Rereading Salamon: Why Voluntary Failure Theory is Not (Really) About Voluntary Failures
Voluntary Failure or Interdependence Theory remains among the most salient of Salamon’s conceptual contributions to nonprofit studies globally. Broad criticism has been scarce. Yet, there are questions about how the theory can be tested, or whether it is even testable in the first place. A lot of these questions focus on the four voluntary failures. In this commentary, I argue that the role of the voluntary failures is often overemphasized as part of Salamon’s theoretical constructs. This overemphasis in turn lends itself to problematic interpretations of his theory, which was not intended to offer a ‘failure rationale’ for the existence of the nonprofit sector—akin to the twin failures of the market and government, but at its core seeks to provide a rationale for the positive collaborative relations between government and the nonprofit sector. Within that rationale, the voluntary failures play only a relatively minor role.
The Changing Space for NGOs
In this introductory essay to the special issue on civil society in authoritarian and hybrid regimes, we review core themes in the growing literature on shrinking or closing space for civil society. We discuss the role of civil society organizations (CSOs) as agents of democratization and note the emergence of dual, at times apparently conflicting policy postures within authoritarian regimes (restriction and repression for some CSOs vs. financial support and opportunities for collaboration for others). We posit that different conceptual perspectives applied to civil society can help account for the duality of authoritarian postures and examine repercussions for three key subgroups of CSOs: claims-making (or advocacy) NGOs, nonprofit service providers and regime-loyal NGOs supporting often populist and nationalist discourses.
Government/Foundation Relations
Interest in collaboration between government and private, grantmaking foundations has grown considerably in recent years both in the USA and abroad. In the USA, one outcome of the increased interest has been the emergence of liaison offices in federal agencies tasked with facilitating partnerships between government and grantmaking foundations and others, such as corporate philanthropic programs. As the government/foundation relationship is still under-conceptualized, we propose a framework that extends general government/nonprofit relationship typologies to grantmaking foundations and present empirical evidence on the foundation roles that government liaison officers prioritize in developing partnerships with their foundation counterparts. Empirically, the article is based on semi-structured interviews with these officers in U.S. federal cabinet departments and independent agencies. Having foundation funding substitute for government outlays factors heavily for government liaison staff. At the same time, the role of foundations in seeding government innovation plays a relatively modest role, despite the prominence of the foundation innovation role in the literature. Rather than having government scale foundation- identified innovations, government liaison officers emphasize foundations funding support services that provide access to or enhance government programs and foundations providing expertise to help co-design better government programs.
Civil society in times of change: Shrinking, changing and expanding spaces and the need for new regulatory approaches
The relationship between many G20 governments and organized civil society has become more complex, laden with tensions, and such that both have to find more optimal modes of engagement. In some instances, state-civil society relations have worsened, leading some experts and activists to speak of a 'shrinking space' for civil society. How wide-spread is this phenomenon? Are these more isolated occurrences or indeed part of a more general development? How can countries achieve and maintain an enabling environment for civil society? The authors suggest that much of the current impasse results foremost from outdated and increasingly ill-suited regulatory frameworks that fail to accommodate a much more diverse and expanded set of civil society organizations (CSO). In response, they propose a differentiated model for a regulatory framework based on functional roles. Based on quantitative profiling and expert surveys, moreover, the paper also derives initial recommendations on how governments and civil society could find ways to relate to each other in both national and multilateral contexts.
Policy Neglect:The True Challenge to the Nonprofit Sector
The relationship between many governments and the nonprofit sector as well as organized civil society more generally has become more complex, laden with often hidden tensions. In some cases, state–nonprofit sector relationships have deteriorated, which has led experts and activists to speak of a “shrinking space” for civil society. However, this diagnosis applies mostly to illiberal and autocratic countries. More widespread is a stagnation in state — nonprofit sector relations that seems indicative of a longstanding policy neglect, which we see as the true challenge to the future of the nonprofit sector. In response, we argue for more proactive policy stances along with a differentiated model for regulatory frameworks on the basis of functional roles.
Contested Civic Spaces in Liberal Democracies
In this introductory essay for the special issue on contested spaces in liberal democracies, we review how and to what extent the closing or shrinking space debate that has influenced the civil society discourse in authoritarian contexts presents an appropriate mode of analysis for similar, disconcerting developments that have been observed in liberal democracies. In particular, recent changes in Germany, Austria, Israel, and Greece are covered in this issue. We suggest that while shrinking space mechanisms are observable, civil society is nevertheless experiencing new activism and growth. In contrast to authoritarian regimes, spaces in liberal democracies are increasingly contested reflecting both a politization of issues that nonprofits, NGOs or CSOs are working on, such as migration and climate change, but also a new civic agency that expands the political dimensions of civil society, embracing its more political functions beyond traditional service delivery.
