Predictions of State and County Top Civil Servants Regarding the Abolition of County State Administration Offices: Two Sides of the Same Coin?

In January 2020, county state administration offices, as first-line state administration offices in Croatia, were abolished and their competences transferred to county second-level units of local self-government. This organizational change represents administrative decentralization. The purpose of this article is to examine whether there are any differences in the predictions regarding the effects of this organizational change between two groups of civil servants: state civil servants (heads of county state administration offices and heads of their internal organizational units) and county civil servants (heads of county organizational units), and which are the factors that shape their predictions. A questionnaire was sent to the respondents in June 2019. The statistical analysis of the data (response rate 52%) shows a statistically significant difference between the predictions of the two groups in relation to all four categories of effects of this organizational change (inputs, processes, outputs, and outcomes). There is only one point where there is no difference: both groups agree that the county governor’s role will grow. The difference in predictions is explained by two factors of cognitive biases: the organization’s interest to survive and expand its power, and uncertainty (strategic, structural, and job-related). The paper offers an academic contribution to the field of administrative decentralization by giving insights into the predictions of different actors on the effects of such change before its implementation and by introducing factors of cognitive biases as explanations for discrepancies in the predictions.

Seeks to develop understanding of the notion of multi‐level governance through a critical exploration of its definitions and applications by scholars with very different concerns within the broad discipline of Political Studies. Despite the different concerns of different authors, four common strands emerge that provide a parsimonious definition of multi‐level governance that raises clear hypotheses for future research. First, that decision‐making at various territorial levels is characterized by the increased participation of non‐state actors. Second, that the identification of discrete or nested territorial levels of decision‐making is becoming more difficult in the context of complex overlapping networks. Third, that in this changing context, the role of the state is being transformed as state actors develop new strategies of coordination, steering and networking that may protect and, in some cases, enhance state autonomy. Fourth, that in this changing context, the nature of democratic accountability has been challenged and need to be rethought or at least reviewed. The book concludes that future research on multi‐level governance should pay particular attention to the implications for democracy of empirical developments and, related to this, to the design of frameworks of accountability that adopt a positive‐sum gain in relation to the accountability versus efficiency debate.

The global drive towards decentralization has been increasingly justified on the basis that greater transfers of resources to subnational governments are expected to deliver greater efficiency in the provision of public goods and services and greater economic growth. This article examines whether this is the case, by analysing the relationship between decentralization and economic growth in 21 Organization for Economic Co-operation and Development countries during the period between 1990 and 2005 and controlling not only for fiscal decentralization, but also for political and administrative decentralization. The results point towards a negative and significant association between fiscal decentralization and economic growth in the sample countries, a relationship which is robust to the inclusion of a series of control variables and to differences in expenditure preferences by subnational governments. The impact of political and administrative decentralization on economic growth is weaker and sensitive to the definition and measurement of political decentralization.

The reallocation of authority upward, downward, and sideways from central states has drawn attention from a growing number of scholars in political science. Yet beyond agreement that governance has become (and should be) multi-level, there is no consensus about how it should be organized. This article draws on several literatures to distinguish two types of multi-level governance. One type conceives of dispersion of authority to general-purpose, nonintersecting, and durable jurisdictions. A second type of governance conceives of task-specific, intersecting, and flexible jurisdictions. Federal development in post-Franco Spain reaches far beyond familiar Basque/Catalan nationalistic struggles and includes the creation of an increasing number of intergovernmental networks by local governments, particularly municipalities, as they engage regional, central, and other local entities to operate programs and services in basic and emergent policy areas. By examining the intergovernmental networks in an increasingly federalized Spain, Robert Agranoff shows that local governments, although they occupy a strong position in legal and constitutional terms, are in practice subordinate to both central and regional governments and therefore lack adequate power and resources to deal with both the responsibilities assigned to them and those they'd like to assume. As a result, local governments are forced into a series of intergovernmental arrangements and transactions with governmental and nongovernmental organizations.
