The age of responsibility : luck, choice, and the welfare state
A new focus on \"personal responsibility\" has transformed political thought and public policy in America and Europe. Since the 1970s, responsibility--which once meant the moral duty to help and support others--has come to suggest an obligation to be self-sufficient. This narrow conception of responsibility has guided recent reforms of the welfare state, making key entitlements conditional on good behavior. Drawing on intellectual history, political theory, and moral philosophy, Yascha Mounk shows why the Age of Responsibility is pernicious--and how it might be overcome. Mounk shows that today's focus on individual culpability is both wrong and counterproductive: it distracts us from the larger economic forces determining aggregate outcomes, ignores what we owe our fellow citizens regardless of their choices, and blinds us to other key values, such as the desire to live in a society of equals. Recognizing that even society's neediest members seek to exercise genuine agency, Mounk builds a positive conception of responsibility. Instead of punishing individuals for their past choices, he argues, public policy should aim to empower them to take responsibility for themselves--and those around them.-- Provided by publisher.
Autocratic Breakdown and Regime Transitions: A New Data Set
When the leader of an autocratic regime loses power, one of three things happens. The incumbent leadership group is replaced by democratically elected leaders. Someone from the incumbent leadership group replaces him, and the regime persists. Or the incumbent leadership group loses control to a different group that replaces it with a new autocracy. Much scholarship exists on the first kind of transition, but little on transitions from one autocracy to another, though they make up about half of all regime changes. We introduce a new data set that facilitates the investigation of all three kinds of transition. It provides transition information for the 280 autocratic regimes in existence from 1946 to 2010. The data identify how regimes exit power, how much violence occurs during transitions, and whether the regimes that precede and succeed them are autocratic. We explain the data set and show how it differs from currently available data. The new data identify autocratic regime breakdowns regardless of whether the country democratizes, which makes possible the investigation of why the ouster of dictators sometimes leads to democracy but often does not, and many other questions. We present a number of examples to highlight how the new data can be used to explore questions about why dictators start wars and why autocratic breakdown sometimes results in the establishment of a new autocratic regime rather than democratization. We discuss the implications of these findings for the Arab Spring.
The Strategic Shuffle: Ethnic Geography, the Internal Security Apparatus, and Elections in Kenya
For autocrats facing elections, officers in the internal security apparatus play a crucial role by engaging in coercion on behalf of the incumbent. Yet reliance on these officers introduces a principal-agent problem: Officers can shirk from the autocrat's demands. To solve this problem, autocrats strategically post officers to different areas based on an area's importance to the election and the expected loyalty of an individual officer, which is a function of the officer's expected benefits from the president winning reelection. Using a data set of 8,000 local security appointments within Kenya in the 1990s, one of the first of its kind for any autocracy, I find that the president's coethnic officers were sent to, and the opposition's coethnic officers were kept away from, swing areas. This article demonstrates how state institutions from a country's previous authoritarian regime can persist despite the introduction of multi-party elections and thus prevent full democratization.
Europe’s Other Democratic Deficit: National Authoritarianism in Europe’s Democratic Union
This article argues for a radical recasting of the European Union democratic deficit debate. Critics have long argued that the EU suffers from a democratic deficit and that growing EU power undermines national democracy. But recent backsliding on democracy and the rule of law in Hungary and Poland reminds us that grave democratic deficits can also exist at the national level in member states and that the EU may have a role in addressing them. This article will place the EU’s struggles with democratic deficits in its member states in comparative perspective, drawing on the experience of other democracies that have struggled with pockets of subnational authoritarianism. Comparative analysis suggests that considerations driven by partisan politics may allow local pockets of autocracy to persist within otherwise democratic political unions.
Oil and Autocratic Regime Survival
This article uncovers a new mechanism linking oil wealth to autocratic regime survival: the investigation tests whether increases in oil wealth improve the survival of autocracies by lowering the chances of democratization, reducing the risk of transition to subsequent dictatorship, or both. Using a new measure of autocratic durability shows that, once models allow for unit effects, oil wealth promotes autocratic survival by lowering the risk of ouster by rival autocratic groups. Evidence also indicates that oil income increases military spending in dictatorships, which suggests that increasing oil wealth may deter coups that could have caused a regime collapse.
