Quantity and quality of childcare and children’s educational outcomes
Policy-makers wanting to support child development can choose to adjust the quantity or quality of publicly funded universal pre-school. To assess the impact of such changes, we estimate the effects of an increase in free pre-school education in England of about 3.5 months at age 3 on children’s school achievement at age 5. We exploit date-of-birth discontinuities that create variation in the length and starting age of free pre-school using administrative school records linked to nursery characteristics. Estimated effects are small overall, but the impact of the additional term is substantially larger in settings with the highest inspection quality rating but not in settings with highly qualified staff. Estimated effects fade out by age 7.
The transferability of lipid loci across African, Asian and European cohorts
Most genome-wide association studies are based on samples of European descent. We assess whether the genetic determinants of blood lipids, a major cardiovascular risk factor, are shared across populations. Genetic correlations for lipids between European-ancestry and Asian cohorts are not significantly different from 1. A genetic risk score based on LDL-cholesterol-associated loci has consistent effects on serum levels in samples from the UK, Uganda and Greece ( r  = 0.23–0.28, p  < 1.9 × 10 −14 ). Overall, there is evidence of reproducibility for ~75% of the major lipid loci from European discovery studies, except triglyceride loci in the Ugandan samples (10% of loci). Individual transferable loci are identified using trans-ethnic colocalization. Ten of fourteen loci not transferable to the Ugandan population have pleiotropic associations with BMI in Europeans; none of the transferable loci do. The non-transferable loci might affect lipids by modifying food intake in environments rich in certain nutrients, which suggests a potential role for gene-environment interactions. The majority of published GWAS was performed in European ancestry populations. Here, Kuchenbaecker et al., test to which extent lipid loci are shared and find that the major lipid loci are mostly transferrable between Europeans and Asians while there are notable exceptions for African populations.
Sibling spillover effects in school achievement
This paper provides empirical evidence on sibling spillover effects in school achievement using administrative data on 230,000 siblings in England. We extend previous strategies to identify peer effects by exploiting the variation in school test scores across subjects observed at ages 11 and 16 as well as variation in peer quality between siblings. We find a statistically significant positive spillover effect from the older to the younger sibling. Sibling spillovers account for a non-negligible proportion of the attainment gap between low- and higher income pupils in England.
The effect of school spending on student achievement: addressing biases in value-added models
The estimation of education production models used to evaluate the effect of school inputs and past skills on test scores, often called value-added models, can be biased by three main econometric issues: unobserved child characteristics, unobserved family and school characteristics and measurement error. We propose a two-step estimation technique which exploits the availability of test scores across time, subjects, families and schools in a unique administrative data set for England to correct for these potential biases. Our empirical results suggest that omitting school characteristics biases the estimation of the effect of school expenditure, whereas omitting unobserved child endowment biases the estimation of the effect of past skills but not the effect of school expenditure.
Dual-earner migration. Earnings gains, employment and self-selection
This paper examines how spouses in dual-earner couples weigh each partner's expected wage growth in the decision to migrate. Previous research suggests that husbands' job prospects dominate the migration choice irrespective of their relative earnings potential. Based on British panel data, this paper employs an endogenous switching model and estimates wage differentials of migrating vs. staying for husbands and wives corrected for double selectivity of migration and employment. Dual-earner couples attach a positive weight to each partner's expected wage gains when deciding to migrate. Moreover, migrant wives' employment decreases temporarily, and there are significant selection effects in migration and employment amongst non-migrants.
Residential mobility, quality of neighbourhood and life course events
Neighbourhood characteristics affect the social and economic opportunities of their residents. Although various studies have analysed housing adjustments at different life stages, little is known about neighbourhood quality adjustments, or movements into 'better' or 'worse' neighbourhoods. On the basis of a model of optimal housing consumption we analyse the determinants of residential mobility and the associated neighbourhood quality adjustments, drawing on data from the British Household Panel Survey and indices of multiple deprivation. We measure quality of neighbourhood both subjectively and objectively and find that not all life course events that are associated with moves lead to neighbourhood quality adjustments. Single people are negatively affected when ceasing to live with parents and couples by a husband's unemployment. Couples having a new baby move into better neighbourhoods.
Inequality in Pupils' Test Scores: How Much do Family, Sibling Type and Neighbourhood Matter?
We explore the relative influence of family and neighbourhood on pupils' test scores and how this varies by sibling type. Using English register data we find that the neighbourhood explains at most 10–15% of the variance in pupils' test scores, whereas the variance explained by family is between 44% and 54% at the end of primary school and between 47% and 61% at the end of compulsory schooling. The family influence is significantly higher for identical twins. It is also higher for dizygotic twins than for non-twin siblings brought up at different times and therefore experiencing varying family circumstances.
Universal pre-school education
This article studies the effect of free pre-school education on child outcomes in primary school. We exploit the staggered implementation of free part-time pre-school for three year olds across Local Education Authorities in England in the early 2000s. The policy led to small improvements in attainment at age 5, with no apparent benefits by age 11. We argue that this is because the expansion of free places largely crowded out privately paid care, with small changes in total participation, and was achieved through an increase in private provision, where quality is lower on average than in the public sector.
Genetic architecture of human thinness compared to severe obesity
The variation in weight within a shared environment is largely attributable to genetic factors. Whilst many genes/loci confer susceptibility to obesity, little is known about the genetic architecture of healthy thinness. Here, we characterise the heritability of thinness which we found was comparable to that of severe obesity (h2 = 28.07 vs 32.33% respectively), although with incomplete genetic overlap (r = -0.49, 95% CI [-0.17, -0.82], p = 0.003). In a genome-wide association analysis of thinness (n = 1,471) vs severe obesity (n = 1,456), we identified 10 loci previously associated with obesity, and demonstrate enrichment for established BMI-associated loci (pbinomial = 3.05x10-5). Simulation analyses showed that different association results between the extremes were likely in agreement with additive effects across the BMI distribution, suggesting different effects on thinness and obesity could be due to their different degrees of extremeness. In further analyses, we detected a novel obesity and BMI-associated locus at PKHD1 (rs2784243, obese vs. thin p = 5.99x10-6, obese vs. controls p = 2.13x10-6 pBMI = 2.3x10-13), associations at loci recently discovered with much larger sample sizes (e.g. FAM150B and PRDM6-CEP120), and novel variants driving associations at previously established signals (e.g. rs205262 at the SNRPC/C6orf106 locus and rs112446794 at the PRDM6-CEP120 locus). Our ability to replicate loci found with much larger sample sizes demonstrates the value of clinical extremes and suggest that characterisation of the genetics of thinness may provide a more nuanced understanding of the genetic architecture of body weight regulation and may inform the identification of potential anti-obesity targets.
