Climate change, food security, and livelihoods in sub-Saharan Africa
Sub-Saharan Africa is particularly vulnerable to climate change. Multiple biophysical, political, and socioeconomic stresses interact to increase the region’s susceptibility and constrain its adaptive capacity. Climate change is commonly recognized as a major issue likely to have negative consequences on food security and livelihoods in the region. This paper reviews three bodies of scholarship that have evolved somewhat separately, yet are inherently interconnected: climate change impacts, vulnerability and adaptation, food security, and sustainable livelihoods. The paper develops a conceptualization of the relationships among the three themes and shows how food security’s vulnerabilities are related to multiple stresses and adaptive capacities, reflecting access to assets. Food security represents one of several livelihood outcomes. The framework shows how several research paradigms relate to the issue of food security and climate change and provides a guide for empirical investigations. Recognizing these interconnections can help in the development of more effective policies and programs. The framework is applied here to synthesize findings from an array of studies in sub-Saharan Africa dealing with vulnerability to climate change, food security, and livelihoods.
Inuit Traditional Ecological Knowledge (TEK), Subsistence Hunting and Adaptation to Climate Change in the Canadian Arctic
This paper examines the role of Inuit traditional ecological knowledge (TEK) in adaptation to climate change in the Canadian Arctic. It focuses on Inuit relationships with the Arctic environment, including hunting knowledge and land skills, and examines their roles in adaptation to biophysical changes that affect subsistence hunting. In several instances, TEK underpins competency in subsistence and adaptations to changing conditions, which inculdes flexibility with regard to seasonal cycles of hunting and resource use, hazard avoidance through detailed knowledge of the environment and understanding of ecosystem processes, and emergency preparedness, e.g., knowing what supplies to take when traveling and how to respond in emergency situations. Despite the documented importance of TEK in adaptation and in maintaining a level of competency in subsistence, the relationships between TEK and adaptation to climate change are not well defined in the scholarly literature. This paper aims to conceptualize the relationships between TEK and adaptation to climate change by drawing on case study research with Inuit in the Canadian Arctic. TEK is considered an element of adaptive capacity (or resilience) that is expressed as adaptation if TEK is drawn upon to adapt to changing conditions. This capacity depends on the development, accumulation, and transmission of TEK within and among generations. Cet article se penche sur le rôle des connaissances écologiques traditionnelles (CET) inuites en matière d'adaptation au changement climatique dans l'Arctique canadien. Il porte plus précisément sur les relations des Inuits avec l'environnement de l'Arctique, notamment en ce qui a trait à leurs connaissances de la chasse et à leurs pratiques ancestrales, puis il examine leur rôle en matière d'adaptation aux changements biophysiques qui exercent une influence sur la chasse de subsistance. Dans plusieurs cas, les CET servent de fondement aux aptitudes de survie et à l'adaptation aux conditions changeantes, ce qui implique de la souplesse vis-à-vis des cycles saisonniers de chasse et d'utilisation des ressources, l'évitement des dangers grâce à une connaissance approfondie de l'environnement et à la compréhension de la dynamique des écosystèmes et l'état de préparation en cas d'urgence, à savoir les vivres et le matériel dont ils doivent se doter lorsqu'ils sont en déplacement et la façon de réagir en situation d'urgence. Malgré l'importance documentée des CET sur l'adaptation et le maintien d'un niveau de compétence en vue de la subsistance, les liens entre les CET et l'adaptation au changement climatique ne sont pas bien définis dans les écrits érudits. Cet article cherche à conceptualiser les liens entre les CET et l'adaptation au changement climatique en s'appuyant sur une recherche d'étude de cas avec les Inuits de l'Arctique canadien. Les CET sont considérées comme un élément de la capacité adaptative (ou de la résilience) exprimée sous forme d'adaptation pourvu qu'elles soient employées pour favoriser l'adaptation aux conditions changeantes. Cette capacité dépend du développement, de l'accumulation et de la transmission des CET au sein des générations et entre elles.
