“We Can Do This”: Merkel, Migration and the Fantasy of Control
Abstract At the height of the so-called 2015 refugee crisis, Angela Merkel, Chancellor of the Federal Republic of Germany, is thought to have opened the country's borders to a million refugees. She was celebrated as an international leader and the refugees’ savior, while the country was seen as having a welcome culture. Retrospectively, however, her refugee policy is construed as a mistake. Both interpretations agree that Merkel opened the border. Deploying a detailed reading of events, this article asks what political imaginary is invoked through this representation and what its consequences are. It draws out how paying attention to temporality reveals the racialization involved in producing the problem. First, the article sets out the centrality of Merkel and the border opening to accounts of the events, drawing out the temporality of events and its implications. Second, it asks what it means to say that the border was opened, complicating this representation. Finally, it shows how the focus on the border opening invoked a political imaginary marked by a fantasy of control that obscures its own exclusions. Recognizing bordering as about control over the temporality of community alerts us to how the impossible desire to control the future racializes those seeking refuge.
Military refusers and the invocation of conscience: Relational subjectivities and the legitimation of liberal war
During the Iraq War, some US soldiers refused (re)deployment. While liberal states appear to protect individuals’ right not to fight against their moral convictions by allowing the right to conscientious objection, those whose objections do not align with the regulations have to break the law in order to follow their convictions. This article explores how the legitimation of liberal war is challenged when we listen to the stories such refusers tell. Focusing on the United States, it briefly sets out the normative context such soldiers faced, highlighting the distinction between permissible conscientious objectors and contemptible deserters. Drawing on Judith Butler, it then focuses on two refusers by reading their own accounts of themselves in their memoirs. Despite not being eligible under the regulations, both invoke their conscience to make their refusal intelligible. By listening to their detailed accounts, the article traces the production and disruption of their subjectivities in relation to the prevailing moral order. Although invoking conscience appears to provide the chance to embrace an authentic self in a bid to resist the problematic moral order, subjectivity remains fractured due to relationality. Put differently, the sovereign subjectivity required by liberal war is simultaneously undermined by it.
Culturally sensitive war? The Human Terrain System and the seduction of ethics
Since around 2005, efforts have been made within the US military to highlight the significance of culture or the 'human terrain' for counterinsurgency operations. The US Army responded to the asserted 'cultural knowledge gap' by establishing an experimental programme called the Human Terrain System (HTS), which involves deploying social scientists alongside combat forces. While HTS was received favourably in the US mainstream media, it has been fiercely criticized by anthropologists in particular, who argue not least that participation in the programme would constitute a violation of their professional ethics, which require them to protect their research subjects. This article explores the anthropologists' critique and its limitations, arguing that it fails to tackle the problem of ethics deployed as a supposedly extra-political standard that can serve to (de)legitimize political projects. In particular, it is unable to dislodge the fantasy of protection at the heart of the argument for HTS.
The Political Import of Deconstruction—Derrida’s Limits?: A Forum on Jacques Derrida’s Specters of Marx after 25 Years, Part I
Abstract Jacques Derrida delivered the basis of The Specters of Marx: The State of the Debt, the Work of Mourning, & the New International as a plenary address at the conference ‘Whither Marxism?’ hosted by the University of California, Riverside, in 1993. The longer book version was published in French the same year and appeared in English and Portuguese the following year. In the decade after the publication of Specters, Derrida’s analyses provoked a large critical literature and invited both consternation and celebration by figures such as Antonio Negri, Wendy Brown and Frederic Jameson. This forum seeks to stimulate new reflections on Derrida, deconstruction and Specters of Marx by considering how the futures past announced by the book have fared after an eventful quarter century. Maja Zehfuss, Antonio Vázquez-Arroyo and Dan Bulley and Bal Sokhi-Bulley offer sharp, occasionally exasperated, meditations on the political import of deconstruction and the limits of Derrida’s diagnoses in Specters of Marx but also identify possible paths forward for a global politics taking inspiration in Derrida’s work of the 1990s. Resumo Jacques Derrida entregou a base de os Espectros de Marx: O Estado da Dívida, a Obra do Luto e a Nova Internacional como discurso plenário na conferência ‘Para onde o marxismo?,’ na Universidade da Califórnia, em Riverside, em 1993. A versão mais longa do livro foi publicada em francês no mesmo ano e em inglês e português no ano seguinte. Uma década após a publicação dos Espectros, as análises de Derrida provocaram uma grande literatura crítica e convidaram tanto a consternação quanto a celebração de figuras como Antonio Negri, Wendy Brown e Frederic Jameson. Este fórum procura estimular novas reflexões sobre Derrida, desconstrução e Espectros de Marx, considerando como futuro do passado anunciado pelo livro se saiu depois de um movimentado quarto de século. Maja Zehfuss, Antonio Vázquez-Arroyo e Dan Bulley e Bal Sokhi-Bulley oferecem meditações afiadas, ocasionalmente exasperadas, sobre a importância política da desconstrução e os limites dos diagnósticos de Derrida em Espectros de Marx, mas também identificam possíveis caminhos para uma política global inspirada. no trabalho de Derrida dos anos 1990.
From Security-Space to Time-Race: Reimagining Borders and Migration in Global Politics
In an apparent departure from responses to the so-called 2015 “migration” crisis, Ukrainians displaced by the war have been welcomed relatively unbureaucratically by European states. Yet, despite this, they are positioned as a problem to be solved, a disruption to the normal order and state system. This article asks what this problematization of “migrants” reveals about the dominant system of thought that assigns people to place and how it might it be possible to think beyond its limits. It starts by demonstrating that the “security-space” imaginary both excludes and relies upon highly problematic, concealed assumptions about time and race. It shows how questions of time and race continually haunt and disrupt the seemingly coherent and indomitable “security-space” way of thinking. Following a strategy of deconstruction, the article arrives at the counter-intuitive conclusion that this dominant problematization of migration is temporal and structured by a relation to the future. Building on existing critical literature produced by scholars of Geopolitics, International Relations, and International Political Sociology, it offers an alternative imaginary, “time-race,” which opens up new ground for reimagining borders and migration to overcome reproducing the never-ending cycle of “migration crises,” to which there is apparently no alternative.
On the horizon: The futures of IR
This Special Issue celebrates the 50th anniversary of Review of International Studies. Since 1975, the Review has published over 200 issues and over 1300 articles. The journal has played a key role in shaping the discipline of International Relations (IR), leading, or critically intervening in, key debates. To celebrate 50 years of Review of International Studies, we have curated a Special Issue examining the challenges facing global politics for the next 50 years. IR has regularly turned its attention backwards towards its historical origins. Instead, we look to the future. In this Introduction, we start by outlining four traditions of future-oriented thinking: positivist, realist prediction; planning, forecasting, and scenario-building; utopian dreams of an ideal political future; and prefigurative thinking in activist politics. From these traditions, we learn that thinking about the future is always thinking about the present. We then outline four themes in the Special Issue articles: How do we think about the future at all? How do we think about imperial pasts and the ongoing questions of colonization and racialization in the present? How will technological change mediate and generates geopolitical change? How are socioecological crises, and in particular climate change, increasingly shaping how we think about the future of global politics? Overall, these provide us with a diverse, stimulating, and thought-provoking set of essays about the future of global politics, as both discipline and set of empirical problems.
