واقع حاضنات التقنية كآلية لتعزيز ركائز الاقتصاد المعرفي بالمملكة العربية السعودية
من منطلق أن العنصر الحاسم في نجاح حاضنات التقنية (وهي الحاضنات التي تساعد المبتكرين في مجال تقنية المعلومات والاتصال والتكنولوجيا في تحويل أفكارهم إلى سلع ملموسة) يرجع بقدر كبير إلى ضرورة الارتقاء بمستوى الخدمات التي تقدمها ومنها (المالية، الإدارية، الفنية، المحاسبية، الاستشارية والمعلوماتية، القانونية، اللوجستية)، وحيث إن تشخيص وتحليل واقع حاضنات التقنية يعد أحد الوسائل التي تساعد في تحسين الخدمات المقدمة للمستفيدين من تلك الخدمات وذلك من خلال التعرف على العوائق والتحديات التي تواجه حاضنات التقنية، فقد تمثل الهدف العام للبحث في دراسة واقع حاضنات التقنية التابعة لبرنامج \"بادر\" بالتعرف على مستوى الخدمات المقدمة من حاضنات البرنامج والدور الذي تلعبه في تعزيز ركائز الاقتصاد المعرفي والتحديات والعوائق التي تواجه المشروعات المحتضنة بالبرنامج من وجهة نظر أصحاب المشروعات المحتضنة وذلك بالتطبيق على جميع حاضنات بادر بالمملكة العربية السعودية والتي تحتضن (329) مشروعا تقنيا، وبلغت عينة البحث (222) صاحب مشروع، وأظهرت نتائج البحث أن الخدمات (الاستشارية والمعلوماتية) هي أهم الخدمات التي تقدمها حاضنات التقنية بادر بينما تركزت أهم العوائق حول عدم إعداد الموازنات والتنبؤات المالية الخاصة بعمل المشروع، وعدم توفر التمويل المتناسب مع طبيعة المشروع، ومثلت ركيزة (تنمية الموارد البشرية) ودعم أنشطة (التكنولوجيا والاتصال) أهم ركائز الاقتصاد المعرفي التي تعززها حاضنات البرنامج. وأخيرا أمكن التوصل إلى عدد من التوصيات الهامة التي يمكن أن تساعد على تحسين جودة الخدمات المقدمة من حاضنات التقنية، وتشمل أهمية إيجاد روابط بين المبتكرين وممولي المشروعات، مع الاهتمام بآليات تسويق المنتجات التكنولوجية والاهتمام بتأهيل القائمين على إدارة الحاضنات والتوعية المجتمعية عن برامج حاضنات البرنامج وضرورة ربط حاضنات البرنامج مع مراكز بحثية عالمية، وإنشاء إدارة للمخاطر بالحاضنة لحماية المشروعات التقنية المحتضنة من مشكلات التعثر والفشل.

Entrepreneurial Incubation within the Entrepreneurial University
Algeria, with its dynamic youth and expanding university network, has recognized the importance of developing a strategy focused on the entrepreneurial university and university incubators have thus become indispensable actors. In this article, through a qualitative and quantitative methodology, we examine the university entrepreneurial incubation activity at the Koléa university pole to highlight some of the challenges and opportunities encountered in the creation of student entrepreneurial projects. The study's results allow us to see that university incubators play a significant role in supporting social entrepreneurship by providing resources, mentorship, and access to essential networks, thereby increasing the societal impact of social entrepreneurs.

The University as an Incubator Environment for Entrepreneurial Act
The purpose of this study is to identify the university environment that promotes entrepreneurship through the mechanisms that constitute entrepreneurial behavior within the university and the pillars that support entrepreneurial behavior through entrepreneurship education, its benefits and goals, the Entrepreneurship House, its mission and goals. The business incubators in universities, their importance and the paths taken by universities to attract students with ideas and projects and turn them into reality.

إن ما يحدث في عصرنا هذا من تغيرات متسارعة في كافة المجالات، يمثل نقطة تحو نحو مفاهيم جديدة ومتميزة تتيح لمؤسساتنا فرص النمو والرقي، وقد أخذ الاهتمام بالمشاريع الصغيرة يتزايد يوماً بعد يوم إدراكاً لأهمية دورها في الاقتصاد الوطني، ويأتي هذا الاهتمام بهذا القطاع بالنظر إلى انتشارها في مختلف المدن والقرى وتنوع نشاطها بحيث أصبح يشمل مختلف القطاعات.

The Role of University Business Incubators in Supporting Entrepreneurship in Algeria
This paper aims to highlight the role of university business incubators in supporting entrepreneurship among students, professors, and university graduates. The study was based on the theoretical descriptive approach by reviewing previous literature in the field of research, books and periodicals, examining the practical reality of academic business incubators. It focused on the case of the business incubator at the University of Eloued. Interviews were conducted and information collected for analysis. The study concluded that the Eloued university incubator has achieved remarkable results, especially in the field of patent registration for students, professors, and graduates, and accompanying innovative projects.
