Designing Governance Structures for Performance and
Accountability discusses how formal and informal governance
structures in Australia, the People's Republic of China (PRC) and
Taiwan may be designed to promote performance and to ensure
accountability.
The book presents a selection of papers developed from the
Greater China Australia Dialogue on Public Administration's seventh
workshop held in June 2017 hosted by City University of Hong
Kong.
Insights are provided on both current developments in the
different contexts of the three jurisdictions examined, and on
broader institutional and organisational theories. Chapters cover
theories of organisational forms and functions in public
administration, the 'core' agency structures used in the different
jurisdictions, the structures used to deliver public services
(including non-government organisational arrangements) and other
'non-core' agency structures such as government business
enterprises, regulatory organisations and 'integrity'
organisations. A particular emphasis is placed on the institutional
arrangements the executive arm of government uses for advising on
and implementing government policies and programs. Although the
book explores arrangements and developments within very different
political governance systems, the purposes of the structures are
similar: to promote performance and accountability.
This book is a companion volume to Value for Money: Budget
and Financial Management Reform in the People's Republic of China,
Taiwan and Australia (ANU Press, 2018).

The impact of neoliberal governance on indigenous peoples in liberal settler states may be both enabling and constraining. This book is distinctive in drawing comparisons between three such states—Australia, Canada and New Zealand. In a series of empirically grounded, interpretive micro-studies, it draws out a shared policy coherence, but also exposes idiosyncrasies in the operational dynamics of neoliberal governance both within each state and between them. Read together as a collection, these studies broaden the debate about and the analysis of contemporary government policy.The individual studies reveal the forms of actually existing neoliberalism that are variegated by historical, geographical and legal contexts and complex state arrangements. At the same time, they present examples of a more nuanced agential, bottom-up indigenous governmentality. Focusing on intense and complex matters of social policy rather than on resource development and land rights, they demonstrate how indigenous actors engage in trying to govern various fields of activity by acting on the conduct and contexts of everyday neoliberal life, and also on the conduct of state and corporate actors.

\"Amidst growing dissatisfaction with the state of government performance and an erosion of trust in our political class, Competing for Influence asks: what sort of public service do we want in Australia? Drawing on his experience in both the public and private sectors – and citing academic research across the fields of public sector management, industrial organisation, and corporate strategy – Barry Ferguson argues the case for the careful selection and application of private sector management concepts to the public service, both for their ability to strengthen the public service and inform public policy. These include competitive advantage, competitive positioning, horizontal strategy and organisational design, and innovation as an all-encompassing organisational adjustment mechanism to a changeable environment. But these are not presented as a silver bullet, and Ferguson addresses other approaches to reform, including the need to rebuild the Public Sector Act, the need to reconsider the interface between political and administrative arms of government (and determine what is in the ‘public interest’), and the need for greater independence for the public service within a clarified role. Professional Social Work in Australia

This is an unchanged republication of the first historical account of the social work profession in Australia. It traces the development of social work education and professional social work in the larger, more industrialised societies overseas before the same developments began in Australia in the late 1920s, and it notes the part played by overseas influence in the subsequent 30-odd years. The book concentrates on the development of training bodies and their courses, the spread of qualified social workers into various fields of employment in Australia’s expanding health and welfare services, and the growth of professional associations and their programmes. The author assesses the occupational group in terms of accepted attitudes towards the established professions. He concludes with a discussion of major contemporary issues facing the Australian social work profession.

Road pricing is not a new concept—toll roads have existed in Australia since Governor Macquarie established one from Sydney to Parramatta in 1811—and distance-based charging schemes have been trialled and implemented with varying success overseas. But how would full market reform of roads look in a federation like Australia? In its responses to the 2016 Australian Infrastructure Plan and the 2015 Competition Policy Review, the Australian Government explicitly supported investigating cost-reflective road pricing as a long-term reform option, and has committed to establishing a study chaired by an eminent Australian to look into the potential impacts of road pricing reform on road users. The challenges we face in this space are manifold and complex, and we still have a long road ahead of us. However, with advocacy for reform coming from interest groups as diverse as governments, private transport companies, peak industry bodies, policy think tanks and state motoring clubs, there is now more support than ever before for changing the way we provide for and fund our roads. This book seeks to advance the road reform agenda by presenting some of the latest thinking on road pricing and provision from a variety of disciplinary approaches—researchers, economists and public sector leaders. It stresses the need for reform to ensure Australians can enjoy the benefits of efficient and sustainable transport infrastructure as our population and major metropolitan cities continue to grow. Traffic congestion is avoidable, but we must act soon. The works presented here all point to the need for change—the expertise and the technology are available, and the various reform options have been mapped out in some detail. It is time for the policy debate to shift to how, rather than if, road reform should progress.
Australian Native Title Anthropology
The Australian Federal Native Title Act 1993 marked a revolution in the recognition of the rights of Australia’s Indigenous peoples. The legislation established a means whereby Indigenous Australians could make application to the Federal Court for the recognition of their rights to traditional country. The fiction that Australia was terra nullius (or ‘void country’), which had prevailed since European settlement, was overturned. The ensuing legal cases, mediated resolutions and agreements made within the terms of the Native Title Act quickly proved the importance of having sound, scholarly and well-researched anthropology conducted with claimants so that the fundamentals of the claims made could be properly established. In turn, this meant that those opposing the claims would also benefit from anthropological expertise. This is a book about the practical aspects of anthropology that are relevant to the exercise of the discipline within the native title context. The engagement of anthropology with legal process, determined by federal legislation, raises significant practical as well as ethical issues that are explored in this book. It will be of interest to all involved in the native title process, including anthropologists and other researchers, lawyers and judges, as well as those who manage the claim process. It will also be relevant to all who seek to explore the role of anthropology in relation to Indigenous rights, legislation and the state.

Deep Crustal Seismic Reflection Profiling: Australia 1978–2015 presents the full suite of reflection profiles penetrating the whole crust carried in Australia by Geoscience Australia and various partners. The set of reflection data comprises over 16,000 km of coverage across the whole continent, and provides an insight into the variations in crustal architecture in the varied geological domains. Each reflection profile is presented at approximately true scale with up to 220 km of profile per page and overlap between pages. Each reflection section is accompanied by a geological strip map showing the configuration of the line superimposed on 1:1M geology. The compilation includes a suite of large-scale reflection transects groups of 1,000 km or more that link across major geological provinces, and an extensive bibliography of reports and relevant publications.
