Aid, China, and Growth
This article introduces a new dataset of official financing from China to 138 developing countries between 2000 and 2014. It investigates whether Chinese development finance affects economic growth in recipient countries. The results demonstrate that Chinese development finance boosts short-term economic growth. An additional project increases growth by between 0.41 and 1.49 percentage points 2 years after commitment, on average. While this study does not find that significant financial support from China impairs the overall effectiveness of aid from Western donors, aid from the United States tends to be more effective in countries that receive no substantial support from China.
Apples and Dragon Fruits: The Determinants of Aid and Other Forms of State Financing from China to Africa
Abstract Chinese “aid” is a lightning rod for criticism. Policy-makers, journalists, and public intellectuals claim that Beijing uses its largesse to cement alliances with political leaders, secure access to natural resources, and create exclusive commercial opportunities for Chinese firms—all at the expense of citizens living in developing countries. We argue that much of the controversy about Chinese “aid” stems from a failure to distinguish between China's Official Development Assistance (ODA) and more commercially oriented sources and types of state financing. Using a new database on China's official financing commitments to Africa from 2000 to 2013, we find that the allocation of Chinese ODA is driven primarily by foreign policy considerations, while economic interests better explain the distribution of less concessional flows. These results highlight the need for better measures of an increasingly diverse set of non-Western financial activities.
Tracking Underreported Financial Flows: China's Development Finance and the Aid–Conflict Nexus Revisited
China's provision of development finance to other countries is sizable but reliable information is scarce. We introduce a new open-source methodology for collecting project-level development finance information and create a database of Chinese official finance (OF) to Africa from 2000 to 2011. We find that China's commitments amounted to approximately US$73 billion, of which US$15 billion are comparable to Official Development Assistance following Organization for Economic Cooperation and Development definitions. We provide details on 1,511 projects to fifty African countries. We use this database to extend previous research on aid and conflict, which suffers from omitted-variable bias due to the exclusion of Chinese development finance. Our results show that sudden withdrawals of \"traditional\" aid no longer induce conflict in the presence of sufficient alternative funding from China. Our findings highlight the importance of gathering more complete data on the development activities of \"nontraditional donors\" to better understand the link between aid and conflict.
The Cult of the Relevant: International Relations Scholars and Policy Engagement Beyond the Ivory Tower
Over the past fifteen years, a narrative has developed that IR scholars have become a “cult of the irrelevant,” with declining influence on and engagement with policy debates. Despite these assertions, the evidence for limited policy engagement has been anecdotal. We investigate the extent of policy engagement—the ways in which IR scholars participate in policy-making processes and/or attempt to shape those processes—by surveying IR scholars directly about their engagement activities. We find policy engagement is pervasive among IR scholars. We draw on theories of credit-claiming to motivate expectations about how and when scholars are likely to engage with practitioners. Consistent with our expectations, much of this engagement comes in forms that involve small time commitments and provide opportunities for credit-claiming, such as media appearances and short-form, bylined op-eds and blog posts. However, sizable minorities report engaging in consulting activities not for attribution/publication and writing policy briefs, and a majority of respondents indicate they engaged in these activities several times a year or more. We find only small differences in engagement across gender and rank. Our results demonstrate that, for IR scholars, some form of policy engagement is the norm.
International Relations in the US Academy
Using two new data sources to describe trends in the international relations (IR) discipline since 1980—a database of every article published in the 12 leading journals in the field and three surveys of IR faculty at US colleges and universities—we explore the extent of theoretical, methodological, and epistemological diversity in the American study of IR and the relationship between IR scholarship and the policy-making community in the United States. We find, first, that there is considerable and increasing theoretical diversity. Although US scholars believe and teach their students that the major paradigms—realism, liberalism, Marxism, and constructivism—define and divide the discipline, most peer-reviewed research does not advance a theoretical argument from one of these theoretical traditions. There is no evidence, moreover, that realism and its focus on power relations among states dominate, or since 1980 ever has dominated, the literature. Second, although three times as many IR scholars report using qualitative methods as their primary approach, more articles published in the top journals currently employ quantitative tools than any other methodological approach. Third, there exists little epistemological diversity in the field: American IR scholars share a strong and growing commitment to positivism. Finally, there is a disjuncture between what American scholars of IR think about the value of producing policy-relevant work and the actual research they generate: few articles in top journals offer explicit policy advice, but scholars believe that their work is both prescriptive and useful to policymakers.
Creating New Knowledge with Undergraduate Students: Institutional Incentives and Faculty Agency
Undergraduate students today face a more demanding and competitive labor market than their parents’ generation. In response, some pursue double majors to signal breadth to potential employers and to improve their job prospects. Some students also realize that a strong signal of workplace readiness is acquiring in-demand skills through independent and collaborative research. In this article, four professors at an undergraduate-focused public university in the United States share their experiences working with undergraduate students on research, focusing on the “supply side” of student research training and mentoring. We discuss how institutions can support differently situated faculty members, who face different career incentives and constraints, to integrate undergraduates in their research. We also address the limits of what is possible for faculty‐student research and suggest ways to overcome them.
Policy-Relevant Publications and Tenure Decisions in International Relations
Many observers of the international relations (IR) discipline express concern about the decline in policy-relevant research within the academy. Some blame an academic culture and academic institutions that incentivize abstract, quantitative, or theoretical work that speaks to scholarly debates rather than real-world problems. This article asks how IR scholars value both scholarly and policy publications. Using data from the TRIP survey, we found that publications generally considered policy relevant are undervalued in academic tenure decisions. These findings hold regardless of whether faculty have attained tenure or whether they consider their own research to be policy relevant. However, scholars who consult, teach at colleges rather than research universities, or teach in Association of Professional Schools of International Affairs schools rather than political science departments are likely to believe: (1) that policy-relevant research products are currently valued more highly than their colleagues estimate; and (2) on the normative question, that these policy publications should be valued even more highly than they are. Overall, these results suggest an openness to increasing the value of policy-relevant research in tenure decisions as part of an effort to increase the amount of policy-focused work in the discipline.
Delegation to International Organizations: Agency Theory and World Bank Environmental Reform
Current international relations theory struggles to explain both the autonomy and transformation of international organizations (IOs). Previous theories either fail to account for any IO behavior that deviates from the interests of member states, or neglect the role of member states in reforming IO institutions and behavior. We propose an agency theory of IOs that can fill these gaps while also addressing two persistent problems in the study of IOs: common agency and long delegation chains. Our model explains slippage between member states' interests and IO behavior, but also suggests institutional mechanisms—staff selection, monitoring, procedural checks, and contracts—through which states can rein in errant IOs. We evaluate this argument by examining multiple institutional reforms and lending patterns at the World Bank from 1980 to 2000.
The American school of IPE
This paper uses the results of the Teaching, Research, and International Policy (TRIP) project: a multi-year study of the international relations (IR) field in order to discern the major characteristics of international political economy scholarship in the United States today. It finds that, like Benjamin Cohen's depiction of the American school, IPE in the United States is increasingly positivist, quantitative, and liberal in orientation. It employs data from a journal article database that tracks trends in publication patterns. It also analyzes data from two surveys of IR scholars in the United States and Canada that were conducted in the fall of 2006.
Rising Powers and the Regime for Development Finance
The 2013 BRICS summit in Durban, South Africa, attended by the leaders of Brazil. Russia, India, China, and South Africa, produced a joint declaration that simultaneously heralded a new 'BRICS Development Bank' and demanded the reform of existing 'international financial institutions to make them more representative and to reflect the growing weight of BRICS and other developing countries' (eThekwini Declaration 2013).
