Electoral Choice, Ideological Conflict, and Political Participation
Generations of democratic theorists argue that democratic systems should present citizens with clear and distinct electoral choices. Responsible party theorists further argued that political participation increases with greater ideological conflict between competing electoral options. Empirical evidence on this question, however, remains deeply ambiguous. This article introduces new joint estimates of citizen preferences and the campaign platforms chosen by pairs of candidates in U.S. House and Senate races. The results show that increasing levels of ideological conflict reduce voter turnout, and are robust across a wide range of empirical specifications. Furthermore, the findings provide no support for existing accounts that emphasize how ideology or partisanship explains the relationship between ideological conflict and turnout. Instead, I find that increasing levels of candidate divergence reduce turnout primarily among citizens with lower levels of political sophistication. These findings provide the strongest evidence to date for how mass political behavior is conditioned by electoral choice.
Public Opinion and Presidents’ Unilateral Policy Agendas
Unilateral power is an important source of policy change for contemporary presidents. In contrast with scholarship that examines the institutional constraints on presidents’ exercise of unilateral authority, I consider presidents’ unilateral behavior in a framework of political accountability. I argue that presidents have incentives to incorporate the public’s policy priorities in their unilateral agendas. I examine this account using panel data on executive orders and public opinion across issue areas from 1954 to 2018. Across a variety of model specifications and estimation strategies, I find evidence that patterns of executive action reflect the public’s policy priorities. Presidents issue greater numbers of unilateral directives on issues that gain public salience, particularly on issues that are more familiar to the public and when issuing more policy significant directives. These findings suggest that accountability mechanisms structure how presidents exercise unilateral power and have normative implications for considering presidential unilateralism in a separation-of-powers system.
Electoral Institutions and Legislative Particularism
How do electoral institutions affect legislative behavior? Though a large body of theoretical scholarship posits a negative relationship between multimember districting and the provision of particularistic goods, empirical scholarship has found little evidence in support of this expectation. Using data on the provision of US post offices from 1876 to 1896, a period during which many states elected congressional representatives from at-large districts, and a differences-in-differences approach, I find that counties represented by at-large representatives received approximately 8% fewer post offices. The results have important implications for studying how electoral institutions affect incentives for legislative behavior.
How Ideology Fuels Affective Polarization
Scholars have reached mixed conclusions about the implications of increased political polarization for citizen decision-making. In this paper, we argue that citizens respond to ideological divergence with heightened affective polarization. Using a survey experiment conducted with a nationally representative sample of U.S. citizens, we find that increased ideological differences between political figures produce increasingly polarized affective evaluations, and that these differences are especially large among respondents with stronger ideological commitments and higher levels of political interest. We provide further support for these findings in an observational study of citizens’ evaluations of the U.S. Senators from their state. We also find that the polarizing effects of ideological differences can be largely mitigated with biographical information about the public officials, which suggests that the pernicious consequences of ideological polarization can be overcome by focusing on matters other than political disagreement.
Executive Power in Crisis
Major crises can threaten political regimes by empowering demagogues and promoting authoritarian rule. While existing research argues that national emergencies weaken formal checks on executive authority and increase public appetites for strong leadership, no research evaluates whether crises increase mass support for the president’s institutional authority. We study this question in the context of the coronavirus/COVID-19 pandemic with an experiment embedded in a national survey of more than 8,000 U.S. adults. We find no evidence that the public evaluated policies differently if they were implemented via unilateral power rather than through the legislative process, nor did the severity of the pandemic at either the state, local, or individual levels moderate evaluations of executive power. Instead, individuals’ partisan and ideological views were consistently strong predictors of policy attitudes. Perhaps paradoxically, our results suggest that elite and mass polarization limit the opportunity for crises to promote public acceptance of strengthened executive authority.
The Public Cost of Unilateral Action
Scholarship on democratic responsiveness focuses on whether political outcomes reflect public opinion but overlooks attitudes toward how power is used to achieve those policies. We argue that public attitudes toward unilateral action lead to negative evaluations of presidents who exercise unilateral powers and policies achieved through their use. Evidence from two studies supports our argument. In three nationally representative survey experiments conducted across a range of policy domains, we find that the public reacts negatively when policies are achieved through unilateral powers instead of through legislation passed by Congress. We further show these costs are greatest among respondents who support the president's policy goals. In an observational study, we show that attitudes toward unilateral action in the abstract affect how respondents evaluate policies achieved through unilateral action by presidents from Lincoln to Obama. Our results suggest that public opinion may constrain presidents' use of unilateral powers.
Americans’ Attitudes Toward Federalism
Contemporary and historical political debates often revolve around principles of federalism, in which governing authority is divided across levels of government. Despite the prominence of these debates, existing scholarship provides relatively limited evidence about the nature and structure of Americans’ preferences for decentralization. We develop a new survey-based measure to characterize attitudes toward subnational power and evaluate it with a national sample of more than 2000 American adults. We find that preferences for devolution vary considerably both across and within states, and reflect individuals’ ideological orientations and evaluations of government performance. Overall, our battery produces a reliable survey instrument for evaluating preferences for federalism and provides new evidence that attitudes toward institutional arrangements are structured less by short-term political interests than by core preferences for the distribution of state authority.
Unilateral Powers, Public Opinion, and the Presidency
This article explores mass attitudes toward unilateral presidential power. We argue that mass attitudes toward presidential power reflect evaluations of the current president as well as more fundamental conceptions about the nature of the office, which are rooted in beliefs about the rule of law. In four nationally representative surveys, we find low levels of support for unilateral powers, that these attitudes are stable over time, and that they are structured both by presidential approval and beliefs in the rule of law. In a fifth survey, we show that political context conditions support for unilateral power, and in a sixth we show that these attitudes are consequential for policy evaluation. Even during the Obama presidency, when presidential power is highly politicized, voters distinguish the president from the presidency. Our results have important implications for public opinion’s role in constraining the use of presidential power.
Presidential Influence in an Era of Congressional Dominance
Research on presidential power focuses almost exclusively on the modern era, while earlier presidents are said to have held office while congressional dominance was at its peak. In this article, I argue that nineteenth-century presidents wielded greater influence than commonly recognized due to their position as head of the executive branch. Using an original dataset on the county-level distribution of U.S. post offices from 1876 to 1896, I find consistent evidence that counties represented by a president’s copartisans in the U.S. House received substantially more post offices than other counties, and that these advantages were especially large under divided government and in electorally important states. These results are robust across model specifications and when examining the Senate. The findings challenge key components of the congressional dominance and modern presidency theses, and have important implications for scholarship on interbranch relations, bureaucratic politics, and American political development.