Social–ecological change and implications for food security in Funafuti, Tuvalu
This article examines food security in Funafuti, Tuvalu in the context of recent social–ecological changes. We consider both social and ecological processes in order to provide a holistic account of food security. An analysis of data collected through a fixed-question survey and freelists with 50 households and semistructured interviews with 25 key informants reveal that access to food of sufficient nutritional and cultural value is the primary driver affecting food security, more so than general food availability. Ten percent of the households surveyed experienced a shortage of food in the previous month, and 52% ate less desirable imported foods, which tended to be nutrient poor because they could not access preferred local foods. Factors and processes affecting access to local foods include: availability of and access to land; declining involvement in local food production; the convenience of imported foods; unreliable interisland shipping; and climate and environmental changes that have negatively affected food security and are expected to continue to do so.

This paper builds on work on the dynamics of vulnerability and multiple stressors through a case study in the Afram Plains of the Eastern region in Ghana. A vulnerability framework is applied in the community of Mimkyemfre to identify and explain the multiple underlying political, socioeconomic and environmental forces that influence the ways in which people are exposed and sensitive to climate, and their capacities to adapt to changing conditions. The results of the study indicate that the community experiences a range of biophysical and socioeconomic conditions that contribute to its vulnerability. Vulnerability was found to change over time and in some cases was cyclical, in that certain actions taken for the purposes of adaptation were found to exacerbate existing vulnerabilities. Processes of vulnerability were also found to occur at several scales and were experienced unevenly at the community level. The findings of this assessment have important implications for the design and implementation of successful adaptation initiatives, both in Africa and elsewhere. In particular, they demonstrate the need to understand the social, economic and institutional challenges to development as a basis for any contemplation of adaptation to climate change.
Adaptation options in agriculture to climate change: a typology
Adaptation in agriculture to climate change is important for impact and vulnerability assessment and for the development of climate change policy. A wide variety of adaptation options has been proposed as having the potential to reduce vulnerability of agricultural systems to risks related to climate change, often in an ad hoc fashion. This paper develops a typology of adaptation to systematically classify and characterize agricultural adaptation options to climate change, drawing primarily on the Canadian situation. In particular, it differentiates adaptation options in agriculture according to the involvement of different agents (producers, industries, governments); the intent, timing and duration of employment of the adaptation; the form and type of the adaptive measure; and the relationship to processes already in place to cope with risks associated with climate stresses. A synthesis of research on adaptation options in Canadian agriculture identifies four main categories: (i) technological developments, (ii) government programs and insurance, (iii) farm production practices, and (iv) farm financial management. In addition to these 'direct adaptations', there are options, particularly information provision, that may stimulate adaptation initiatives. The results reveal that most adaptation options are modifications to on-going farm practices and public policy decision-making processes with respect to a suite of changing climatic (including variability and extremes) and non-climatic conditions (political, economic and social). For progress on implementing adaptations to climate change in agriculture there is a need to better understand the relationship between potential adaptation options and existing farm-level and government decision-making processes and risk management frameworks.
Anatomy of Adaptation to Climate Change and Variability
Adaptation to climate variability and change is important both for impact assessment (to estimate adaptations which are likely to occur) and for policy development (to advise on or prescribe adaptations). This paper proposes an \"anatomy of adaptation\" to systematically specify and differentiate adaptations, based upon three questions: (i) adapt to what? (ii) who or what adapts? and (iii) how does adaptation occur? Climatic stimuli include changes in long-term mean conditions and variability about means, both current and future, and including extremes. Adaptation depends fundamentally on the characteristics of the system of interest, including its sensitivities and vulnerabilities. The nature of adaptation processes and forms can be distinguished by numerous attributes including timing, purposefulness, and effect. The paper notes the contribution of conceptual and numerical models and empirical studies to the understanding of adaptation, and outlines approaches to the normative evaluation of adaptation measures and strategies.
