This paper tackles to the symbiosis and integral aspects of \"Wakf' and how these aspects could reintroduced in the Arab world within the context of current international circumstances. The causes of not being interested in \"Wakf', on the theoretical and practical levels, may due to its implementation through worship houses, without distinguished role in the society life. This paper figures out the role played by \"Wakf' in the Arab world. There is a common heritage among the Arab countries represented in the \"Wakf' system, and this paper aims to introduce the developing role of \"Wakf' system taking into account the experiments of Arab countries.

يتناول كتاب (ما وراء الصناديق السيادية : تحويل الاقتصاد الريعي وتحسين مستوى الإدارة من خلال إنشاء أوقاف مستقلة) والذي قام بتأليفه (جياكومو لوشياني) ويقع في حوالي (90) صفحة من القطع المتوسط موضوع (السياسة المالية) حيث الكتاب يناقش موضوع تبني الحكومات الخليجية، وبخاصة المملكة العربية السعودية-استراتيجية قائمة على توجيه إيرادات متزايدة نحو الشركات، وإنشاء أوقاف للجهات المقدمة للخدمات، والعمل تدريجيا على تقليص الدور الحكومي.
