''The feeling I got in Moscow is that [Najibullah] is doing quite well, and why should he be pushed out?'' he said. ''It's not costing the Soviets a lot to supply the regime. They're flying in a lot of stuff that would otherwise go to the garbage heap.'' Mr. [Iqbal Akhund], who is visiting Washington after a trip to Moscow last week, said the Soviet Foreign Minister, Eduard A. Shevardnadze, had told him that Moscow's talks with Washington on the proposal on Afghanistan were ''not conclusive'' and that ''differences persist.'' ''We took note of the proposal and did not stop the United States from putting it forward in Moscow,'' Mr. Akhund said. ''But we made it clear we did not believe the mujahedeen would buy it.''