Climate change in the Arctic: current and future vulnerability in two Inuit communities in Canada
Climate change is already occurring in the Arctic and the Arctic Climate Impact Assessment recently concluded that future climate change could be devastating for Inuit. This paper characterises vulnerability to climate change in two Inuit communities in the Canadian territory of Nunavut, focusing on the resource harvesting sector. In both communities, Inuit have demonstrated significant adaptability in the face of current changes in climatic conditions. This adaptability is facilitated by traditional Inuit knowledge, strong social networks, flexibility in resource use, and institutional support. Changing Inuit livelihoods, however, have undermined certain aspects of adaptive capacity and have resulted in emerging vulnerabilities. Global and regional climate projections indicate that climatic conditions which currently pose risks are expected to be negatively affected by future climate change. These projections are not without precedent and analysis of current vulnerability and identification of adaptation constraints by Inuit in the two communities indicate the continued importance of traditional coping mechanisms. The ability to draw on these coping mechanisms in light of future climate change, however, will be unequal and the research indicates that young Inuit and those without access to economic resources, in particular, are vulnerable.
Community-based vulnerability assessment of Tuktoyaktuk, NWT, Canada to environmental and socio-economic changes
Environmental change in the Canadian Arctic has implications for livelihoods, food systems, infrastructure and Inuit culture. Although Inuit communities are located in industrialized countries, their integral connections with the natural environments contribute to significant exposures and sensitivities to changing conditions. This paper characterizes the vulnerability of Tuktoyaktuk in the western Canadian Arctic to climate change in the context of ongoing socio-economic and environmental changes. Existing stresses in the community influence infrastructure, livelihoods and wellbeing. Strategies for adapting to adverse conditions have largely been tactical and short term, rather than planned actions in anticipation of changes in climate. In light of projected intensification of climate change and a proposed natural gas pipeline in the Tuktoyaktuk area, the community is expected to experience new stresses in the future. Future adaptation planning and policy needs to enable community involvement in the protection of important community attributes.
Recent climate change in the Prince Edward County winegrowing region, Ontario, Canada: implications for adaptation in a fledgling wine industry
There is mounting evidence that climate change is already having an impact on the wine industry, with effects being region specific. In order to understand the capacity of regional wine sectors to adapt to changing climate, it is useful to document the conditions that are important to producers and to identify adaptation and management strategies that are employed in the industry. This paper analyzes climatic conditions and adaptation strategies in the wine region of Prince Edward County Ontario, Canada. Wine producers identified the climate variables most important to their operations and described strategies they use to manage climate-related conditions. The identified variables were analyzed for trends over the study period 1987–2011, and interview data were analyzed in order to categorize adaptive strategies. Results indicate that the wine sector is very sensitive to climate, and the region is already experiencing the effects of climate change, especially with regard to increasing growing season mean minimum daily temperatures, increasing total summer rainfall, and later onset of fall frosts. Adaptive strategies employed by producers are largely learned though collaborative efforts and trial and error. The adaptations are mostly tactical and reactive in the short term, but with continued climate change, these strategies may develop into strategic, anticipatory measures. Climate change has the potential to present both challenges and opportunities to Prince Edward County wine producers, and adaptations will continue to require strong networking and collaborative efforts.
Farm-Level Adaptation to Climatic Variability and Change: Crop Diversification in the Canadian Prairies
Among other foci, recent research on adaptation to climatic variability and change has sought to evaluate the merit of adaptation generally, as well as the suitability of particular adaptations. Additionally, there is a need to better understand the likely uptake of adaptations. For example, diversification is one adaptation that has been identified as a potential farm-level response to climatic variability and change, but its adoption by farmers for this reason is not well understood. This paper serves two purposes. The first is to document the adoption of crop diversification in Canadian prairie agriculture for the period 1994-2002, reflect upon its strengths and limitations for managing a variety of risks, including climatic ones, and gauge its likely adoption by producers in response to anticipated climate change. The second purpose is to draw on this case to refine our current understanding of climate change adaptation more generally. Based upon data from over 15 000 operations, it was determined that individual farms have become more specialized in their cropping patterns since 1994, and this trend is unlikely to change in the immediate future, notwithstanding anticipated climate change and the known risk-reducing benefits of crop diversification. More broadly, the analysis suggests that 'suitable' and even 'possible' climate change adaptations need to be more rigorously assessed in order to understand their wider strengths and limitations.
