The aim of this study was to describe the factors that influence dairy cattle veterinarians´ antimicrobial prescribing, their attitudes toward reducing antimicrobial use (AMU) in the dairy industry, awareness of antimicrobial resistance (AMR), and perceived barriers to improving antimicrobial stewardship (AMS) on Canadian dairy farms. We used quantitative and qualitative research methods to consider the complexity of the antimicrobial prescription decision-making process. We designed and distributed an online survey, followed by four online focus groups with practicing veterinarians. We used frequency tables and unconditional associations to analyze quantitative data, and thematic analysis to analyze qualitative data. In total, 107 participants from four Canadian provinces responded to the survey, and 26 veterinarians participated in the focus groups. Results from both studies were triangulated to draw our key findings. We found that 1) Veterinarians must weigh numerous intra-personal and contextual considerations that could be conflicting in their decision-making process for prescribing antimicrobials. 2) Although less experienced veterinarians showed greater awareness of AMR and motivation to improve AMS than more experienced veterinarians, they also reported feeling more pressure to adapt their prescribing practices to farmers’ wishes than more experienced veterinarians. 3) Some veterinarians experienced conflict between prescribing antimicrobials to maintain animal health, productivity, and welfare, and AMS, which could result in blaming others for inappropriate antimicrobial use and reducing the opportunity to critically review their own prescribing practices. 4) There were strategies and barriers in common between veterinarians and farmers such as collaborative reviews of disease treatment protocols and improving preventive medicine on dairy farms. 5) The main barriers to reducing AMU on dairy farms reported by veterinarians were concerns about animal welfare and AMU on dairy farms without consultation with the veterinarian. Our results can inform the development of AMS programs in the Canadian dairy industry.

Evaluating the impact of meloxicam oral suspension administered at parturition on subsequent production, health, and culling in dairy cows: A randomized clinical field trial

Parturition is a painful event experienced by cows at the onset of lactation. This pain could lead to a reduced feed intake, altered metabolic and immunological status, and a host of other diseases that could seriously limit her productive herd lifespan. The objective of the current study was to assess the effect of administration of a single dose of oral meloxicam, a non-steroidal anti-inflammatory drug (NSAID), on the production and health status of cows during their lactation. A total of 2,653 (1,009 meloxicam-treated and 1,644 untreated control) cows were enrolled across 20 herds in the provinces of Ontario and Quebec, Canada. Relative to untreated controls, meloxicam-treated cows produced 0.64 kg/day (SE = 0.29. P = 0.03) more milk over the first 3 test days (90-120 days in lactation), had 0.75 times the odds of subclinical mastitis at first test (SE = 0.08, P = 0.01), and were culled or died at 0.46 times the rate (SE = 0.16, P = 0.03) before 60 days in milk. These results are consistent with previous research and lend support to the hypothesis that parturition is a painful event in cattle. Attempts to ameliorate such pain with analgesics is associated with a variety of positive health and production outcomes.

Child protection and maltreatment in the Philippines: A systematic review of the literature

To gain a better understanding of the dimensions, characteristics and phenomenon of child maltreatment and its policy responses in the Philippines, this article provides a systematic review of the peer reviewed literature. This review provides a summary and analysis of the core child maltreatment issues in the Philippines and examines child protection policy responses. It takes a systematic approach, identifying 31 peer reviewed articles from a diverse range of scholarship that met its criteria, and subjected to a quality appraisal tool. Its findings provide important details about child maltreatment and child protection arrangements in the Philippines. It recommends further research into policy and programmatic approaches to child maltreatment, a greater focus on the social, cultural and structural influences on child maltreatment, and investigation into child maltreatment, particularly child sexual abuse, in contexts outside of the home, such as in institutions.

A Focus Group Study of Canadian Dairy Farmers' Attitudes and Social Referents on Antimicrobial Use and Antimicrobial Resistance

As part of broader actions to combat antimicrobial resistance (AMR), health authorities have promoted the reduction of antimicrobial use (AMU) in food animals. Farmers' attitudes and receptivity to reduction of AMU appear to be variable and context specific. Our research objectives were to gain insight into Canadian dairy farmers' attitudes toward AMU, AMR, and AMU-reduction in the dairy industry, and to explore drivers and barriers to change AMU, including the influence of social referents. We conducted seven focus groups with 42 farmers in two provinces of Canada (New Brunswick and Ontario) and used thematic analysis to identify, analyze, and report patterns in the data. Our results indicate that farmers usually rely on their previous experience and judgement of individual cases of disease when making decisions related to AMU. External referents included other farmers, family members, and veterinarians. However, veterinarians were generally only consulted for unusual cases. Participants in this study expressed that maintaining cattle welfare is their responsibility, and that they were not willing to jeopardize animal welfare in order to reduce AMU. In addition, farmers regarded the cost of investment in improved facilities to prevent disease as an important barrier to reduce AMU. Finally, the majority of participants considered themselves to be low users of antimicrobials and perceived a small role of AMU on dairy farms in AMR. In conclusion, farmers from this study showed self-reliance to decide about AMU on their farms and considered animal-related and economic factors in these decisions. There was a general lack of knowledge of how to reduce AMU without investing in facilities, and there is an opportunity to motivate increased involvement of the veterinarian in AMU-related decisions. These results should be considered to design and refine antimicrobial stewardship programs for dairy farms.

