Temperate and boreal forest mega-fires: characteristics and challenges

Mega-fires are often defined according to their size and intensity but are more accurately described by their socioeconomic impacts. Three factors - climate change, fire exclusion, and antecedent disturbance, collectively referred to as the \"mega-fire triangle\" - likely contribute to today's mega-fires. Some characteristics of mega-fires may emulate historical fire regimes and can therefore sustain healthy fire-prone ecosystems, but other attributes decrease ecosystem resiliency. A good example of a program that seeks to mitigate mega-fires is located in Western Australia, where prescribed burning reduces wildfire intensity while conserving ecosystems. Crown-fire-adapted ecosystems are likely at higher risk of frequent mega-fires as a result of climate change, as compared with other ecosystems once subject to frequent less severe fires. Fire and forest managers should recognize that mega-fires will be a part of future wildland fire regimes and should develop strategies to reduce their undesired impacts.

How policy interventions influence burning to meet cultural and small-scale livelihood objectives

Fire has cultural and economic significance for Indigenous and rural peoples worldwide, being used to manage landscapes for activities such as hunting, gathering, cropping, and forestry, and for ceremonial and spiritual purposes. Policy interventions by state and non-state organizations, such as regulations, economic incentives, and communication campaigns, can target fire use directly, or affect it indirectly, for example, by restricting land access. Yet evidence of such impacts has not been synthesized at the global scale. We analyzed 512 examples in 68 countries to describe the range of policy interventions by state and non-state organizations that target and/or affect fire use, categorizing interventions based on the broad actor types involved, their mode of operation (e.g., regulation) and their intentionality and/or possible effects vis-a-vis fire use. Of these interventions, 74% involved only state agencies in policy design and implementations, 4% involved only non-state organizations, and 18% involved collaboration between state and/or non-state organizations and/or communities. Three hundred and nine interventions directly targeted fire use, of which 87% aimed to eliminate or constrain fire use. Two hundred and three affected fire use indirectly, of which 88% led to reductions in or constraints upon fire use. Though there is some recognition in the 21st century of a need, in certain contexts, to support local fire use, for reasons related to environmental justice, ecology, wildfire risk and climate change, the literature we reviewed points to several challenges for contemporary efforts toward this end. These include contradictions between policy interventions, mistrust between actors following histories of fire suppression, greater fuel loads increasing the risk of burning where fire has been suppressed, and the need to consider the indirect effects of other types of policy, such as those related to land tenure.

Environmental challenges are complex and require expertise from multiple disciplines. Consequently, there is growing interest in interdisciplinary environmental research that integrates natural and social science, an often arduous undertaking. We surveyed researchers interested and experienced in research at the human-environment interface to assess perspectives on interdisciplinary research. Integrative interdisciplinary research has eluded many of our respondents, whose efforts are better described as additive multidisciplinary research. The respondents identified many advantages and rewards of interdisciplinary research, including the creation of more-relevant knowledge. However, they also reported significant challenges and obstacles, including tension with departments (49%) or institutions (61%), communication difficulties, and differing disciplinary approaches, as well as institutional barriers (e.g., a lack of credit in promotion and tenure). Most (52%) believed that developing interdisciplinary breadth should begin as early as the undergraduate level. We apply our results to recommendations for successful interdisciplinary endeavors.

Preindustrial era agro-sylvopastoral land uses have influenced structure, function and disturbance in Mediterranean type mountainous landscapes for millennia. In this study we analyze through semi-structured interviews, stakeholder perceptions of coupled human and natural system (CHANS) community resilience in one such landscape; the municipality of Puebla de la Sierra, Madrid. The municipality is part of the Biosphere Reserve of the Sierra del Rincon and the Natura 2000 network and as such is subject to various conservationist regulations emanating from multiple levels of governance. In the preindustrial past most municipal lands formed an oak ?dehesa? or open forest CHANS that made biomass extraction through pollarding compatible with pastoralism and shifting agriculture. After a period of rapid land-use change in the early 20th century?marked by the state led plantation of coniferous forests, the final decades of the last century were characterized by rural abandonment and the collapse of traditional forms of land use as well as the gradual transformation of the municipality into an eco-touristic, exurban destination for Madrid residents. More recently, the municipality has experienced an influx of neo-rural settlers in the area wishing to connect traditional knowledge and management with modern agro-environmental practices. In our study, we identify two limiting factors to community resilience in Puebla de la Sierra; governance and financing. The current governance model is perceived by respondents to be contrary to their reality and needs, which translates into environmental, urban and health regulations that, in their views, penalizes agroecological and small-scale economic activities. In addition, respondents believe there is a dearth of material and financial resources to initiate these transformative local actions which further weakens community resilience. Stakeholders however also identified other factors that reinforce community resilience such as a collective willingness to revive key traditional ecosystem management practices such as pollarding, the networks of trust existing between the people participating in these new initiatives and the capacity for deliberating between different visions of future development pathways amongst local stakeholders.

