romania
Within this article we made a study on centralized public procurement in countries in the European Union, the USA and Romania. We analyse the disadvantages and advantages of the centralized procurement of products or services and the situations in which the establishment of central procurement agencies and the achievement of centralized procurement are justified. It also outlines the main features and achievements of the most important central procurement agencies in the European Union and of the central procurement agency in the United States of America. The article also contains the stage of implementation of centralized public procurement in Romania.
Deficiencies and Proposals for Improving the Public Procurement System in Romania
Over the last 30 years, public procurement systems worldwide have undergone reforms that have tried to increase the efficiency of using public funds, increase transparency, reduce the duration of procurement procedures, implement electronic procurement, etc. These reforms implemented under constant public pressure are also justified by the fact that public procurement represents an important tool for achieving a number of governmental objectives. In this context, the continuous improvement of public procurement systems is of particular importance, due to the very large amounts spent each year and the potential benefits that can be obtained. This research analyzes the most important shortcomings of the Romanian public procurement system and identifies a number of solutions to improve it. The study also presents the results of a survey among Romanian purchasers, which analyzes a number of issues such as: the difficulty of procurement procedures, the frequency of legislative changes, the size of legislative mismatches, the use of electronic procurement, the use of \"white lists\" and \"black lists\" \", the centralization of procurement, solutions to increase the quality of public procurement, etc.
Comparative Analysis of the Characteristics of Public Procurement Systems in Germany, France and Romania
In public procurement, an important role is played by the analysis of the way public procurement takes place in other European Union (EU) countries. Although public procurement in EU Member States are governed by the same general rules established by a series of Directives that Member States have to transpose into national law, there are a number of significant differences and characteristics between public procurement systems. These differences are very important as they can lead to the identification and adoption of measures that can generate a number of effects, such as: increasing the efficiency of the use of budget funds, reducing the time of a procurement procedure, reducing the number of complaints, increasing the number of tenderers that participate in procurement procedures, encouraging the participation in procedures of small and medium enterprises, etc. The article describes an analysis of the main features ofpublic procurement in the two most important EU member states, namely Germany and France, which are analysed in comparison with the public procurement system in Romania.
SWOT ANALYSIS OF THE PUBLIC PROCUREMENT SYSTEM IN ROMANIA
In this article, the SWOT analysis, which is a business tool, has been ajusted to audit the Romanian economic environment with the purpose to examine the strengths and weaknesses, opportunities and threats of the Romanian public procurement framework. The result of the research will be materialised in a SWOT analysis, which will be used afterwards to identify a series of measures necessary to improve the Romanian public procurement system. The article analyses in detail and objectively the weak points, the strengths, the threats and the opportunities that characterize the public procurement system in Romania and identifies a series of measures that can lead to increasing the quality of the procurement procedures, of the savings, efficiency and effectiveness.
Nutritional and Biochemical Outcomes After Total Versus Subtotal Gastrectomy: Insights into Early Postoperative Prognosis
Gastric cancer remains a significant global health burden, with curative treatment relying on surgical resection, typically total or subtotal gastrectomy. However, the procedure frequently triggers acute metabolic and nutritional disturbances that may impact recovery. Objective: This prospective study aimed to investigate whether the type of gastrectomy (total vs. subtotal) influences early postoperative biochemical and hematological alterations, with particular attention to nutritional impact. Methods: A cohort of 295 patients (123 female, 172 male) who underwent gastrectomy for gastric cancer at the Institute of Oncology Iași (2023–2024) was evaluated. Laboratory parameters, including hemoglobin, hematocrit, lymphocyte and platelet counts, serum albumin, total protein, sodium, potassium, creatinine, and urea, were analyzed preoperatively and on postoperative day 14 using standard clinical methods. Results: Anemia was observed in over 90% of patients, irrespective of sex or procedure type. Electrolyte imbalances (notably hyponatremia and hypokalemia) and indicators of nutritional deficit (hypoalbuminemia, low creatinine) were highly prevalent, with a greater frequency among female patients. Total gastrectomy was associated with more severe biochemical and nutritional alterations compared to subtotal procedures. Conclusions: Total gastrectomy significantly exacerbates early postoperative metabolic and nutritional derangements. These findings reinforce the need for proactive, personalized postoperative nutritional and electrolyte management strategies to support recovery and reduce complication risks.
Effects of Solvent Additive and Micro-Patterned Substrate on the Properties of Thin Films Based on P3HT:PC70BM Blends Deposited by MAPLE
Lately, there is a growing interest in organic photovoltaic (OPV) cells due to the organic materials’ properties and compatibility with various types of substrates. However, their efficiencies are low relative to the silicon ones; therefore, other ways (i.e., electrode micron/nanostructuring, synthesis of new organic materials, use of additives) to improve their performances are still being sought. In this context, we studied the behavior of the common organic bulk heterojunction (P3HT:PC70BM) deposited by matrix-assisted pulsed laser evaporation (MAPLE) with/without 0.3% of 1,8-diiodooctane (DIO) additive on flat and micro-patterned ITO substrates. The obtained results showed that in the MAPLE process, a small quantity of additive can modify the morphology of the organic films and decrease their roughness. Besides the use of the additive, the micro-patterning of the electrode leads to a greater increase in the absorption of the studied photovoltaic structures. The inferred values of the filling factors for the measured cells in ambient conditions range from 19% for the photovoltaic structures with no additive and without substrate patterning to 27% for the counterpart structures with patterning and a small quantity of additive.
