As an important facility for forest fire prevention and fighting, forest aviation fire airport (hereinafter referred to as forest Airport) plays an important role in preventing and fighting forest fires and protecting forest ecosystem with its advantages of fast, efficient and less limited by geographical space. Based on the analysis of the current situation of forest airport construction, this paper puts forward the design points of forest airport, and combines with case study, in order to provide reference for similar projects.

Selected Issues Associated with the Operational and Power Supply Reliability of Fire Alarm Systems

The article reviews issues associated with the use of electronic fire alarm systems (FAS). They are operated in various environments and buildings with varying volumes. FAS have to function properly under different operating conditions associated with their operation, as well as power supply and information inflow. Due to their functions, i.e., ensuring the safety of people, vehicles, logistics bases, airports, etc., FAS have to exhibit an appropriately organized reliability structure associated with their implementation and power supply. Operational studies involving FAS operated in various facilities were conducted to this end. The authors determined damage and recovery time intensities. FAS reliability indicators were also determined. The article presents graphs associated with developing the energy balance for selected FAS. The graphs are consistent with the latest and applicable legal regulations. The next stage of the work related to this article was developing an FAS operation process model and conducting computer simulations in order to determine reliability indicators. Such an approach to the FAS operation process enables a rational selection of technical and organizational solutions aimed at guaranteeing reliability in the course of executing operational tasks associated with ensuring fire safety. FAS operational analysis, developing balance graphs and models, as well as the computer simulation, enabled inferring conclusions that might be useful to the process of engineering and operating such systems.

Suspicious human activity recognition from surveillance video is an active research area of image processing and computer vision. Through the visual surveillance, human activities can be monitored in sensitive and public areas such as bus stations, railway stations, airports, banks, shopping malls, school and colleges, parking lots, roads, etc. to prevent terrorism, theft, accidents and illegal parking, vandalism, fighting, chain snatching, crime and other suspicious activities. It is very difficult to watch public places continuously, therefore an intelligent video surveillance is required that can monitor the human activities in real-time and categorize them as usual and unusual activities; and can generate an alert. Recent decade witnessed a good number of publications in the field of visual surveillance to recognize the abnormal activities. Furthermore, a few surveys can be seen in the literature for the different abnormal activities recognition; but none of them have addressed different abnormal activities in a review. In this paper, we present the state-of-the-art which demonstrates the overall progress of suspicious activity recognition from the surveillance videos in the last decade. We include a brief introduction of the suspicious human activity recognition with its issues and challenges. This paper consists of six abnormal activities such as abandoned object detection, theft detection, fall detection, accidents and illegal parking detection on road, violence activity detection, and fire detection. In general, we have discussed all the steps those have been followed to recognize the human activity from the surveillance videos in the literature; such as foreground object extraction, object detection based on tracking or non-tracking methods, feature extraction, classification; activity analysis and recognition. The objective of this paper is to provide the literature review of six different suspicious activity recognition systems with its general framework to the researchers of this field.

An Experimental Study of Pool Fire Characteristics under the Effects of Cross Winds and Baffles

The pool fires that occur behind obstructions in a ventilated environment are very different from other wind-blown pool fires. The pool fire formed by fuel leakage in an engine nacelle is a typical example of a pool fire influenced by cross winds and baffles. Mastering the combustion characteristics of this type of fire is of great significance for fire prevention and control. In this study, the burning rate, flame length, and flame tilt angle of heptane pool fires behind a baffle under different cross wind velocities (ranging from 0 to 5 m/s) were experimentally investigated. Square pool fires with dimension of 8 cm and 12 cm with baffle height from 4 to 12 cm and different distances between fire and baffle (0, 20, 30 cm) were tested in a wind tunnel. The experimental results show that the burning rate increases with the increase in cross wind velocity for each baffle height. As wind velocity exceeds 2 m/s, the burning rate first decreases and then increases with the increase in baffle height. The flame length initially increases and then decreases with increasing wind velocity. The upper flame tilt angle is mainly affected by the cross wind, while the bottom flame tilt angle is influenced by the combined effects of cross wind velocity, baffle height, and distance between baffle and flame. The empirical correlations under different distances between baffle and flame, with wind velocity and baffle height accounted for, are then proposed for the dimensionless heat release rate and the flame length of heptane pool fires.

A Scientometric Research on Applications and Advances of Fire Safety Evacuation in Buildings

Fire safety evacuation has been used in numerous different kinds of buildings. This research conducts a scientometric review of fire safety evacuation applications and advances in the buildings to clarify the research trends of fire evacuation in the future and provide guidance for relevant research. A total of 3312 journals and conference proceedings were analyzed through different dimensions. The result proves that evacuation environments concentrate mainly on residential building, commercial building, school, and railway station. The characteristics of the evacuee have been gradually refined in recent years, including children, the elderly, patients, and vulnerable groups. The main experimental approaches of fire safety evacuation are evacuation drills, site records, and VR/AR experiments. The crowd behavior models mainly consist of six types: a cellular automata model, a social force model, a lattice gas model, a game-theoretic model, an animal agent-based model, and a computer agent-based model. The analysis results in the theoretical method are becoming gradually closer to the behavioral characteristics and movement data of the crowd during the actual evacuation with improvements of practical considerations. The study of evacuation drills, disaster rescue, emergencies, and other external environmental factors will become the forefront of future research, and subway stations, airports, high-rise building, and other personnel places will be the focus of the study of crowd evacuation.