Pain in Dairy Cattle: A Narrative Review of the Need for Pain Control, Industry Practices and Stakeholder Expectations, and Opportunities

Pain is an adverse experience causing distress and decreased production in dairy cattle. Pain, and its associated distress, is also undesirable from an animal welfare standpoint. Consumers consider animal welfare an important issue; therefore, ensuring proper pain management, and by extension good welfare, is important to maintain the social acceptability of dairy production. However, while some painful procedures and diseases can be avoided, some are inevitable. When this is the case, it is important to provide pain mitigation where possible. Various dairy quality assurance programs provide guidance on pain management practices for producers; however, guidelines differ across countries and jurisdictions. This narrative review covers common painful conditions and procedures, including disbudding and dehorning, castration, calving and dystocia, surgeries, disease conditions, and lameness. Further, this paper reviews evidence of the necessity and efficacy of pain management in these cases, current uptake of pain management, and quality assurance program standards for addressing pain in dairy cattle. Overall, there are clear advantages to providing pain mitigation for some conditions and procedures. For others, gaps still exist in understanding the best methods for pain control. Further attention should be paid to understanding and reducing the barriers to adoption of pain management strategies, as it is crucial to minimizing pain in animals and ensuring productive and sustainable dairy production.

Johne’s Disease Control in Beef Cattle: Balancing Test-and-Cull Strategies with Economic and Epidemiological Trade-Offs

Johne’s disease (JD) is a chronic infection of cattle that undermines herd productivity and profitability. While test-and-cull programs are commonly proposed for control, their effectiveness and economic feasibility remain uncertain in beef production systems. This study used an updated agent-based model (ABM) to simulate JD transmission in a representative 300-cow Western Canadian beef herd, coupled with a partial budget model to evaluate net present value (NPV) over a 10-year time horizon. Seven diagnostic test-and-cull strategies were compared, varying in test type (ELISA, individual PCR, and pooled PCR), sampling frequency (6, 12, or 24 mo), and risk-based sampling protocols. Results showed that, under baseline assumptions (6% starting prevalence; 1% prevalence in purchased stock), all strategies reduced JD prevalence relative to no testing, and six of seven yielded higher NPVs. Annual individual PCR testing provided the best balance between prevalence reduction and profitability, whereas semi-annual PCR most effectively reduced prevalence but at greater economic cost. Failure to implement control measures resulted in increasing prevalence and long-term economic losses. Sensitivity analyses demonstrated that strategy performance was consistent across variations in market conditions, cost of production, and replacement female management, although profitability declined substantially when JD prevalence in externally sourced stock was high (i.e., 10%). Collectively, these findings indicate that JD can be controlled economically in beef herds, with long-term application of various test-and-cull strategies offering robust options adaptable to management preferences.

Local child protection in the Philippines: A case study of actors, processes and key risks for children

This article explores the child protection actors, processes and child maltreatment issues in a regional Local Government Unit in the Philippines. Utilising a qualitative case study design, it engages with 14 young people with histories of child maltreatment and 13 key child protection actors, exploring their views and experiences of child protection actions, processes and outcomes. The findings highlight informal community- based actors, including neighbours, family, friends and non-government organisations in initial responses to child maltreatment, compared to formal child protection actors, who respond to severe maltreatment utilising a legal framework. Actors are constrained by limited government capacity and community reach, revealing misalignment between formal child protection activities and breadth of risks for children. Non-government organisations assist child protection efforts through the provision of residential care. Policy recommendations include strengthening relationships between formal actors and communities, expanding early intervention activities, and developing the capacity of community- based child protection actors.

Assessment of the Effective Tissue Concentrations of Injectable Lidocaine and a Lidocaine-Impregnated Latex Band for Castration in Calves

This study aimed to assess the effective tissue concentrations of the current standard of care for pain mitigation in calves during castration (injectable lidocaine) and to assess the ability of a lidocaine-loaded elastration band (LLB) to deliver effective concentrations into the scrotal tissue over time. This study comprised two different trials: (1) effective concentrations of injectable lidocaine in the scrotal tissue; and (2) the in vivo delivery of effective concentrations of lidocaine from LLBs placed on the calf scrotums. Sensation in the scrotal tissue was assessed by electrocutaneous stimulation. Injectable lidocaine allowed for short-term anesthesia for up to 60 min, highlighting the importance of finding additional strategies to mitigate long-term pain. An elastomeric ligation band impregnated with lidocaine could provide a suitable alternative, as it yielded tissue levels of lidocaine that approached EC50 and exceeded EC95 at 2 and 72 h following application, respectively, and remained above those levels for at least 28 days after application. Further studies are warranted to compare the use of LLBs to injectable local anesthetics.

Impact of Dystocia on Milk Production, Somatic Cell Count, Reproduction and Culling in Holstein Dairy Cows

This study investigated the effects of dystocia on milk production, somatic cell count, reproductivity, disease, and milk production. A total of 2159 cows across 21 dairy farms in Alberta, Canada were enrolled in this study. Multivariable models were created to explore associations between outcome variables and calving ease score. In total, 89.5% of calvings were unassisted, 6.1% were an easy pull, and 4.3% were a moderate–hard pull. Cows that had a moderate–hard pull produced 4.01 kg less milk, 0.12 kg less volume of milk fat, and 0.12 kg less milk protein per day than those that had an unassisted calving. No difference was found between calving ease groups with respect to SCC. Cows with a moderate or hard pull produced 510 kg less milk per lactation than unassisted cows. Cows with a moderate to high level of assistance at birth had a higher hazard of being culled over the duration of their lactation. Cows with an easy pull had increased odds of developing a retained placenta. It is evident that assistance at calving, particularly a moderate–hard pull, is associated with significant impacts on future milk production and risk of being culled; therefore, efforts should be made to minimize dystocia and prevent these impacts.