Cultural dimensions of forest conservation under global change: the case of relict Mediterranean fir forests

ContextWest Mediterranean relict firs (Abies pinsapo Boiss. and Abies marocana Trab.) are closely related species threatened by global change. Government authorities in Morocco and Spain have established protected conservation areas around remaining fir groves but concerns linger regarding their effectiveness in light of emerging global environmental challenges.ObjectivesWe collected data on stakeholder perspectives in 3 protected fir forests in Morocco and Spain. The goal was to reveal preferences regarding emerging conservation threats in these landscapes; land use, climate change, and wildfires as well as describing local and indigenous management practices. We hypothesized that park manager preferences would not align with those of local resource users, suggesting underrepresentation of local and indigenous views on current conservation policies.MethodsWe employed Q methods and analysis to explore this hypothesis. 38 park managers and local resources users were asked to numerically sort their preferences regarding 23 Q statements, 3 of which were photos depicting fir forests with markedly different structural states of conservation. Additionally, we conducted in-depth follow up interviews to allow stakeholders to identify local and indigenous management practices.ResultsThrough a principal components analysis of Q scores, we found 4 factors that help explain 63% of the variance amongst stakeholder responses. The factors showed statistically significant similarities between the perspectives of local resource users in Morocco and Spain and differences with park manager and NGO perspectives.ConclusionsOur analyses reveal divergent cultural frames among government managers and local resource users regarding landscape preferences and sustainable use, suggesting areas in which current conservation and management strategies may be improved.

Conflicting Frames about Ownership and Land Use Drive Wildfire Ignitions in a Protected Conservation Area

The creation of protected conservation areas may result in protracted conflicts between stakeholders. In this study we examine the drivers of anthropogenic wildfire ignitions in the National Park of “los Alerces” (NPA) in Patagonia, Argentina. The NPA was established in 1937 to protect the native “andino-patagónico” forests from wildfires as well as preserving its scenic beauty and native flora and fauna. At the time of its creation state authorities prohibited all extractive human activities in the “intangible”—fully protected—“National Park” section, while other regulated extractive and ecotourism activities were allowed to continue in the “Natural Reserve” section in an effort to accommodate the historical entitlements of the displaced populations of “pobladores” (settlers) that had been living in the NPA for over a century. Here we interviewed the main stakeholder groups—“pobladores”, forest rangers and administrators, ecolodge owners and angler club members—to identify the drivers of wildfire ignitions in the park. Wildfires have been singled out by state authorities as the main threat to the NPA though considerable scientific uncertainty exists regarding their complex ecological effects. This study argues, based on the human and biophysical system data collected, that two conflicting cultural frames exist within the NPA that provide the necessary backdrop for understanding the drivers of wildfire ignitions. In turn, these findings raise puzzling dilemmas for the main theoretical approaches that have been used to inform and design conflict management strategies in protected conservation areas.

Pre-Industrial Anthropogenic Fire Regimes in Transition: The Case of Spain and its Implications for Fire Governance in Mediterranean Type Biomes

Landscape fire regimes in the Earth system are believed to be changing rapidly. These changes will have significant environmental consequences since fires are a key ecological process in flammable ecosystems with feedbacks on carbon cycling, soil fertility, biodiversity and regional climate patterns. Based on the evolution of fire regimes in Mediterranean biomes, as illustrated by the case of Spain, this article suggests that one of the leading causes of these transformations was the disruption of the pre-industrial anthropogenic fire regimes (PIAFRs) that helped shape these anthropogenic biomes. State-led industrialization policies and fire exclusion transformed the local communities that generated PIAFRs in all likelihood contributing to today's fire regime changes. In light of the challenges posed by climate change this article suggests that fire governance policies in these biomes should be opened to greater scrutiny and argues for interdisciplinary research into PIAFRs with ABM/LUCC models to further this goal.

Forests are intrinsically coupled to human dynamics, both temporally and spatially. This evolution is conditioned by global changes in climatic conditions (teleconnections) and distant socio-economical processes (telecoupling). The main goal of this study is to describe the teleconnections and telecoupling dynamics that have shaped structure and processes in a dry-edge—highly vulnerable to desertification—Mediterranean pine forest during the last century and to evaluate the contribution of historical management strategies to this coupled human and natural system’s (CHANS) overall resilience. For this study, we collected relevant human and natural system data from a dry edge Pinus pinaster Ait. located forest in Central Spain using a CHANS analytical framework operationalizing telecoupling and teleconnection. A key extractive economic activity in the studied forest was resin tapping, which was the main form of land use from the 1920s to the 1950s. Since the 1950s changes in the Spanish economy linked to the emergence of new resin-producing countries, such as China, led to a sharp decline in resin production. Despite additional human system transformations affecting forest governance (e.g., the Spanish Civil War, the transition to democracy, European integration, etc.) and changes in biophysical conditions linked to climate change (e.g., aridification, CO2 fertilization), the standing stocks of P. pinaster increased during the monitoring period due to sound technical and management planning bolstering overall resilience. These historical management decisions, we argue, successfully reconciled overall resilience goals (defined as the maintenance of forest function beyond and desertification avoidance) with three successive historical forest use challenges: intensive firewood collection by local communities in fragile sandy soils, extensive pastoralism in the forest understory and tradeoffs between resin tapping damaged trees, timber production and tree cover as well as the emerging risks of wildfire and climate change.

Fire ecology is a complex discipline that can only be understood by integrating biological, physical, and social sciences. The science of fire ecology explores wildland fire’s mechanisms and effects across all scales of time and space. However, the lack of defined, organizing concepts in fire ecology dilutes its collective impact on knowledge and management decision-making and makes the discipline vulnerable to misunderstanding and misappropriation. Fire ecology has matured as a discipline and deserves an enunciation of its unique emergent principles of organization. Most scientific disciplines have established theories, laws, and principles that have been tested, debated, and adopted by the discipline’s practitioners. Such principles reflect the consensus of current knowledge, guide methodology and interpretation, and expose knowledge gaps in a coherent and structured way. In this manuscript, we introduce five comprehensive principles to define the knowledge fire ecology has produced and provide a framework to support the continued development and impact of the fire ecology discipline.
