Formation of the information society as a new form of social reality functioning by means of multi-indicators - symbols - signals - stimulus – codes stimulates the ever-increasing intellectualization of all types of social practices, including education. It undergoes the process of transformation into a theory and practice of continuous professional development of cognitive workers capable of self-processing information and acquiring new knowledge based on using IT. The main areas of reforming education in Ukraine is to bring its essence and content into line with the contemporary development world trends, caused by civilizational changes and challenges, as well as its ability to provide adequate responses to them. Based on a synthesis of scientific literature on the educational development in the information society and analysis of the current trends in the development of the postgraduate education system in Ukraine, the article provides SWOT analysis of the development of this educational branch in the conditions of its informatization, individualization and integration into the European information educational space. The purpose of the article is to identify the problems, advantages, threats and prospects of informatization of the national postgraduate education and transforming it into an open system. The study concluded that the effective functioning of postgraduate education in the open information educational space is ensured by its variability, flexibility, and the ability to create optimal conditions for the individualization of the educational process based on a combination of formal, informal and informal education. An open university of postgraduate education is proved to provide such conditions most optimally. The perspective directions and development goals of the national system of open postgraduate pedagogical education in Ukraine are determined. The following model of this process is introduced: \"civilization change - educational problem - search for ways and development of a program for its solution - displaying them in the content and forms PPE - accreditation and implementation of the corresponding educational programs varied in diversity of their content and profiles - monitoring the quality of their implementation.\"

The article presents the results of an analysis of the theoretical bases of informatization of management of scientific researches in the sphere of pedagogical sciences. The basic principles of Ukrainian state policy and other countries in the sphere of informatization are investigated. There are defined purposes and tasks of informatization of management of scientific researches in NAPS of Ukraine. The solution of a problem of informatization with use of information system of management of scientific researches named IS «Scientific Researches» is proposed. The analysis of the existing complexes of standards and requirements which regulate processes of design and development of information systems is carried out. The basic principles of design are stated, as well as the IS structure and structure of software of IS «Scientific Researches» is described.

Анотація. Досліджено механізми фінансування процесів інформатизації адміністративних послуг. Мета статті — визначити джерела фінансування i перспективи надання адміністративних послуг в умовах інформатизації публічного сектору України. Методи дослідження — порівняльний аналіз аналітичних та офіційних статистичних даних України, інститутів міжнародної підтримки на основі класифікації груп інструментів фінансування центрів надання адміністративних послуг (ЦНАП). Доведено, що децентралізація, розвиток i підвищення якості адміністративних послуг визначають ЦНАП пріоритетним напрямом реформування системи надання адміністративних послуг в Україні. Визначено правові засади створення i забезпечення функціонування ЦНАП, юридичні статуси установи, принципи процесу надання адміністративних послуг у ЦНАП. Проаналізовано динаміку кількості центрів надання адміністративних послуг i регіональні особливості функціонування. Виділено джерела фінансування центрів надання адміністративних послуг (державний бюджет, обласні та міські бюджети, кошти Державного фонду регіонального розвитку, міжнародні проєкти технічної допомоги). Доведено, що найпоширенішим і найбільшим джерелом фінансування процесів інформатизації в ЦНАП є державний бюджет (субвенція на розвиток інфраструктури). Запропоновано прогнозну модель створення і розвитку центрів надання адміністративних послуг в Україні за умов подальшого державного фінансування у відповідних обсягах. Обґрунтовано необхідність залучення зовнішніх джерел фінансування (коштів міжнародних проєктів технічної допомоги, ініціатив міжнародних донорів) в умовах обмеженості та дефіциту державного бюджету України. Обґрунтовано необхідність модернізації ЦНАП щодо використання IT-технологій. Виділено пріоритетні напрями комплексної реформи підвищення якості адміністративних послуг: децентралізація, спрощення, дерегуляція, розвиток інституційної спроможності і комунікаційна підтримка. In the article the computer support of university management is considered to improve the efficiency of the institution and the quality of training. A modular information system based on free software that provides a solution to problems of data collection, processing, storage and efficient use of information in university activities is offered. On the basis of generalization of experience of development and practical use of the integrated informative system \"Electronic University\" in the Khmelnitsky National University the recommendations for the construction of the system of computer support of university management are formed.

