Better Off Forgetting?
Throughout Canada, provincial, federal, and municipal archives exist to house the records we produce. Some conceive of these institutions as old and staid, suggesting that archives are somehow trapped in the past. But archives are more than resources for professional scholars and interested individuals. With an increasing emphasis on transparency in government and public institutions, archives have become essential tools for accountability. Better Off Forgetting? offers a reappraisal of archives and a look at the challenges they face in a time when issues of freedom of information, privacy, technology, and digitization are increasingly important. The contributors argue that archives are essential to contemporary debates about public policy and make a case for more status, funding, and influence within public bureaucracies. While stimulating debate about our rapidly changing information environment, Better Off Forgetting? focuses on the continuing role of archives in gathering and preserving our collective memory.
Why Has US Policy Uncertainty Risen Since 1960?
We consider two classes of explanations for the rise in policy-related economic uncertainty in the United States since 1960. The first stresses growth in government spending, taxes, and regulation. A second stresses increased political polarization and its implications for the policymaking process and policy choices.
Government of paper
In the electronic age, documents appear to have escaped their paper confinement. But we are still surrounded by flows of paper with enormous consequences. In the planned city of Islamabad, order and disorder are produced through the ceaseless inscription and circulation of millions of paper artifacts among bureaucrats, politicians, property owners, villagers, imams (prayer leaders), businessmen, and builders. What are the implications of such a thorough paper mediation of relationships among people, things, places, and purposes? Government of Paper explores this question in the routine yet unpredictable realm of the Pakistani urban bureaucracy, showing how the material forms of postcolonial bureaucratic documentation produce a distinctive political economy of paper that shapes how the city is constructed, regulated, and inhabited. Files, maps, petitions, and visiting cards constitute the enduring material infrastructure of more ephemeral classifications, laws, and institutional organizations. Matthew S. Hull develops a fresh approach to state governance as a material practice, explaining why writing practices designed during the colonial era to isolate the government from society have become a means of participation in it.

The report offers policy advice based on research and lessons from operational work. The report benchmarks financial institutions and markets around the world, recognizing the diversity of modern financial systems. In its analysis of the state's role in finance, the report seeks to avoid simplistic, ideological views, instead aiming to develop a more nuanced approach to financial sector policy based on a synthesis of new data, research, and operational experiences. The report emphasizes that the state has a crucial role in the financial sector-it needs to provide strong prudential supervision, ensure healthy competition, and enhance financial infrastructure. Because the financial system is dynamic and conditions are constantly changing, regular updates are essential. Hence, this report should be seen as part of an ongoing project aimed at supporting systematic evaluation, improving data, and fostering broader partnerships. Future reports might address financial inclusion, the development of local currency capital markets, the financial sector's role in long-term financing, and the state's role in financing health care and pensions.
War on Diabetes in Singapore: a policy analysis
Background In April 2016, the Singapore Ministry of Health (MOH) declared War on Diabetes (WoD) to rally a whole-of-nation effort to reduce diabetes burden in the population. This study aimed to explore how this policy has been positioned to bring about changes to address the growing prevalence of diabetes, and to analyse the policy response and the associated challenges involved. Methods This qualitative study, using Walt and Gilson's policy triangle framework, comprised analysis of 171 organizational documents on the WoD, including government press releases, organizational archives, YouTube videos, newspaper reports and opinion editorials. It also involved interviews with 31 policy actors, who were policy elites and societal policy actors. Results Findings showed that the WoD policy generated a sense of unity and purpose across most policy actors. Policy actors were cognisant of the thrusts of the policy and have begun to make shifts to align their interests with the government policy. Addressing those with diabetes directly is essential to understanding their needs. Being clear on who the intended targets are and articulating how the policy seeks to support the identified groups will be imperative. Issues of fake news, unclear messaging and lack of regulation of uncertified health providers were other identified problem areas. High innovation, production and marketing costs were major concerns among food and beverage enterprises. Conclusion While there was greater public awareness of the need to combat diabetes, continuing dialogues with the various clusters of policy actors on the above issues will be necessary. Addressing the various segments of the policy actors and their challenges in response to the WoD would be critical.
From Dust to Digital
\"Much of worldâ s documentary heritage rests in vulnerable, little-known and often inaccessible archives. Many of these archives preserve information that may cast new light on historical phenomena and lead to their reinterpretation. But such rich collections are often at risk of being lost before the history they capture is recorded. This volume celebrates the tenth anniversary of the Endangered Archives Programme at the British Library, established to document and publish online formerly inaccessible and neglected archives from across the globe. From Dust to Digital showcases the historical significance of the collections identified, catalogued and digitised through the Programme, bringing together articles on 19 of the 244 projects supported since its inception. These contributions demonstrate the range of materials documented â including rock inscriptions, manuscripts, archival records, newspapers, photographs and sound archives â and the wide geographical scope of the Programme. Many of the documents are published here for the first time, illustrating the potential these collections have to further our understanding of history.\"
A policy mixes approach to conceptualizing and measuring climate change adaptation policy
Comparative research on climate change adaptation policy struggles with robust conceptualization and measurement of adaptation policy. Using a policy mixes approach to address this challenge, we characterize adaptation policy based on a general model of how governments govern issues of societal interest. We argue that this approach allows for context-sensitive measurement of adaptation policy, while being both comparable and parsimonious. This approach is tested in a study of adaptation policies adopted by 125 local governments located in Canada, France, Germany, the Netherlands, and the UK. Using a systematic data collection protocol, a total of 3328 adaptation policies were identified from local council archives between the periods of January 2010 and May 2017. Results of this analysis suggest that there is structured variation emerging in how local governments govern climate change adaptation, which justifies calls for comparative adaptation research to use measurements that capture the totality of adaptation policies being adopted by governments rather than focusing on specific types of adaptation policy. We conclude with a discussion of key issues for further developing of this approach.
