Given the controversies and difficulties which preceded the coming into force of the Lisbon Treaty, it is easy to forget that the Treaty is a complex legal document in need of detailed analysis for its impact to be fully understood. Jean-Claude Piris, the Director General of the Legal Service of the Council of the European Union, provides such an analysis, looking at the historical and political contexts of the Treaty, its impact on the democratic framework of the EU and its provisions in relation to substantive law. Impartial legal analysis of the EU's functions, its powers and the treaties which govern it make this the seminal text on the most significant recent development in EU law.
Technological Change and the Consequences of Job Loss

We examine the role of technological change in explaining the large and persistent decline in earnings following job loss. Using detailed skill requirements from the near universe of online vacancies, we estimate technological change by occupation and find that technological change accounts for 45 percent of the decline in earnings after job loss. Technological change lowers earnings after job loss by requiring workers to have new skills to perform newly created jobs in their prior occupation. When workers lack the required skills, they move to occupations where their skills are still employable but are paid a lower wage.

يستعرض الكتاب الأحداث الكبيرة التي حصلت خلال تولي الرئيس الموقع الأول في الدولة، حيث استتب صراع أصبح مزمنا داخل السلطة اللبنانية بين منطقين ونهجين، وانفجر يوم تكليف رئيس الوزراء الأسبق رفيق الحريري بتشكيل أولى حكومات العهد واعتذاره بعد اتهامه الرئيس بأنه خرق الدستور ولم تمض أيام على قبضه على أزمة الحكم وحلفه يمين الإخلاص للأمة والدستور. وينصب الاهتمام على سيرة ومواقف لحود خلال السنوات التسع التي أمضاها في رئاسة الجمهورية، من خلال الانحياز والتعاطف مع صاحب السيرة، والتركيز على خلافه مع رئيس الوزراء الأسبق رفيق الحريري، حيث يظهر لحود بوصفه رمزاً للنزاهة والطهارة، والرجل الذي حافظ على استقلاليته وعلى سيادة قراره اللبناني. وكان قراره الأول رفض «شنطة أموال» اعتاد الحريري أن يقدمها لقيادة الجيش منذ أيام العماد ميشال عون.
Temperature, Labor Reallocation, and Industrial Production

To what degree can labor reallocation mitigate the economic consequences of weather-driven agricultural productivity shocks? I estimate that temperature-driven reductions in the demand for agricultural labor in India are associated with increases in nonagricultural employment. This suggests that the ability of nonagricultural sectors to absorb workers may play a key role in attenuating the economic consequences of agricultural productivity shocks. Exploiting firm-level variation in the propensity to absorb workers, I estimate relative expansions in manufacturing output in more flexible labor markets. Estimates suggest that, in the absence of labor reallocation, local economic losses could be up to 69 percent higher.

Conflict of Laws Characterization of Product Guarantee in Europe, with Special Emphasis on Hungarian Law

This article investigates how product guarantee fits into the regulatory framework of European private international law. It describes the institution trough Regulation (EC) No 593/2008 (Rome i) and Regulation (EC) No. 864/2007 (Rome ii), as well as the Hungarian meaning of product guarantee. It analyses the challenges posed by the conflict of laws characterization of this non-contractual obligation.
Este artículo investiga cómo encaja la garantía de producto en el marco normativo del Derecho internacional privado europeo. Describe la institución a través del Reglamento (CE) n.º 593/2008 (Roma I) y el Reglamento (CE) n.º 864/2007 (Roma II), así como el significado húngaro de garantía de producto. Analiza los retos que plantea el carácter de conflicto de leyes de esta obligación extracontractual.

The I-35W Bridge Collapse

\"A bridge shouldn't just fall down,\" Senator Amy Klobuchar said after the August 1, 2007, collapse of the Minneapolis I-35W eight-lane steel truss bridge, which killed 13 motorists, injured 145, and left a collective wound on the city's psyche and infrastructure.On her way to a soccer game with a fellow teammate, Kimberly J. Brown experienced the collapse firsthand, falling 114 feet in her teammate's car to the Mississippi River. Although terrified, injured, and in shock, she survived.