Political Machines at Work Voter Mobilization and Electoral Subversion in the Workplace
The authors explore how modern autocrats win elections by inducing employers to mobilize their employees to vote for the regime and thereby subvert the electoral process. using two original surveys of employers and workers conducted around the 2011 parliamentary elections in russia, they find that just under one-quarter of employers engaged in some form of political mobilization. they then develop a simple framework for identifying which firms engage in voter mobilization and which workers are targeted for mobilization. firms that are vulnerable to state pressure—financially dependent firms and those in sectors characterized by asset immobility—are among the most common sites of workplace-based electoral subversion. the authors also find that workers who are especially dependent on their employer are more likely to be targeted for mobilization. By identifying the conditions under which workplace mobilization occurs in authoritarian regimes, the authors contribute to the long-standing debate about the economic bases of democratization. in addition, they explore an understudied means of subverting elections in contemporary autocracies: the use of economic coercion to mobilize voters. Moreover, their research finds that clientelist exchange can thrive in industrial settings and in the absence of deeply embedded political parties.
Democracy and Multilateralism: The Case of Vote Buying in the UN General Assembly
Democracies are more supportive of US positions on important votes in the UN General Assembly than of nondemocracies. Is this because democracies share common perspectives, or does this pattern reflect coercion? Since 1985, US law has stipulated that the US State Department identify important votes and that aid disbursements reflect voting decisions. To unravel these alternative explanations, we introduce a strategic statistical model that allows us to estimate voting preferences, vulnerability to influence, and credibility of linkage, which are theoretical quantities of interest that are not directly observable. The results reject the hypothesis of shared democratic values: poor democracies have voting preferences that are more oppositional to US positions than autocracies, and they are more willing than autocracies to take symbolic stands that may cost them foreign aid. Democracies support US positions, however, because US aid linkages are more credible when directed toward democratic countries. Splitting the sample into Cold War and post–Cold War segments, we find that the end of the Cold War changed the way US linkage strategies treated allies and left- and right-leaning governments, but the effects of democracy remained constant.
A dictator's toolkit: Understanding how co-optation affects repression in autocracies
A dictator's motivation for using repression is fairly clear, but why some repress more than others or favor particular types of repressive strategies is less obvious. Using statistical analysis, this article demonstrates that a dictator's reliance on co-optation fundamentally alters how repression is used. Specifically, it finds that co-optation through the use of political parties and a legislature creates incentives that lead dictators to decrease empowerment rights restrictions, like censorship, while increasing physical integrity rights violations, like torture and political imprisonment. This occurs because, by creating parties and a legislature, a dictator draws his potential opposition out of the general public and into state institutions, making it easier to identify who these opponents are, to monitor their activities, and to gauge the extent of their popular support. This reduces the need to impose broad types of repressive measures, like empowerment rights restrictions, that breed discontent within the overall population. At the same time, co-optation creates the risk that rivals, once co-opted, will use their positions within the system to build their own bases of support from which to seek the dictator's overthrow, generating incentives for dictators to increase physical integrity violations to limit the threat posed by these individuals.
Autocracies and Terrorism: Conditioning Effects of Authoritarian Regime Type on Terrorist Attacks
Although empirical research has generally demonstrated that democracies experience more terrorism than autocracies, research suggests that this depends upon complex institutional differences that go beyond the democracy-autocracy divide. This study examines these differences, linking institutions to strategies of coercion and co-optation. Using zero-inflated negative binomial regression estimations on Geddes' (2003) autocratic regime-type data for 161 countries between 1970 and 2006, we find that single-party authoritarian regimes consistently experience less domestic and international terrorism relative to military autocracies and democracies. This finding is robust to a large number of specifications, underscoring the explanatory power of regime type for predicting terrorism. Our explanation for these findings is that party-based autocracies have a wider range of coercion and co-option strategies that they can employ to address grievance and dissent than do other, more strategically restricted, regimes.
The Perils of Unearned Foreign Income: Aid, Remittances, and Government Survival
Given their political incentives, governments in more autocratic polities can strategically channel unearned government and household income in the form of foreign aid and remittances to finance patronage, which extends their tenure in political office. I substantiate this claim with duration models of government turnover for a sample of 97 countries between 1975 and 2004. Unearned foreign income received in more autocratic countries reduces the likelihood of government turnover, regime collapse, and outbreaks of major political discontent. To allay potential concerns with endogeneity, I harness a natural experiment of oil price–driven aid and remittance flows to poor, non–oil producing Muslim autocracies. The instrumental variables results confirm the baseline finding that authoritarian governments can harness unearned foreign income to prolong their rule. Finally, I provide evidence of the underlying causal mechanisms that governments in autocracies use aid and remittances inflows to reduce their expenditures on welfare goods to fund patronage.
