For medical care, many scramble to find money somehow. 'It is a catastrophe at the government-run hospitals,' says Hayder Abud, 30, at the private hospital for a check-up. 'When you finally get a doctor to see you there, they are so rushed and sleep deprived, you can't be sure you are getting proper treatment.' 'Iraq's Ministry of Health is struggling,' said Khaled, administrative manager at the Saint Raphael Hospital, requesting that his last name not be used. 'We have had problems with the Ministry of Health because they are angry at us for treating so many more people nowadays.' Dr. Rhamis Mukhtar, the only surgeon for morbid obesity in Iraq, has been working at this private hospital since 2000, while also working at a state hospital. 'I'm thinking of moving here full time,' he said. 'There are much better supplies, services, and overall care for the patient. This centre is the best for laproscopic surgery in the country.'

AIDE TO ABBAS REPORTED TO HAVE LED ACHILLE LAURO HIJACKING
The Italian news agency ANSA said today that Italian investigators believe a senior aide to Mohammed Abbas, the Palestinian official, was aboard the Achille Lauro during the hijacking and directed the seizure of the cruise ship. Described as Mr. Abbas's ''right-hand man,'' he gave the four hijackers of the liner their orders, the agency said. ''The file is voluminous and we will have to read it carefully,'' said the assistant state prosecutor, Luigi Francesco Meloni.

Toronto police looking for Abbas Mohammed after March 17 shooting on Islington near Dixon
An alleged gunman fled the scene. Police have issued a warrant for Abbas Mohammed, 24, of Toronto. He is wanted for attempt murder. Police advise the public not to approach Mohammed.
ACHILLE LAURO HIJACKER TESTIFIES AGAINST COMRADES
Ahmad Maruf al-Assadi, a key witness for the prosecution, said the Palestinian gunman accused of slaying Leon Klinghoffer came to him soon after the killing with blood on his clothes and announced, ''I have killed the American.'' Mr. Klinghoffer used a wheelchair. Asked whether he tried to stop Mr. [Molqi] from killing Mr. Klinghoffer, Mr. [Assadi] said: ''Yes, it is true, because I asked him why he wanted to take the American away, but he told me not to interfere. He swore he would not do him any harm.'' After he had been gone for a half hour, Mr. Molqi returned to where Mr. Assadi was guarding a group of passengers, Mr. Assadi said, adding: ''I saw his shirt was full of blood, and I asked him what happened. He said, 'I have killed the American.' ''
TOP ITALIAN COURT UPHOLDS ARREST WARRANT FOR ABBAS
The decision to free Mr. [Mohammed Abbas] angered Washington and contributed to the Italian Government's subsequent collapse. But a senior aide to Bettino Craxi, the Prime Minister at the time of the hijacking and now the caretaker head of the Government, said tonight that the Government ''cannot be either embarrassed or relieved by the decision'' to uphold the warrant for Mr. Abbas's arrest. ''We never said Abbas's complicity was out of the question,'' the aide, Antonio Badini, said. ''We said we did not get the evidence to meet the request by the United States that he be held.'' Genoa's assistant public prosecutor, Francesco Meloni, said by phone that the magistrates would ''accurately examine'' the Sicilian arguments. ''We have two alternatives,'' he said, referring to the arrest order, ''either to allow it to stand or to revoke it.''
Italian 'Justice' Erodes the Law
The Italian judiciary decided, the White House says, that it ''did not consider [the] evidence legally strong enough to support the provisional arrest of [Mohammed Abbas].'' As a matter of Italian law, the magistrate's decision is nonsense. All that is required for provisional arrest of a suspect being sought for extradition is a proper warrant and the most minimal evidence. The decision was not a legal determination based on any rules of law. It was a political decision dictated by the Government. In other words, the case was ''bagged'' and the magistrate ''fixed.'' Washington claims that at the time Italy's decisions were made, we possessed considerable evidence - including transcripts of radio conversations during the hijacking - linking Mr. Abbas to events aboard the ship. Although much of the evidence came from highly sensitive intelligence sources, Washington apparently was prepared to prove in court that Mr. Abbas ''was criminally implicated in the hijacking of the [Achille Lauro] -indeed, that he planned and controlled the operation.''