The article is devoted to the jubilee of the famous professional in the sphere of informatics and methodology of education. The stages of the formation of M.I. Zhaldak as a scientist, founder of a powerful scientific school and scientific fields, author of a large number of textbooks and manuals on mathematics and informatics are described. Biographical and bibliographic information about academician M.I. Zhaldak and his scientific achievements are presented. The research identifies the following parts: \"First steps in life\", \"The beginning of scientific path and management activity\", \"Scientific works and educational materials\", \"Scientific and organizational work and awards\", \"Formation of the scientific elite of the state\", \"Basic directions of scientific activity of M. I. Zhaldak’s school \". The achievements and main trends of the M. I. Zhaldak scientific school functioning are analyzed. The influence of the scientific school on the informatization of secondary and higher pedagogical education in Ukraine is determined. Статья посвящена юбилею выдающегося специалиста в области информатики и методики ее обучения, описаны этапы становления М. И. Жалдака как ученого, основателя мощной научной школы и научных направлений, автора большого количества учебников и учебных пособий по математике и информатике. Приводятся биографические и библиографические сведения о академика М. И. Жалдака и его научные достижения. В исследовании выделены следующие подразделы «Первые шаги в жизни», «Начало научного пути и управленческая деятельность», «Научные работы и учебные материалы», «Научно-организационная работа и отличия», «Формирование научной элиты», «Основные направления деятельности научной школы М. Определено влияние научной школы на информатизацию среднего и высшего педагогического образования Украины. Стаття присвячена ювілею визначного фахівця в галузі інформатики та методики її навчання – дійсного члена НАПН України М. І. Жалдака. Описано етапи становлення його як ученого, фундатора потужної наукової школи та наукових напрямів, автора великої кількості підручників і навчальних посібників з математики та інформатики. Наводяться біографічні і бібліографічні відомості про нього та його наукові досягнення. У дослідженні виокремлено «Перші кроки у життя», «Початок наукового шляху та управлінська діяльність», «Наукові роботи та навчальні матеріали», «Науково-організаційна робота та відзнаки», «Формування наукової еліти держави», «Основні напрями діяльності наукової школи М. The question of methodology of organization of search and application of Resources of the Internet is examined for demonstration of technological processes at the study of chemistry in senior school and higher educational establishments of І-ІІ levels of accreditation. Realization of positions of the new State standard of the base and complete secondary education needs creation of the certain methodical going near organization of search and use in the educational process of Resources of the Internet, that can be used in a course of chemistry for demonstration of their practical using, including technological processes. Considerable attention is devoted to advices for teachers in relation to methodology of the use of Resources of the Internet at preparation and realization of practical and laboratory work, other forms of students’ educational-searching activity.

Анотація. Для останнього десятиліття притаманні феноменальні науково-технологічні зрушення, відбувається наддинамічна цифрова трансформація бізнесу, мережевізація економіки і суспільства. Актуальним стає методологічний формат дослідження цифрової економіки, що враховує, з одного боку, глобальні тренди мережевізації, інтелектуалізації, індивідуалізації та диджиталізації, а з другого — сучасний ландшафт доповненої та змішаної реальності в межах віртуальної економіки. У концепті незворотності цифрової трансформації на основі узагальнення сучасних теоретичних розробок висвітлено її науково-практичні проблеми. Виявлено передумови, фактори й особливості становлення цифрової економіки. Увагу акцентовано на віртуалізації бізнесу, блокчейні, криптовалютах. Проілюстровано імператив обчислень у цифровій економіці у взаємозв’язку з еволюцію інтерфейсу. Наведено прогнози подальшої диджиталізації галузей, видів і сфер діяльності, вірогідний тренд розвитку цифрової економіки в напрямі настання віртуальної реальності у процесі створення і динамічної масштабізації розумних підприємств, міст і спільнот. Обґрунтовано, що у формуванні інтелектуального капіталу ключову роль відіграють університети, взаємодіючи з державою і бізнесом у системі відкритих науки, освіти, інновацій. Науково-практична значущість дослідження полягає в обґрунтуванні моделі розбудови цифрового університету з диджиталізацією системи управління, освітньої і наукової діяльності, розвитку людського капіталу, інфраструктури та створенням цифрової екосистеми на платформі Київського національного економічного університету імені Вадима Гетьмана. This paper describes the possibilities of interactive map in the formation of hydrological concepts while studying physiographic course in primary school. It was made an attempt to find a compromise in the use of interactive maps in the learning process, taking into account the lack of prevalence of interactive cartographic products for educational purpose. It is proposed the ways for increasing the efficiency of formation of hydrological concepts using free access interactive maps, such as Google Maps, Google Earth, as well as the model of students’ interactive maps creation.

The article deals with the scientific international and Ukrainian experience on the comparative education studies on information and communication competence development by educational process participants, which became the major scientific achievement of staff of Comparative Studies Department for Information and Education Innovations of the Institute of Information Technologies and Learning Tools of NAES of Ukraine. The main obstacles for school teachers to the creation of computer-based learning environment are determined. The development and evaluation of educational process participants’ IT-competence are in the focus of investigation, which need studies to give recommendations to education sphere.

In the publication the historical background of the emergence of the category of \"open education\" is reflected, the scientific publications of native and foreign researchers are analyzed, the synthesis of scientific literature on the concept of \"open education\" is implemented, the genesis of the use of this concept is investigated, as well as the main problems of the development of open education are outlined. The usefulness of the use of open education technologies in educational process is justified, the directions of implementation of open education elements prospective for Ukraine are considered. It is determined that open education is an integral part of the informational society, and reflects the general trend of coherent transition of the educational processes from one condition to another, forming a determinant information and communication basis for education development.
