Multiplatform evaluation of global trends in wind speed and wave height
2019
In this study, global satellite data were analyzed to determine trends in oceanic wind speed and significant wave height over the 33-year period from 1985 to 2018. The analysis uses an extensive database obtained from 31 satellite missions comprising three types of instruments—altimeters, radiometers, and scatterometers. The analysis shows small increases in mean wind speed and significant wave height over this period, with larger increases in extreme conditions (90th percentiles). The largest increases occur in the Southern Ocean. Confidence in the results is strengthened because the wind speed trends are confirmed by all three satellite systems. An extensive set of sensitivity analyses confirms that both the mean and 90th percentile trends are robust, with only small impacts caused by satellite calibration and sampling patterns.

\"These essays explore the many ways theatre and dramaturgy are used to shape the everyday experience of people in mass societies. Studies of climate change typically consider measurements or predictions of temperature over extended periods of time. Climate, however, is much more than temperature. Over the oceans, changes in wind speed and the surface gravity waves generated by such winds play an important role. We used a 23-year database of calibrated and validated satellite altimeter measurements to investigate global changes in oceanic wind speed and wave height over this period. We find a general global trend of increasing values of wind speed and, to a lesser degree, wave height, over this period. The rate of increase is greater for extreme events as compared to the mean condition.

Effectiveness of international environmental regimes: Existing knowledge, cutting-edge themes, and research strategies

International environmental regimes—especially those regimes articulated in multilateral environmental agreements—have been a subject of intense interest within the scientific community over the last three decades. However, there are substantial differences of opinion regarding the effectiveness of these governance systems or the degree to which they are successful in solving the problems leading to their creation. This article provides a critical review of the literature on this topic. It extracts and summarizes what is known about the effectiveness of environmental regimes in the form of a series of general and specific propositions. It identifies promising topics for consideration in the next phase of research in this field. Additionally, it comments on the research strategies available to pursue this line of analysis. The general conclusions are that international environmental regimes can and do make a difference, although often in conjunction with a number of other factors, and that a strategy of using a number of tools combined can help to improve understanding of the determinants of success.

Zonostrophic instability leads to the spontaneous emergence of zonal jets on a β plane from a jetless basic-state flow that is damped by bottom drag and driven by a random body force. Decomposing the barotropic vorticity equation into the zonal mean and eddy equations, and neglecting the eddy–eddy interactions, defines the quasilinear (QL) system. Numerical solution of the QL system shows zonal jets with length scales comparable to jets obtained by solving the nonlinear (NL) system. Starting with the QL system, one can construct a deterministic equation for the evolution of the two-point single-time correlation function of the vorticity, from which one can obtain the Reynolds stress that drives the zonal mean flow. This deterministic system has an exact nonlinear solution, which is an isotropic and homogenous eddy field with no jets. The authors characterize the linear stability of this jetless solution by calculating the critical stability curve in the parameter space and successfully comparing this analytic result with numerical solutions of the QL system. But the critical drag required for the onset of NL zonostrophic instability is sometimes a factor of 6 smaller than that for QL zonostrophic instability. Near the critical stability curve, the jet scale predicted by linear stability theory agrees with that obtained via QL numerics. But on reducing the drag, the emerging QL jets agree with the linear stability prediction at only short times. Subsequently jets merge with their neighbors until the flow matures into a state with jets that are significantly broader than the linear prediction but have spacing similar to NL jets.

33 years of globally calibrated wave height and wind speed data based on altimeter observations

This dataset consists of 33 years (1985 to 2018), of global significant wave height and wind speed obtained from 13 altimeters, namely: GEOSAT, ERS-1, TOPEX, ERS-2, GFO, JASON-1, ENVISAT, JASON-2, CRYOSAT-2, HY-2A, SARAL, JASON-3 and SENTINEL-3A. The altimeter data have been calibrated and validated against National Oceanographic Data Center (NODC) buoy data. Differences between altimeter and buoy data as a function of time are investigated for long-term stability. A cross validation between altimeters is also carried out in order to check the stability and consistency of the calibrations developed. Quantile-quantile comparisons between altimeter and buoy data as well as between altimeters are undertaken to test consistency of probability distributions and extreme value performance. The data were binned into 1° by 1° bins globally, to provide convenient access for users to download only the regions of interest. All data are quality controlled.
