The Effects of California's Paid Family Leave Program on Mothers' Leave-Taking and Subsequent Labor Market Outcomes

This analysis uses March Current Population Survey data from 1999 to 2010 and a differences-in-differences approach to examine how Californias first in the nation paid family leave (PFL) program affected leave-taking by mothers following childbirth, as well as subsequent labor market outcomes. We obtain robust evidence that the California program doubled the overall use of maternity leave, increasing it from an average of three to six weeks for new mothers—with some evidence of particularly large growth for less advantaged groups. We also provide evidence that PFL increased the usual weekly work hours of employed mothers of 1-to 3-year-old children by 10 to 17 percent and that their wage incomes may have risen by a similar amount.

Somebody's Children or Nobody's Children? How the Sociological Perspective Could Enliven Research on Foster Care

Social scientists have long been concerned about how the fortunes of parents affect their children, with acute interest in the most marginalized children. Yet little sociological research considers children in foster care. In this review, we take a three-pronged approach to show why this inattention is problematic. First, we provide overviews of the history of the foster care system and how children end up in foster care, as well as an estimate of how many children ever enter foster care. Second, we review research on the factors that shape the risk of foster care placement and foster care caseloads and how foster care affects children. We close by discussing how a sociological perspective and methodological orientation—ranging from ethnographic observation to longitudinal mixed methods research, demographic methods, and experimental studies—can foster new knowledge around the foster care system and the families it affects.

Jane Waldfogel, Terry-Ann Craigie, and Jeanne Brooks-Gunn review recent studies that use data from the Fragile Families and Child Wellbeing Study (FFCWS) to examine why children who grow up in single-mother and cohabiting families fare worse than children born into married-couple households. They also present findings from their own new research. Analysts have investigated five key pathways through which family structure might influence child well-being: parental resources, parental mental health, parental relationship quality, parenting quality, and father involvement. It is also important to consider the role of the selection of different types of men and women into different family types, as well as family stability. But analysts remain uncertain how each of these elements shapes children's outcomes. In addition to providing an overview of findings from other studies using FFCWS, Waldfogel, Craigie, and Brooks-Gunn report their own estimates of the effect of a consistently defined set of family structure and stability categories on cognitive, behavioral, and health outcomes of children in the FFCWS study at age five. The authors find that the links between fragile families and child outcomes are not uniform. Family instability, for example, seems to matter more than family structure for cognitive and health outcomes, whereas growing up with a single mother (whether that family structure is stable or unstable over time) seems to matter more than instability for behavior problems. Overall, their results are consistent with other research findings that children raised by stable single or cohabiting parents are at less risk than those raised by unstable single or cohabiting parents. The authors conclude by pointing to three types of policy reforms that could improve outcomes for children. The first is to reduce the share of children growing up in fragile families (for example, through reducing the rate of unwed births or promoting family stability among unwed parents). The second is to address the pathways that place such children at risk (for example, through boosting resources in single-parent homes or fostering father involvement in fragile families). The third is to address directly the risks these children face (for example, through high-quality early childhood education or home-visiting policies).

The Family Gap in Pay: New Evidence for 1967 to 2013

This paper provides new evidence on the family gap in pay—the differential in hourly wages between women with children and women without children—between 1967 and 2013, five decades that include important changes in women's employment, especially mothers' employment, policy reforms as well as contrasting economic cycles. We use data from the Current Population Survey and adjust for selection into motherhood, by estimating ordinary least square models and (as a robustness check) applying augmented inverse probability of treatment weighting, using the standard doubly robust estimator. For women overall, we find a decline in the family gap over this period from 6 percent in 1967 and 1968 to about 1 percent in 2011 through 2013. However, results vary by marital status, education, race-ethnicity, immigration status, temporal flexibility, and occupation. The most striking difference we find is between mothers who are married and those who are not. The family gap declined for married mothers and was replaced by a positive wage differential in the most recent period, whereas for unmarried mothers, a wage gap persisted throughout the two decades, rising to a notable high of 10 percent in 1996 through 1998.

