Innovation in Public Management
This study examines the digital transformation in Moroccan public administration, with a focus on local authorities, and its role in accelerating development and enhancing the efficiency of public services. The research highlights how the COVID-19 pandemic contributed to the accelerated adoption of digital technologies, leading to the development of digital platforms such as the Digital Correspondence System and the Civil Status Information System, and the digitization of public procurement. The study reviews the legal and regulatory foundations supporting this transformation, including the Constitution, organic laws related to local authorities, and laws on simplifying procedures and the right to access information. It also discusses the objectives of the New Development Model in promoting digital administration, and its role in improving the quality of public services, and enhancing transparency and accountability. It emphasizes that the success of digital administration relies on modernizing human resources and providing user-friendly digital tools for citizens, along with the importance of awareness and communication campaigns to maximize the benefits of these reforms. It concludes that digital transformation directly impacts the governance of local authorities, and that developing an integrated digital strategy in consultation with local stakeholders will contribute to building an inclusive digital society and improving public services at all levels.
