Open skies for Africa : implementing the Yamoussoukro Decision

For the purposes of this book, \"open skies\" refers to a bilateral or multilateral air service agreement that liberalizes the rules for international aviation markets and minimizes government intervention. It can apply to passenger or cargo services or both, for both scheduled and charter air services. This book evaluates Africa's progress toward liberalizing air services. It specifically examines what the term implementation means in the context of applying the principles of one of the major pan-African multilateral agreements, the Yamoussoukro decision. It also highlights the shortcomings of the 20-year-old effort toward liberalizing air services in Africa by analyzing pending or completed implementation steps both on a pan-Africa level and within various regions. The book focuses on the challenges posed by the poor aviation safety and security standards in most African countries. Finally the sector work measures the impact of certain policy steps of the decision and evaluates the economic significance of air transportation and its full liberalization in Africa. It concludes with policy recommendations that aim at completing implementation to fully liberalize Africa's air services.

Thousands have lost their jobs throughout this pandemic, and we are seeing a decline in private sector unionism that is unlikely to recover under the current regulatory settings. The implications for democracy are considerable. Using the aviation industry as an example, this article defines industrial democracy, provides an insight into industrial democracy in New Zealand, and argues the case for the regulation of industrial democracy post-Covid-19.

At the beginning of March, after two decades of wrangling, Europe finally approved commercial air transport in single-engine turbine operations at night and in instrument meteorological conditions. The world now waits to see whether this will radically change business and commercial general aviation on the continent. It may seem obvious that lower costs of acquisition, operation and maintenance associated with single-engined aircraft are bound to make business aviation and private charter more affordable, creating a new entry level -- and as a result this will expand activity. On the other hand, single-engined aircraft capable of meeting the full demands of the European Aviation Safety Agency's exacting SET- IMC rules are high-performance, usually pressurized machines with a flight management system and fully capable avionics suite. Airline pilots are not routinely trained to carry out a power-out glide approach from high altitude down to an airfield or a safe space for a forced landing.

In an interview, recently appointed head of Boeing Business Jets (BBJ), Greg Laxton, talked about his career. On how different is the business aviation world to that of commercial aircraft and defence, he said that the business jet market is a completely different business than commercial or defence aviation. He is learning very quickly on the job and enjoying himself. They are very confident in the strength of the high-end and head-of-state market segment. BBJ is off to a very strong start to 2017, with six net sales. Boeing works with 17 licensed completion centres and they and their customers are very pleased with their work.
