The Government Accountability Office Red Book, Principles of Federal Appropriations Law, guides one through the complexities of the laws surrounding the use of appropriated funds. Publication of the Red Book volumes falls under the purview of Assistant General Counsel Thomas Armstrong. Armstrong and his staff also offer instruction and consultation to help financial managers in the various government agencies. The office provides informal consultation for persons from federal agencies who feel they need a bit of extra expert help.

At about 1 p.m., Paul Victor, 85, was driving with his wife and passenger, Ruby, 84, west on 3700 North when he failed to stop at the intersection and crashed into the semitrailer truck. Thomas Armstrong, 51, of Vancouver, Wash., was headed south in his tractor- trailer on U.S. 93. Armstrong was not injured, troopers said.