Spanking and Children’s Externalizing Behavior Across the First Decade of Life: Evidence for Transactional Processes

Despite a growing literature associating physical discipline with later child aggression, spanking remains a typical experience for American children. The directionality of the associations between aggression and spanking and their continuity over time has received less attention. This study examined the transactional associations between spanking and externalizing behavior across the first decade of life, examining not only how spanking relates to externalizing behavior leading up to the important transition to adolescence, but whether higher levels of externalizing lead to more spanking over time as well. We use data from the Fragile families and child well-being (FFCW) study to examine maternal spanking and children’s behavior at ages 1, 3, 5, and 9 (
N
= 1,874; 48 % girls). The FFCW is a longitudinal birth cohort study of children born between 1998 and 2000 in 20 medium to large US cities. A little over a quarter of this sample was spanked at age 1, and about half at age 3, 5, and 9. Estimates from a cross-lagged path model provided evidence of developmental continuity in both spanking and externalizing behavior, but results also highlighted important reciprocal processes taking hold early, with spanking influencing later externalizing behavior, which, in turn, predicted subsequent spanking. These bidirectional effects held across race/ethnicity and child’s gender. The findings highlight the lasting effects of early spanking, both in influencing early child’s behavior, and in affecting subsequent child’s externalizing and parental spanking in a reciprocal manner. These amplifying transactional processes underscore the importance of early intervention before patterns may cascade across domains in the transition to adolescence.

Time for Children: Trends in the Employment Patterns of Parents, 1967—2009

Using data from the 1967—2009 years of the March Current Population Surveys (CPS), we examine two important resources for children's well-being: time and money. We document trends in parental employment, from the perspective of children, and show what underlies these trends. We find that increases in family work hours mainly reflect movements into jobs by parents—particularly mothers, who in prior decades would have remained at home. This increase in market work has raised incomes for children in the typical two-parent family but not for those in lone-parent households. Time use data from 1975 and 2003—2008 reveal that working parents spend less time engaged in primary childcare than their counterparts without jobs but more than employed peers in previous cohorts. Analysis of 2004 work schedule data suggests that non-daytime work provides an alternative method of coordinating employment schedules for some dual-earner families.

Britain's War on Poverty
In 1999, one in four British children lived in poverty—the third highest child poverty rate among industrialized countries. Five years later, the child poverty rate in Britain had fallen by more than half in absolute terms. How did the British government accomplish this and what can the United States learn from the British experience? Jane Waldfogel offers a sharp analysis of the New Labour government’s anti-poverty agenda, its dramatic early success and eventual stalled progress. Comparing Britain’s anti-poverty initiative to U.S. welfare reform, the book shows how the policies of both countries have affected child poverty, living standards, and well-being in low-income families and suggests next steps for future reforms. Britain’s War on Poverty evaluates the three-pronged anti-poverty strategy employed by the British government and what these efforts accomplished. British reforms sought to promote work and make work pay, to increase financial support for families with children, and to invest in the health, early-life development, and education of children. The latter two features set the British reforms apart from the work-oriented U.S. welfare reforms, which did not specifically target income or program supports for children. Plagued by premature initiatives and what some experts called an overly ambitious agenda, the British reforms fell short of their intended goal but nevertheless significantly increased single-parent employment, raised incomes for low-income families, and improved child outcomes. Poverty has fallen, and the pattern of low-income family expenditures on child enrichment and healthy food has begun to converge with higher-income families. As Waldfogel sees it, further success in reducing child poverty in Britain will rely on understanding who is poor and who is at highest risk. More than half of poor children live in families where at least one parent is working, followed by unemployed single- and two-parent homes, respectively. Poverty rates are also notably higher for children with disabled parents, large families, and for Pakistani and Bangladeshi children. Based on these demographics, Waldfogel argues that future reforms must, among other goals, raise working-family incomes, provide more work for single parents, and better engage high-risk racial and ethnic minority groups. What can the United States learn from the British example? Britain’s War on Poverty is a primer in the triumphs and pitfalls of protracted policy. Notable differences distinguish the British and U.S. models, but Waldfogel asserts that a future U.S. poverty agenda must specifically address child poverty and the income inequality that helps create it. By any measurement and despite obstacles, Britain has significantly reduced child poverty. The book’s key lesson is that it can be done.

This paper uses data from the National Longitudinal Survey of Youth to explore links between mothers' returns to work within 12 weeks of giving birth and health and developmental outcomes for their children. OLS models and propensity score matching methods are utilised to account for selection bias. Considerable associations between early returns to work and children's outcomes are found suggesting causal relationships between early returns to work and reductions in breastfeeding and immunisations, as well as increases in externalising behaviour problems. These results are generally stronger for mothers who return to work full-time within 12 weeks of giving birth.

The Effects of the 2021 Monthly Child Tax Credit on Child and Family Well-Being: Evidence from New York City

The temporary monthly child tax credit implemented in 2021 had the potential to affect many aspects of child and family well-being, including poverty, hardship, use of food pantries, spending on child-related items, and parents’ mental health and employment. The authors assess these effects using data from two longitudinal studies of well-being in New York City. They find that the monthly child tax credit led to significant declines in the risk for facing material hardship, multiple hardships, running out of money, and using food pantries. The authors do not find evidence of significant changes in parents’ mental health, employment, or spending on childcare or enrichment activities.
