Growth Aspirations and Cultural Support for Entrepreneurship: A Comparison of Post-Socialist Countries

Based on GEM data this paper explores whether significantly different growth aspirations of early stage entrepreneurs in Slovenia, compared to those in Hungary and Croatia, are also accompanied by significantly different opportunity recognition, cultural support for entrepreneurship and self-efficacy. Our results suggest that a higher degree of alertness to unexploited perceived opportunities, and cultural support for entrepreneurial motivation may be the cause of higher growth aspirations of Slovenian early stage entrepreneurs, while self-efficacy with regard to entrepreneurial skills, knowledge and experience was not found to be crucial.

Fostering innovation by unlearning tacit knowledge

Purpose - The aim of this paper is to investigate the problems of managing tacit knowledge and the importance of unlearning it. As the main problem of managing tacit knowledge lies in the fact that it escapes observation and measurement, an adequate framework that would make some dimensions of tacit knowledge visible has to be developed.Design methodology approach - On the basis of literature surveys the authors discuss several types of knowledge and issues related to sharing, learning and, most importantly, unlearning obsolete tacit knowledge dimensions.Findings - To overcome the perpetual elusiveness of tacit knowledge is presented a framework that could help highlight dimensions of tacit knowledge that can be mobilized and observed through the manifestation of different behaviour. It is partly possible to make explicit some dimensions of tacit knowledge that not only contribute to successful sharing and mutual learning, but also enable the identification of those parts of knowledge that hinder innovation and should be unlearned. The better one's understanding of the process of creating and using new knowledge and discarding obsolete knowledge, the more likely it is that organizations will foster innovative behaviour in organizations.Originality value - Introduced insight is important in understanding the importance of the distinctive requirements of knowledge management related to managing tacit dimensions. In the turbulent and ever-changing business environment, tacit knowledge dimensions grow obsolete very rapidly and hinder innovation processes, so ways of un-learning this obsolete knowledge have to be found.

Purpose
– The tourism sector is heavily dependent on entrepreneurship and cannot survive in the long run if it is not both sustainable and entrepreneurial at the same time; these three areas – entrepreneurship, sustainability, and tourism – are rarely linked in research and are not reflected in appropriate policy-making measures. Thus, the purpose of this paper is to develop a conceptual multilevel model that will provide a requisitely holistic means for studying sustainable entrepreneurship in the tourism sector.
Design/methodology/approach
– In the process of developing a model, the authors took into account the principle of requisite variety and considered various dimensions related to sustainable entrepreneurship implicated at three levels of analysis – namely, individual (entrepreneur), organizational (SME), and national/regional (tourism destination).
Findings
– The proposed model provides systemic and systematic views on sustainable entrepreneurship in the tourism sector and contains various levels of analysis. The holistic framework for studying sustainable entrepreneurship in the tourism helps highlight influential elements from an economics point of view as well as their measurable and internationally comparable outcomes.
Originality/value
– The suggested model represents an initial step toward the measurement of sustainable entrepreneurship in tourism at various levels, thereby making a valuable contribution to future research designs seeking to evaluate the benefits of sustainable entrepreneurship. The paper provides an important foundation for evidence-based policy making with the aim of fostering requisitely holistic behavior and innovative, responsible, and sustainable entrepreneurship practices in the tourism sector.

This paper is an introduction to the second Global Entrepreneurship Research Conference. The conference focused on developing a better understanding of the relationships among entrepreneurship, economic growth and public policy, and variations according to the stage of economic development. The papers in this special issue conduct analysis with GEM micro-and-macro data, and offer several important policy recommendations. First, middle-income countries should focus on increasing human capital, upgrading technology availability and promoting enterprise development. It is important to start enterprise development policies early because the main drivers are perceptual variables that are difficult to change in the short run. Second, for developed economies, reducing entry regulations, in most cases, will not result in more high-potential startups. Both labor market reform and deregulation of financial markets may be needed to support growth of high-performance ventures.

Many studies that place entrepreneurship in the centre of their research, especially those exploring the influence of entrepreneurship on economic growth and development, often do not provide definitions and entrepreneurship measures that would be comprehensive enough for an in-depth empirical verification. Because measuring and internationally comparing entrepreneurship and its results are challenging tasks, the entrepreneurship measures must be carefully chosen and interpreted so that they can be appropriately considered when preparing policy-making recommendations. In this paper, we more precisely define the entrepreneurship measures most often used at the national level and identify their strengths and weaknesses as well as possible intersections. Gender differences in the usage of resources in the entrepreneurial opportunity identification process in Slovenia and Croatia

While entrepreneurship research is usually focused on early-stage or established entrepreneurship, in this article we are taking a step back to earlier stages in the entrepreneurial process and focus on the opportunity identification and resources that might support it. The article provides a clearer insight into the extent of resources possessed by adults in Slovenia and Croatia, into gender differences in the opportunity identification process and the usage of resources within this process. Our research shows that women possess on average lower levels of resources, which explain their lower opportunity identification prevalence. Results show that the increase in resources, especially in the area of human capital consisting of skills, knowledge and experiences for entrepreneurship, has a significant and positive effect on opportunity identification among women.

Insight into creative and cultural industries in Slovenia

This paper investigates creative and cultural industries in Slovenia with main aim to provide a brief overview of them. The empirical analysis based on available data displayed their importance for national economy not only because they employ more than 7% of the active workforce, but also because of their spill-over effect. Although a comprehensive strategy for development of creative industries in Slovenia has not yet been developed, some partial measures for supporting creative companies have already been implemented. To support further development of creative and cultural industries, an orchestrated effort of different ministries and governmental bodies should be undertaken.

Entrepreneurship is a complex and multidimensional activity that has a significant impact on economic and social development of national economies. Therefore, insights into the process of entrepreneurship and all influencing factors are crucial when appropriate economic policy measures are formed with the purpose to foster entrepreneurship. This paper presents a new measurement instrument: the Global Entrepreneurship and Development Index (GEDI), which enables comparative analysis of the entrepreneurial subsystem and the formation of appropriate economic policy measures based on data and synchronized in the global perspective. Connections of entrepreneurial capacity and openness towards innovations with the individual’s decision to become an entrepreneur: A case from Slovenia

The research concentrates on connections between different dimensions of entrepreneurial capacity and openness towards innovations on one side, and an individual’s decision to become an entrepreneur on the other. The results show that an individual’s decision to become an entrepreneur in Slovenia is significantly correlated with entrepreneurial awareness, risk aversion and willingness to try new products/services. The correlation is positive in the case of entrepreneurial awareness and in the case of willingness to try new products/services, and negative in the case of risk aversion. An important result of our research is that the belief in the benefits of newness is not significantly correlated with the decision to become an entrepreneur. The results show that willingness to try new products/services is more important than the belief that innovative products/services produced by others will improve one’s life.
