The changing nature of conflict and the increase in intrastate conflict during the 1990s, followed by its slow decline since the turn of the century, have led to changing priorities in the field of conflict resolution. No longer is the international community solely concerned with resolving existing conflicts; it also is managing emerging conflicts to ensure that they do not flare into violent conflict. This book outlines some of the strategies parliaments and parliamentarians can adopt to reduce the incidence of conflict and effectively manage conflict when it does emerge. It is hoped that by developing a better understanding of the nexus between parliament, poverty, and conflict parliamentarians will be more aware of the array of options open to them as they seek to contribute to conflict management in conflict-affected societies.
Democracy, Legislatures, and Business Conditions in Post-Authoritarian African Regimes
2019
Ghana was the first Sub-Saharan country to gain independence, some 60 years ago; virtually all Sub-Saharan countries subsequently followed. Yet, in many countries, colonial authoritarianism was replaced by military regimes, autocratic rulers, and one-party rule. It was not until the 1990s that “the Third Wave” of democratization (Huntington 1991) swept across Africa. The consolidation of democracy in Sub-Saharan Africa has been uneven. During the past 20 years, the “freedom status” of 29 countries remained largely unchanged, with 10 countries classified as “not free,” 12 countries as “partially free,” and seven countries as “free” (Freedom House 2018).

In most countries, parliament has the constitutional mandate to both oversee and hold government to account. In light of the increased focus on good governance, academics and legislative strengthening practitioners are re-examining parliament's oversight function with a view to increasing public financial accountability, curbing corruption, and contributing to poverty reduction. This volume brings together research from many different perspectives and many different legislative settings worldwide. As the country case studies in section III demonstrate, the accountability mechanisms or oversight tools available to the legislature vary based on constitutionally defined powers of the legislature, institutional arrangements between the branches of government, divisions of authority between national, regional, and local governments, the degree of legitimacy conferred on the legislature, and the resources available to it. The budget process provides critical opportunities. Section II of this volume is devoted to examining budget oversight from the formulation and approval of the budget, to implementation and the ex post examination of the public accounts. Special attention is also paid to mechanisms to assist parliaments such as Public Accounts Committees and independent parliamentary budget offices. This title will be of interest to parliamentarians and parliamentary staff, legislative strengthening practitioners, and students of legislative development.
Parliaments as Peacebuilders in Conflict-Affected Countries
2012
The role of parliament in conflict-affected countries becomes even more evident when the correlation between poverty and conflict is considered. This book is pioneering in that it considers what parliaments in conflict-affected countries can do, while performing their normal everyday functions, to not only contribute directly to conflict prevention but also aid peace building by combating poverty. By addressing issues of poverty, equitable distribution of resources, and economic development, parliamentarians can attempt to guard against the creation of an enabling environment that is prone to the escalation of conflict. In line with their respective missions, the World Bank Institute and the Commonwealth Parliamentary Association have examined issues facing parliamentary development in the hope of strengthening parliaments' capacity to tackle the diverse challenges they face. Among those challenges is meeting growing community expectations of the contribution parliaments make to resolving important issues and addressing community demands. In recognition of the rising number of parliaments that are operating in conflict-affected societies, the World Bank Institute has sought to better understand the challenges faced by parliaments in conflict-affected countries and the role parliaments can play in conflict management and poverty alleviation.

The Role of Parliaments in Curbing Corruption
2012
In most countries, Parliament has the constitutional mandate to both oversee government and to hold government to account; often, audit institutions, ombuds and anti-corruption agencies report to parliament, as a means of ensuring both their independence from government and reinforcing parliament's position at the apex of accountability institutions. At the same time, parliaments can also play a key role in promoting accountability, through constituency outreach, public hearings, and parliamentary commissions
