Social media for government : a practical guide to understanding, implementing, and managing social media tools in the public sphere

Digital Health Policy and Programs for Hospital Care in Vietnam: Scoping Review
There are a host of emergent technologies with the potential to improve hospital care in low- and middle-income countries such as Vietnam. Wearable monitors and artificial intelligence-based decision support systems could be integrated with hospital-based digital health systems such as electronic health records (EHRs) to provide higher level care at a relatively low cost. However, the appropriate and sustainable application of these innovations in low- and middle-income countries requires an understanding of the local government's requirements and regulations such as technology specifications, cybersecurity, data-sharing protocols, and interoperability. This scoping review aims to explore the current state of digital health research and the policies that govern the adoption of digital health systems in Vietnamese hospitals. We conducted a scoping review using a modification of the PRISMA-ScR (Preferred Reporting Items for Systematic Reviews and Meta-Analyses Extension for Scoping Reviews) guidelines. PubMed and Web of Science were searched for academic publications, and Thư Viện Pháp Luật, a proprietary database of Vietnamese government documents, and the Vietnam Electronic Health Administration website were searched for government documents. Google Scholar and Google Search were used for snowballing searches. The sources were assessed against predefined eligibility criteria through title, abstract, and full-text screening. Relevant information from the included sources was charted and summarized. The review process was primarily undertaken by one researcher and reviewed by another researcher during each step. In total, 11 academic publications and 20 government documents were included in this review. Among the academic studies, 5 reported engineering solutions for information systems in hospitals, 2 assessed readiness for EHR implementation, 1 tested physicians' performance before and after using clinical decision support software, 1 reported a national laboratory information management system, and 2 reviewed the health system's capability to implement eHealth and artificial intelligence. Of the 20 government documents, 19 were promulgated from 2013 to 2020. These regulations and guidance cover a wide range of digital health domains, including hospital information management systems, general and interoperability standards, cybersecurity in health organizations, conditions for the provision of health information technology (HIT), electronic health insurance claims, laboratory information systems, HIT maturity, digital health strategies, electronic medical records, EHRs, and eHealth architectural frameworks. Research about hospital-based digital health systems in Vietnam is very limited, particularly implementation studies. Government regulations and guidance for HIT in health care organizations have been released with increasing frequency since 2013, targeting a variety of information systems such as electronic medical records, EHRs, and laboratory information systems. In general, these policies were focused on the basic specifications and standards that digital health systems need to meet. More research is needed in the future to guide the implementation of digital health care systems in the Vietnam hospital setting.
Evaluation of the efficacy and safety of intravenous remdesivir in adult patients with severe COVID-19: study protocol for a phase 3 randomized, double-blind, placebo-controlled, multicentre trial
Background Coronavirus disease 2019 (COVID-19), caused by a novel corinavirus (later named SARS-CoV-2 virus), was fistly reported in Wuhan, Hubei Province, China towards the end of 2019. Large-scale spread within China and internationally led the World Health Organization to declare a Public Health Emergency of International Concern on 30 th January 2020. The clinical manifestations of COVID-19 virus infection include asymptomatic infection, mild upper respiratory symptoms, severe viral pneumonia with respiratory failure, and even death. There are no antivirals of proven clinical efficacy in coronavirus infections. Remdesivir (GS-5734), a nucleoside analogue, has inhibitory effects on animal and human highly pathogenic coronaviruses, including MERS-CoV and SARS-CoV, in in vitro and in vivo experiments. It is also inhibitory against the COVID-19 virus in vitro. The aim of this study is to assess the efficacy and safety of remdesivir in adult patients with severe COVID-19. Methods The protocol is prepared in accordance with the SPIRIT (Standard Protocol Items: Recommendations for Interventional Trials) guidelines. This is a phase 3, randomized, double-blind, placebo-controlled, multicentre trial. Adults (≥ 18 years) with laboratory-confirmed COVID-19 virus infection, severe pneumonia signs or symptoms, and radiologically confirmed severe pneumonia are randomly assigned in a 2:1 ratio to intravenously administered remdesivir or placebo for 10 days. The primary endpoint is time to clinical improvement (censored at day 28), defined as the time (in days) from randomization of study treatment (remdesivir or placebo) until a decline of two categories on a six-category ordinal scale of clinical status (1 = discharged; 6 = death) or live discharge from hospital. One interim analysis for efficacy and futility will be conducted once half of the total number of events required has been observed. Discussion This is the first randomized, placebo-controlled trial in COVID-19. Enrolment began in sites in Wuhan, Hubei Province, China on 6 th February 2020. Conceptualisation and Application of Client Engagement Strategies to Optimise Administrative Information Management Processes in a Selected Public Sector Organisation
Rising client expectations and demands for high-quality services have intensified the need for meaningful client engagement strategies at the micro level of public sector institutions. Client engagement strategy is critical towards understanding clients’ expectations for improving service delivery processes such as administrative information management (AIM) processes. This study explores how client engagement strategies are conceptualised and applied in practice to optimise the AIM processes in a selected public sector organisation. The study is based on a qualitative instrumental case study design. Semi-structured interviews were conducted with the managers of the selected public sector organisation. Additionally, relevant official documents were reviewed to complement the interview data. Thematic analysis was applied using both inductive and deductive logic in sequential order. The study's findings revealed multiple interpretations of the client engagement construct within the public service department. These interpretations included information-sharing and client-empowering initiatives, interactive engagements, and divergent viewpoints. The dominant perspective emphasised information-sharing initiatives, while the least advocated theme promoted interactive engagement with public service users. In contrast to the other two perspectives, the divergent views challenged the relevance of clients' knowledge in improving the service delivery processes. This study proposes an intensive intervention to elucidate the complexities and inconsistencies surrounding understanding the client engagement construct. Value creation for clients should serve as the primary catalyst for client engagement strategy initiatives to facilitate the effective integration of clients' insights into decision-making processes, thereby optimising AIM processes. The research integrates marketing theory with administrative information management theory to offer distinctive insights and critical implications for the phenomenon investigated.

This paper presents functional thesaurus as a proposal for organization of administrative records. It describes archival information treatment and existing tools for indexing and retrieving information in archives. It characterizes the functional thesaurus, its origin and gives examples of use. In fact, functional thesaurus is better suited to the treatment of archival information by working with functions rather than with thematic concepts. Archival information is, in turn, critical for promoting access to issues relating to citizens' rights and to the country's development. In this context, proposals for the organization of information and documents, based on institutional functions and activities, should be evaluated.
Territorial dimension for sustainable development of infrastructure enterprises: information and administrative component
The article reveals important territorial aspects of sustainable development of infrastructure enterprises from information and administrative component on the example of local territories (communities) of the Donetsk region in Ukraine. A point-rating evaluation of the territorial dimension for sustainable development of infrastructure enterprises in the Donetsk communities carry out on the parameters, which focus on a set of statistical data in the context of the economic, social and environmental components. The authors built a three-dimensional model of the evaluation results in a Cartesian coordinate system, which made it possible to identify a direct relationship between the sustainable development components of infrastructure enterprises as well as its information and administrative support. It concluded to strengthen the sustainable development components in the local measurement as well as it substantiated and noted to form a special roadmap for ensuring high-quality information and administrative support for the sustainable development planning of infrastructure enterprises.
