Decentralized Governance as a Strategy for Conflict Prevention
The emergence of new dangers and forms of violence, as well as new needs for human security (human security) to be a suitable work for offering the way of pay solutions as a part of human security. So, our societies should prioritize peaceful change and to confront the obstacles. According to this point, the paper indicates that decentralized governance can contribute to these efforts by transforming conflicts, bringing about power-sharing, and providing inclusion incentives for minority groups, based on an exhaustive analysis of the current literature and the study of various situations. Despite the difficulty of quantifying its impact on conflict prevention, it may be argued that decentralized governance, through its potential to stimulate the establishment of war/violence preventers, may have highly good effects on the decrease of reasons that lead to conflicts. Decentralization, specifically, can have a good impact on the so-called triggers and accelerators, according to this article (short and medium-term causes), to perform the procedures that contributed in building peace within the state and society alike.

يتحدث الكتاب عن حقوق الإنسان حيث يعد موضوع حقوق الإنسان من أكثر الموضوعات التي يتم مناقشتها غالبا هذه الأيام يناقش هذا الكتاب المصدر الذي نبع منه مفهوم حقوق الإنسان وكيف طورت حركة حقوق الإنسان مجموعة من الواجبات على المستوى العالمي ويختلف معنى مفهوم \"ثقافة حقوق الإنسان\" من فرد لآخر فبالنسبة للبعض تعني أن كل الأفراد يتم التعامل معهم بصورة تحترم كرامتهم الأصيلة وقيمتهم الإنسانية بينما ينظر البعض إلى هذا المفهوم على أنه يعني أن القضاة والشرطة ومسئولي الهجرة يتوجب عليهم حماية مصالح الإرهابيين والمجرمين والعناصر غير المرغوب فيها على حساب أمن السكان.

The Impact of Illegal Immigration of Africans on Algerian Society
This study aims to shed light on the phenomenon of illegal immigration, as it has become one of the most pressing contemporary issues, posing a real threat on security, social, and economic levels-both globally and nationally. The study focuses on the Algerian case, specifically the province of Tamanrasset, which serves as a major transit point for migrants coming from the Sahel countries. This is particularly relevant in light of the growing crises in the region, such as the Azawad conflict, organized crime, and smuggling. The study seeks to understand the deep-rooted causes that contribute to the escalation of this phenomenon and to analyze its impact on Algeria as a host country, by examining its consequences on local security, economic resources, social structure, and political stability. The study concludes that illegal immigration to Algeria-and in particular to the province of Tamanrasset-has become an increasing burden on local authorities, as it directly affects public security, drains material and human resources, and contributes to the aggravation of social problems. This calls for the development of comprehensive policies that address the phenomenon at its roots while balancing humanitarian considerations with the requirements of national sovereignty.

The Human Security Approach
Security is considered one of the pivotal issues in the current era, coinciding with profound transformations that have witnessed the emergence of new actors parallel to the roles of the state. As a result, security paradigms have shifted from a focus on military security as a form of hard power to a focus on non-state security. This transformation has led to the emergence of new security approaches stemming from the idea of expanding and deepening the concept of security. Based on this premise, the study aims to shed light on the core content of the human security approach, and to identify the integrative nature among its various dimensions: cultural security, societal security, political security, environmental security, health security, food security, and cyber security.

الأمن والتنمية في المجتمعات المأزومة
الأمن والتنمية مفهومان مترابطان ويؤدي أحدهما إلى الآخر، إلا أن ما شهدته بعض البلدان العربية من أزمات متتالية في العقدين الأخيرين، أدى إلى تراجع مستويات الأمن والتنمية فيها. ولذلك كان هذا البحث للإجابة على بعض التساؤلات، منها؛ كيف يمكن للمجتمعات التي تعاني من النزاعات تلافي الوقوع في الأزمات؟ وهل يمكنها تحقيق امن وتنمية؟ كما تنبع أهمية هذا البحث من أن الأمن والتنمية عنصرين لا يمكن الاستغناء عنهما في أي مجتمع. وتسعى الدراسة إلى تحقيق هدف رئيسي هو الوصول إلى رؤية واضحة يمكن أن تسهم في تخفيف حدة الأزمات أو في وضع الحلول المناسبة لها. مستخدما لهذا منهج الوصف والتحليل. وقسم هذا البحث على مبحثين، تناول الأول متضمنات التنمية من منظور متجدد، وبناء المنعة ودرء المخاطر. بينما تناول الثاني التهديدات التي تطال امن الإنسان في الدول النامية وخصوصا العراق، ثم امن الإنسان وامن الدولة. أما اهم النتائج فهي أن دور القطاع الثالث في المجتمع العراقي دون المستوى المطلوب بسبب غياب الديمقراطية الحقيقية. وان كثير من الفئات الاجتماعية في المجتمعات المأزومة ولاسيما العراق يفتقرون لمختلف أشكال الأمن الاقتصادي والاجتماعي والإنساني والغذائي.
