Novas direções para a proteção da segurança alimentar na África lusófona? Cooperação técnica entre o Brasil e Angola
O presente artigo discute aspetos da cooperação técnica brasileira no campo da segurança alimentar destinada aos países lusófonos, tendo como foco o combate à fome na República de Angola. Discute-se o processo de formação das relações políticas e económicas entre os referidos países, as estratégias de segurança alimentar adotadas por ambos e os projetos/programas implementados por Angola, a partir da cooperação técnica com o Brasil. Assim, parte-se da premissa de que apesar dos avanços positivos alcançados na cooperação entre os dois países na área da promoção da segurança alimentar, o fenómeno da fome ainda é um problema endémico no território angolano, em particular pelas condições socioeconómicas e institucionais do país. This article discusses aspects of Brazilian technical cooperation in the field of food security for Portuguese-speaking countries, focusing on or fighting hunger in the Republic of Angola. It examines the process of formation of political and economic relations between these countries, the food security strategies adopted by them, and the projects/programs implemented by Angola, based on technical cooperation with Brazil. The premise is that despite the positive progress made in cooperation between the two countries in promoting food security, the phenomenon of hunger is still a persistent problem in the Angolan territory, the result especially of the country’s socioeconomic and institutional conditions.
The Angolan Independence and the International Policy (1975-1976): A Study with Brazilian Sources
This paper explores the difficulties and contradictions that affected the independence of Angola, as well as subsequent events. The research uses recently declassified Brazilian diplomatic sources from two archives located in Brasilia: the Historical Archive of the Ministry of Foreign Affairs and the National Archive. The research was carried out from a history of the international relations perspective, with an emphasis on international policy and the Angola policy of Brazil, the United States, Portugal, and to a lesser extent Cuba. Brazil’s New African Policy
Mindful of a shared colonial heritage, the left wing administration of President Lula de Silva has paid great attention to Brazil’s diplomatic, political, economic and cultural relations with Africa. To this end, Brazil has engaged many states in the continent—and not only Portuguese speaking ones—in the context of the South-South dialogue and cooperation strategy. Trade has grown sharply and major commercial partners are Angola, Nigeria and South Africa. Brazilian companies are also investing in a number of African countries.

O artigo traz reflexões a respeito das relações Brasil-Angola no período compreendido entre os anos de 1990 e 2002, através da análise de dois subsídios que orientam o teor desses contatos no período pós-Guerra Fria: os condicionantes internos influíram de modo determinante nas respectivas ações externas. Assim, pela relevância da adaptação por que passaram esses contatos bilaterais, o trabalho distingue essas relações bilaterais entre diretas e indiretas, estas últimas efetivadas pela via multilateral, notadamente no âmbito da Comunidade dos Países de Língua Portuguesa (CPLP).
