بدأ التغلغل الألماني في شرق إفريقيا في ثمانينيات القرن التاسع عشر من خلال المبشرين والتجار والمستكشفين، إذ تركز نشاطهم في زنجبار، وتمكنوا من التأثير على حاكمها السلطان سعيد، مستغلين حبه للمال، ومن ثم لجأ الألمان إلى إغراء رؤساء القبائل الأفريقية بالهدايا والأموال، بعد أن تم إبرام اتفاقيات ومعاهدات مع هذه القبائل لتأجير أراضيها للاستعمار الألماني، بطبيعة الحال نتج عن ذلك سيطرة ألمانيا على مساحات واسعة من الأراضي تقدر بـ ۱۰۰,۰۰۰ كيلومتر مربع، وتم تأسيس شركة ألمانية لإدارة هذه الأراضي تحت حكم سلطان زنجبار، وقد مارس الألمان نظام الحكم المباشر على هذه المناطق، مستغلين خيراتها الطبيعية، الأمر الذي أدى لظهور مقاومة شعبية قوية لمواجهة الاستعمار الألماني تمثلت في ثورات مثل ثورة الماجي ماجي، وثورة أبو شيري، وثورة الواهيهي، وقد تم قمع هذه الثورات بالقوة، مما أدى إلى خسائر بشرية كبيرة في كلا الجانبين.

سيتم في هذا البحث دراسة إدارة الأراضي الزراعية ويقصد بإدارة الأراضي الزراعية الطريقة التي يستخدم بها الإنسان الأرض كمورد لتلبية احتياجاته، كذلك دراسة تطور أو تدهور الأراضي المزروعة توزيعا ومساحة، اعتمادا على تصنيف المرئيات الفضائية لمنطقة الدراسة.

The research seeks to find a solution for the problem faced by a large portion of Palestinians who do not have Palestinian residency nor IDs. It examines the possibility of overcoming the Oslo agreement restrictions that granted Israel the authority to issue new IDs in the West Bank and Gaza, which deprives many Palestinians from their right to a national ID. This research targets all the Palestinians in Palestine and the diaspora. It projects the benefits of new technologies and approaches to tackle the problem by utilizing and tailoring the idea of electronic residency. The research shows that some government transactions include beneficiaries that have no national IDs. The land sector was chosen to elaborate the problem and to demonstrate the application of the solution using e-citizenship. It was shown through the provided examples that the concept of e-citizenship can solve the problem of land ownership and administration services in Palestine. Thus, it can provide a solution for the research problem. In addition, the notion of e-citizenship can be applied in other sectors and can improve the reach of e-government and electronic services in Palestine.

Le foncier demeure un élément primordial dans le tissu économique des pays sous développés. Mais la plupart du temps, l'enjeu foncier devient préoccupant car il est à l'origine de nombreux conflits. En effet, avec la crise économique des années 1990, bon nombre d'ivoiriens ne trouvant plus du travail en ville se replient sur les terres villageoises. « Ces nouvelles venues » cherchent à récupérer des terres de leurs ancêtres ou à s'accaparer des terres vacantes pour la mise en valeur de leur production agricole. Pour ce faire, nous tenterons de répondre à cette préoccupation à savoir si c'est la rarefication de la terre et de ses différentes ressources qui occasionnent plusieurs conflits et compliquent le processus de gestion en milieu rural Gwa. Toutefois, de nombreuses études ont révélé que la majorité des conflits d'origine foncière en Côte d'Ivoire se rencontraient pour la plupart du temps entre les autochtones et les allochtones/ allogènes. Cependant, la particularité du conflit foncier Gwa c'est qu'il s'agit d'un conflit foncier majoritairement entre les autochtones eux-mêmes. Mais malheureusement, avec toutes les stratégies de gestion mises en oeuvre, la tranquillité et la stabilité ne sont pas véritablement instaurées dans cette zone rurale.
