This book recounts and analyzes the history of one of the best-kept diplomatic and security secrets of the last half-century-the Open Skies Treaty: a treaty that allows the U.S., the Russian Federation, and over 30 other signatories to fly unarmed reconnaissance aircraft over one another's territory. First proposed by President Eisenhower in 1955, shelved by succeeding administrations, re-launched by President George H. W. Bush in 1989, and finally ratified in 2002, the Treaty has been one of the most important security instruments of the 21st century-with over 1,000 flights logged to date providing confidence for the governments, intelligence communities, and militaries of former and potential adversaries.
Written by a professor and former diplomat who was deeply involved in the negotiations of the Open Skies Treaty from 1989 to 1995, this book is a meticulous work of political history that explores how Open Skies affected, and was affected by, the extraordinary times of its negotiation-during which the Cold War ended and the Soviet Union collapsed. But it is also a potential blueprint for future applications of the Open Skies concept by providing insights into the role that cooperative aerial monitoring can play in helping to transform other difficult relationships around the world. As such it will serve as a negotiation handbook for diplomats, bureaucrats, and politicians and as a case-study textbook for IR students and students of diplomacy.

In the nuclear arena, disarmament verification is often viewed purely in terms of a dispassionate, scientific process. Yet this view is fundamentally flawed since the technical impossibility of 100 per cent verification opens the door to a host of complex issues and questions regarding the process and its outcomes. Central among these is the fact that those involved in any verification inspection process must inevitably conduct their work in a space that falls well short of absolute certainty. The lines between scientific enquiry and human psychology can become blurred and outcomes have the potential to be influenced by perceptions. Drawing on extensive empirical evidence, the authors explore the complex interplay between evidence-based judgements and perceptions of intentions that frames the science of verification. The book provides new insights into the role and influence of human factors in the verification process.

This report reviews and updates the 2002 National Research Council report, Technical Issues Related to the Comprehensive Nuclear Test Ban Treaty (CTBT) . This report also assesses various topics, including:
the plans to maintain the safety and reliability of the U.S. nuclear stockpile without nuclear-explosion testing;
the U.S. capability to detect, locate, and identify nuclear explosions;
commitments necessary to sustain the stockpile and the U.S. and international monitoring systems; and
potential technical advances countries could achieve through evasive testing and unconstrained testing.
Sustaining these technical capabilities will require action by the National Nuclear Security Administration, with the support of others, on a strong scientific and engineering base maintained through a continuing dynamic of experiments linked with analysis, a vigorous surveillance program, adequate ratio of performance margins to uncertainties. This report also emphasizes the use of modernized production facilities and a competent and capable workforce with a broad base of nuclear security expertise.

Incidents of bioterrorism and biowarfare are likely to recur, leading to increased public concern and government action. The deficiencies of the Biological and Toxin Weapons Convention (BTWC) are in urgent need of attention: the BTWC is the central international agreement to prevent the proliferation of biological warfare programmes. Uniquely, this book is written by diplomats involved in the decade-long effort (1991-2001) in which State Parties to the BTWC tried to agree a Protocol to the Convention with legally binding measures to strengthen its effectiveness, and academics concerned with the negotiations. Just before negotiations foundered, when the Chairman's proposed text was virtually complete, the problems and proposed solutions were examined thoroughly, leading to this book. The book is wide-ranging in its review of the history of biological warfare, the reasons why the current biological revolution is of such concern, and the main features of the BTWC itself.
