The Port Royal Experiment
The Port Royal Experimentbuilds on classic scholarship to present not a historical narrative but a study of what is now called development and nation-building. The Port Royal Experiment was a joint governmental and private effort begun during the Civil War to transition former slaves to freedom and self-sufficiency. Port Royal Harbor and the Sea Islands off the coast of South Carolina were liberated by Union Troops in 1861. As the Federal advance began, the white plantation owners and residents fled, abandoning approximately 10,000 black slaves. Several private Northern charity organizations stepped in to help the former slaves become self-sufficient. Nonetheless, the Point Royal Experiment was only a mixed success and was contested by efforts to restore the status quo of white dominance. Return to home rule then undid much of what the experiment accomplished. While the concept of development is subject to a range of interpretations, in this context it means positive, continuously improving, and sustained change across a variety of human social conditions. Clearly such an effort was at the heart of the Port Royal Experiment. While the term \"nation-building\" may seem misplaced given that no \"nation\" was the beneficiary of these efforts, the requirement to build institutions critical to nation-building operations was certainly a large part of the Port Royal Experiment and offers many lessons for modern efforts at nation building. The Port Royal Experimentdivides into ten chapters, each of which is designed to treat a particular aspect of the experience. Topics include planning considerations, philanthropic society activity, civil society, economic development, political development, and resistance. Each chapter presents the case study in the context of more recent developmental and nation-building efforts in such places as Bosnia, Somalia, Kosovo, Iraq, and Afghanistan and incorporates recent scholarship in the field. Modern readers will see that the challenges that faced the Port Royal Experiment remain relevant, even as their solutions remain elusive.
Penn Center
The Gullah people of St. Helena Island still relate that their people wanted to \"catch the learning\" after northern abolitionists founded Penn School in 1862, less than six months after the Union army captured the South Carolina sea islands. In this broad history Orville Vernon Burton and Wilbur Cross range across the past 150 years to reacquaint us with the far-reaching impact of a place where many daring and innovative social justice endeavors had their beginnings. Penn Center's earliest incarnation was as a refuge where escaped and liberated enslaved people could obtain formal liberal arts schooling, even as the Civil War raged on sometimes just miles away. Penn Center then earned a place in the history of education by providing agricultural and industrial arts training for African Americans after Reconstruction and through the Jim Crow era, the Great Depression, and two world wars. Later, during the civil rights movement, Penn Center made history as a safe meeting place for organizations like Martin Luther King Jr.'s Southern Christian Leadership Conference and the Peace Corps. Today, Penn Center continues to build on its long tradition of leadership in progressive causes. As a social services hub for local residents and as a museum, conference, and education complex, Penn Center is a showcase for activism in such areas as cultural, material, and environmental preservation; economic sustainability; and access to health care and early learning. Here is all of Penn Center's rich past and present, as told through the experiences of its longtime Gullah inhabitants and countless visitors. Including forty-two extraordinary photographs that show Penn as it was and is now, this book recounts Penn Center's many achievements and its many challenges, reflected in the momentous events it both experienced and helped to shape.
A Yankee Scholar in Coastal South Carolina
New Englander William Allen (1830–1889) is mostly known today as the lead editor of the 1867 anthology Slave Songs of the United States, the earliest published collection of Negro spirituals, and as a distinguished history professor at the University of Wisconsin. During the Civil War, he served from late 1863 through mid-1864 as a member of the “Gideonite band\" of businessmen, missionaries, and teachers who migrated to the South Carolina Sea Islands as part of the Port Royal Experiment. After the war, he served as assistant superintendent of schools in Charleston from April through July 1865. Allen kept journals during his assignments in South Carolina in which he recorded events and impressions of about several hundred people, especially ex-slaves, along with fellow Gideonites, Union soldiers and officials, and ex-Confederates. In A Yankee Scholar in Coastal South Carolina, editor James Robert Hester has transcribed Allen’s journals and fully annotated them to create a significant documentary source of information on Civil War South Carolina. Hester notes that Allen’s journals are more than travelogues, as he often analyzed the people, events, and ideas he encountered. In addition to being a competent amateur musician, Allen was a Harvard-trained historian and philologist and brought his impressive skills to his writing. Later in his life he became an eminent professor of history at the University of Wisconsin. Hester’s introductory chapter summarizes Allen’s life from his early childhood in Northborough, Massachusetts, through his education at Harvard, his duties as associate principal of the West Newton (Massachusetts) English and Classical School, and his engagement in the Port Royal Experiment. The introduction also surveys Allen’s essays on the South published in the Christian Examiner during the Civil War and his articles written for The Nation at the war’s end. Two chapters cover Allen’s St. Helena and Charleston journals, respectively, and the book closes with a short epilogue. The work is generously annotated, containing almost 600 endnotes, which amplify Allen’s narrative and complement Allen’s vivid glimpses of coastal South Carolina during the Civil War.
