China's influence over economic and political affairs in Cambodia is undisputed. It is the biggest investor in Cambodia, adding nearly US5.3 billion between 2013 and 2017, especially into real estate development, the garment industry and the tourism sector. For Phnom Penh's SMEs, \"new\" Chinese migrants are an increasingly important clientele, and raw materials, machinery, consumer goods and capital from Greater China have been vital resources. At the same time, they face competition from entrepreneurs from China entering the Cambodian market. For Cambodia's elite entrepreneurs, known as oknha, China is an export destination for Cambodian timber and cash crops, and \"new\" Chinese investments provide business opportunities in the form of construction contracts and joint ventures in real estate and tourism development, industrial parks or the energy sector.Recent Chinese investments and migrants have reinforced Cambodia's established politico-economic order, which is characterized by ethnic Chinese economic dominance as well as a divide between the business-state elite and the general population.
An anthropological perspective on contextualizing entrepreneurship

This paper develops an anthropological perspective on contextualizing entrepreneurship. We argue that interconnectedness is the quintessence of such a perspective and takes the form of (1) sociocultural ties between people; (2) interrelationships between micro, meso, and macro levels; and (3) connections between the past and the present. We illustrate this perspective through our research among ethnic Chinese entrepreneurs in Southeast Asia, identifying three kinds of sociocultural ties among the ethnic Chinese (kinship, spiritual, and patron-client ties) and positioning these ties in the historical and contemporary experiences of Chinese migration, settlement, and business venturing. In doing so, we show that an anthropological perspective broadens the empirical scope (including developing countries, minority groups, and “everyday” entrepreneurship), the methodological scope (employing ethnographic methods), and the conceptual scope (considering sociocultural ties at the interpersonal level) of entrepreneurship research. The contribution lies in operationalizing and theorizing context: we operationalize context through interconnectedness – comprising our three forms as well as ethnographic methodology to examine these – and theorize interconnectedness by elaborating how entrepreneurs “do” context through enacting the sociocultural ties that “embody” this context, while considering the micro-meso-macro and past-present connections that have engendered these ties. Our anthropological perspective presents a fine-grained and holistic analytical framework for contextualizing entrepreneurship.Plain English SummaryAnthropology can broaden current understandings of how context is perceived in entrepreneurship research. As the study of how people live and experience the world around them, anthropology explores social relationships and their cultural meanings – sociocultural ties – to provide insights into the everyday of the people and communities studied. Such sociocultural ties can also illuminate how entrepreneurs enact context, a missing link in entrepreneurship research. Based on research among ethnic Chinese entrepreneurs in Cambodia and Indonesia, three kinds of sociocultural ties are presented that play a key role in their entrepreneurship: kinship ties (shared family and ethnic background), patronage ties (interdependence of politicians and entrepreneurs), and spiritual ties (membership of religious communities). It is through these ties that context is enacted at the micro level and entwines with the entrepreneurial process. To debunk the idea that context equals external setting, we invite entrepreneurship researchers to include sociocultural ties to reveal how entrepreneurs enact context.

Contextualising ethnic minority entrepreneurship beyond the west

PurposeLiterature on immigrant and ethnic minority entrepreneurship almost exclusively focusses on the west, while neglecting other world regions. This neglect is problematic not only because international migration is on the rise outside the west, but also because it reveals an implicit ethnocentrism and creates particular presumptions about the nature of ethnic minority entrepreneurship that may not be as universally valid as is often presumed. The purpose of this paper is to examine ethnic minority entrepreneurship in non-western contexts to critically assess two of these presumptions, namely that it occurs in the economic margins and within clear ethnic community boundaries.Design/methodology/approachThe authors draw on academic literature (including the authors’ own) to develop two case descriptions of ethnic minority entrepreneurship outside the west: the Mennonites in Belize and the Chinese in Cambodia. For each case, the authors describe the historic entrepreneurial trajectory, i.e. the historical emergence of entrepreneurship in light of relevant community and society contexts.FindingsThe two cases reveal that, in contrast to characterisations of ethnic minority entrepreneurship in the west, the Mennonites in Belize and the Chinese in Cambodia have come to comprise the economic upper class, and their business activities are not confined to ethnic community boundaries.Originality/valueThe paper is the first to elaborate the importance of studying ethnic minority entrepreneurship outside the west, both as an aim in itself and as a catalyst to work towards a more neutral framework.

“Really being yourself”? Racial minority entrepreneurs navigating othering and authenticity through identity work

PurposeDrawing on an intersectional perspective on racial, migrant and entrepreneurial identities, this paper investigates the identity work of racial minority entrepreneurs with native-born and migrant backgrounds, confronted to experiences of othering in a White entrepreneurial ecosystem.Design/methodology/approachThe study takes a qualitative-interpretivist approach and builds on six cases of racial minority entrepreneurs in nascent stages of venture development within the Dutch technology sector. The dataset comprises 24 in-depth interviews conducted over the course of one and a half year, extensive case descriptions and online sources. The data is thematically and inductively analysed.FindingsDespite strongly self-identifying as entrepreneurs, the research participants feel marginalised and excluded from the entrepreneurial ecosystem, which results in ongoing threats to their existential authenticity as they build a legitimate entrepreneurial identity. Minority entrepreneurs navigate these threats by either downplaying or embracing their marginalised racial and/or migrant identities.Originality/valueThe study contributes to the literature on the identity work of minority entrepreneurs. The paper reveals that, rather than “strategising away” the discrimination and exclusion resulting from othering, racial minority entrepreneurs seek to preserve their sense of existential authenticity and self-worth, irrespective of entrepreneurial outcomes. In so doing, the study challenges the dominant perspective of entrepreneurial identity work among minority entrepreneurs as overly instrumental and market-driven. Moreover, the study also contributes to the literature on authenticity in entrepreneurship by highlighting how racial minority entrepreneurs navigate authenticity threats while building legitimacy in a White ecosystem.

When simplicity becomes complexity: negotiations between a Mennonite enterprising community and the Government of Belize

Purpose
A central theme in the literature on entrepreneurship in remote communities – be they religious, indigenous, rural or migrant communities – is the balance between continuity and change or tradition and modernity and the role of entrepreneurship in maintaining or uprooting this balance. The purpose of this paper is to examine this dynamic in the context of Springfield, a small settlement of Old Order Mennonites in Belize, Central America.
Design/methodology/approach
This study draws on ethnographic research conducted in the Mennonite settlement of Springfield, Belize, between 2002 and 2019, as well as written correspondence with key stakeholders from Springfield.
Findings
This paper identifies three issues of contention between the Springfield Mennonites and the Belizean state: the agricultural census issue, the buying land issue and the cow tagging issue. Each of these revolves around state demands for assimilation into (digitalized) administrative systems and Mennonite resistance to these demands based on their religious-moral code. This study describes the negotiations around these issues.
Originality/value
The focus in most literature on entrepreneurship in remote communities is on how internal community dynamics shape the balance between continuity and change and, in extension, the space for entrepreneurship. The originality of the paper lies in shifting the focus to the relationship between the community and external stakeholders, especially the state.
