L'exposé des motifs du décret présidentiel n° 15-247 portantes réglementations des marchés publics comporte une disposition importante actant l'ouverture de la réglementation algérienne des marchés publics aux sources internationales. Ceci est d'autant plus vrai que cet exposé précise que les nouvelles mesures insérées dans la nouvelles réglementation des marchés publics s'inspirent des standards internationaux (loi type de la CNUDCI) et des recommandations des institutions internationales. Cette ouverture est une source d'innovation et de modernisation de la réglementation algérienne des marchés publics en y intégrant notamment la dématérialisation des marchés publics, l'enchère électronique, etc.

The Impact of Customers Engagement on Repurchase Intention

Takaful Insurance industry is one of the service industries that is rapidly grew recently all over the Islamic countries. The main objective of this research is to explore the effect of customer engagement on repurchase intention. It also aims to explore whether customer satisfaction mediates the relation between customer engagement and repurchase intention or not. The study focused on only three dimensions of customer engagement, conscious attention, social connection, and enthused participation. It was hypothesized that customer engagement affects customer satisfaction and repurchase intention. It was also hypothesized that customer satisfaction has a positive impact on repurchase intention and that customer satisfaction mediates the relation between customers engagement and repurchase intention. An online questionnaire was conducted to collect data from a sample of 316 respondents of takaful policy holders. The SEM techniques were applied to examine both direct and mediating effects between variables. Results reveal that enthused participation and social connection dimensions significantly and positively influence customer satisfaction. Results also disclose that all customer engagement dimensions significantly and positively influence repurchase intention. Customer satisfaction significantly and positively affects repurchase intention. Additionally customer satisfaction partially mediates the relationship between customers engagement and repurchase intention. The results are particularly valuable for managers of takaful insurance companies, as it supports the role of customer engagement and customer satisfaction as a practical tool for fostering positive and profitable outcomes like repeat customer purchases. On the other hand the current research develops and empirical validate of a hypothetical model that predicts the relationship between customer engagement, customer satisfaction, and repurchase intention.

A Working Paper on Procurement Anti Corruption in Yemen

Yemen today faces a lot of challenges as war, poverty, terrorism and corruption. Corruption in Procurement in Yemen, as in any other country also, is one of the most important causes of the un-efficient delivery of public services and the waste of public funds. Therefore, Procurement Anti- Corruption plays a key role in the development of the national economy in Yemen. Abuse of power in procurement, Bribery and kickbacks , Nepotism and favoritism, Collusion and bid rigging, and Misuse of public fund are some of the various manifestation of the corruption in procurement. This paper describes the procurement practice in Yemen and the constraints facing the fight against corruption in the procurement. The Enhancing of the procurement system in Yemen becomes now a priority to avoid corruption on the one hand , and to improve the infrastructure services of the people in Yemen, on the other. For a sustainable and Corruption-free procurement, HATC strategies on the short and medium term are addressed at the end of the paper and also some key recommendations.