Optimal Collaborative Scheduling of Multi-Aircraft Types for Forest Fires General Aviation Rescue

The scheduling of rescue aircraft needs to be studied in depth because of its criticality for the general aviation rescue of forest fires. This paper constructs a collaborative schedule optimization model for general aviation rescue under the condition of multiple aircraft, from multiple rally points to multiple fire points, targeting the shortest rescue time and the lowest rescue cost in the context of forest fires based on the simulation verification of a forest fire that broke out simultaneously in multiple locations in Liangshan Prefecture, Sichuan Province, China. The Non-dominated Sorting Genetic Algorithm II (NSGA-II) algorithm was used to find the optimal set of solutions satisfying the objective function: four feasible solutions. Then, the optimal solution was solved based on the weighted TOPSIS method, which was the optimal solution for this rescue task. The simulation results show that unnecessary flight times can be reduced by optimizing the schedule plan. Under the premise of ensuring rescue timeliness, the utilization rate of rescue aircraft was improved, and rescue costs were further reduced. The presented work provides a theoretical reference for the efficient development of general aviation rescue.

Development of a Novel Quantitative Risk Assessment Tool for UK Road Tunnels

Some of the most critical transportation infrastructures are road tunnels. Underground passageways for motorists are provided through this cost-effective engineering solution, which allows for high traffic volumes. A crucial aspect of the operation of road tunnels is fire safety. Risk assessments have been established to ensure the level of safety in tunnels. As the existing quantitative risk analysis (QRA) models are inapplicable to assess the fire risk in UK road tunnels, this paper presents a novel QRA model, named LBAQRAMo, for UK road tunnels. This model consists of two main sections: quantitative frequency analysis, to estimate the frequency of fire incidents via an event tree; and quantitative consequences analysis, to model the consequences of fire incidents. LBAQRAMo covers the risk to tunnel users. The result of the risk analysis is the expected value of the societal risk of the investigated tunnel, presented via F/N curve. Another major result of this model is the estimation of the number of fatalities for each scenario based on the comparison between required safe egress time (RSET) and available safe egress time (ASET). Risk evaluation was carried out by comparison of the tunnel under study with the UK ALARP limit. The operation of the model is demonstrated by its application to the Gibraltar Airport Tunnel as a case study. Simulation of 34 different possible scenarios show that the tunnel is safe for use. The sensitivity of the model to HGV fire incident frequency and basic pre-movement times was studied as well.

Noise-induced hearing loss (NIHL) is a common occupational hazard and a major cause of deafness among airport workers. However, few studies have been conducted to investigate the various risk factors related to hearing loss. Purpose: the purpose of this study was to measure the prevalence and risk factors of NIHL among Muscat International Airport airside workers. Method: Their daily noise exposure level at the airport was measured, and the time-weighted average (TWA) was calculated for each airside department. A cross-sectional study design involving 312 workers from the eight departments of the airport was chosen and the prevalence of NIHL among workers was assessed. The study participants then completed a self-administered questionnaire that covered their socio-demographic characteristics, occupational exposure history and the health-related risk factors of NIHL. Results: The TWA recorded for the workers was above the accepted limit in some departments, namely, cabin appearance, ramp, line maintenance and hangar. The prevalence of NIHL among participants was 21.79% (n = 68). Of these 68 participants with NIHL, 22.30% were exposed to job-related high noise levels. NIHL was common among participants aged 40 or above (57.35%, n = 39) and high school degree holders (29.60%, n = 29), as well as those who were exposed to higher noise levels (84.89%, n = 191) or who did not wear their hearing protection devices (HPDs) regularly (53.65%, n = 125). Conclusion: around a quarter of our study participants who were exposed to high noise levels suffer from NIHL.

Modeling and analysis of a bus fire accident for evaluation of fire safety door using the fire dynamics simulator

The fire dynamics simulator (FDS) is a program based on computational fluid dynamics (CFD) and is used extensively by fire research staff. Currently, it is used widely in various fields, including reconstruction simulations of fire scenes. Buses can be designed to carry many passengers, and in public places, incidents such as bus fires impose a relatively high threat to assets and lives. Hence, it is common to witness substantial casualties when a bus fire occurs. This paper investigates an incident that occurred on July 19, 2016 in Taiwan, where in a sightseeing tour bus caught fire on a highway, leading to the death of all 26 passengers on board. The investigation results show that the deaths were due to closed emergency exits and thick smoke and that the opening of emergency doors and the number of emergency exits significantly influence the success of evacuation. Furthermore, we analyze this case of vehicle fires installing an interior safety door, separating a bus into isolated categories or compartments helps in delaying the spread of fire. These results can provide some valuable information on risk evaluation and prevention of vehicle fires.
