Estimating Residential Water Demand Under Systematic Shifts Between Uniform Price (UP) and Increasing Block Tariffs (IBT)

We evaluate whether changing from a uniform price (UP) to an increasing block tariff (IBT) changes people's behavior. We exploit a unique setting in which the price scheme moves back and forth yearly from UP to IBT. We discuss the effectiveness of IBT in reducing summer consumption. This issue is relevant to many countries and policymakers interested in designing tariff structures. There is no evidence of how the same consumer may react to systematically switching from one tariff structure to another yearly. We estimate the residential water demand and its price elasticity using a generalized least squared random effect model for the UP and the discrete/continuous choice model for the IBT. In addition, we split the sample between low and high‐consumption groups. For the low consumption group unaffected by the tariff change, the elasticity in the nonsummer months is higher (more elastic) than in the summer. Consumers in this group reduce their elasticity from nonsummer to summer months (−0.299 vs. −0.071, respectively) and increase their consumption by 13%. The high consumption group increased its summer consumption, but only by 8.7%, and contrary to the first group, its elasticity increased significantly (from −0.299 to −0.568). The high‐consumption group is indeed affected by the change in tariff. From a policy perspective, this implies that the IBT structure is relevant. However, if the policy seeks to promote conservation, it needs to be adjusted to a lower decile of the water consumption distribution to affect a more significant portion of the population. The Africa Infrastructure Country Diagnostic (AICD) has produced continent-wide analysis of many aspects of Africa's infrastructure challenge. The main findings were synthesized in a flagship report titled Africa's Infrastructure: a time for transformation, published in November 2009. Meant for policy makers, that report necessarily focused on the high-level conclusions. It attracted widespread media coverage feeding directly into discussions at the 2009 African Union Commission Heads of State Summit on Infrastructure. Although the flagship report served a valuable role in highlighting the main findings of the project, it could not do full justice to the richness of the data collected and technical analysis undertaken. There was clearly a need to make this more detailed material available to a wider audience of infrastructure practitioners. Hence the idea of producing four technical monographs, such as this one, to provide detailed results on each of the major infrastructure sectors, information and communication technologies (ICT), power, transport, and water, as companions to the flagship report. These technical volumes are intended as reference books on each of the infrastructure sectors. They cover all aspects of the AICD project relevant to each sector, including sector performance, gaps in financing and efficiency, and estimates of the need for additional spending on investment, operations, and maintenance. Each volume also comes with a detailed data appendix, providing easy access to all the relevant infrastructure indicators at the country level, which is a resource in and of itself.
Infrastructure in Latin America and the Caribbean : recent developments and key challenges

This book reviews Latin America's experience with infrastructure reform over the last fifteen years. It argues that the region's infrastructure has suffered from public retrenchment and unrealistic expectations about private involvement. Poor infrastructure now hampers productivity, growth, and poverty reduction. Addressing this requires more and better spending, and acceptance that governments remain central to infrastructure provision and supervision, although the private sector still has an important role to play.

Workers' remittances have become a major source of financing for developing countries and are especially important in Latin America and the Caribbean, which is at the top of the ranking of remittance receiving regions in the world. While there has been a recent surge in analytical work on the topic, this book is motivated by the large heterogeneity in migration and remittance patterns across countries and regions, and by the fact that existing evidence for Latin America and the Caribbean is restricted to only a few countries, such as Mexico and El Salvador. Because the nature of the phenomenon varies across countries, its development impact and policy implications are also likely to differ in ways that are still largely unknown. This book helps fill the gap by exploring, in the specific context of Latin America and Caribbean countries, some of the main questions faced by policymakers when trying to respond to increasing remittances flows. The book relies on cross-country panel data and household surveys for 11 Latin American countries to explore the development impact of remittance flows along several dimensions: growth, poverty, inequality, schooling, health, labor supply, financial development, and real exchange rates.
Households' preferences for water tariff structures in Kathmandu, Nepal

Despite being politically sensitive, water tariffs are frequently administered without information about households' preferences for tariff structures. In this paper we examine the tariff preferences of 1,500 households in Kathmandu, Nepal. We first use a bivariate probit model to examine stated preferences for (1) an increasing block tariff (IBT) and (2) a positive fixed charge. We find that household preferences for IBTs and fixed charges are not easily explained by household socioeconomic and water use characteristics. Second, we ask respondents what they think a fair water bill would be for a randomly assigned quantity of water. We model the responses as a function of both quantity and household socioeconomic and water use characteristics. While households support a water tariff that results in a household's water bill increasing as a household's water use increases, we do not find evidence that households support an increasing, nonlinear relationship between water use and a household's water bill. Our results suggest that respondents desire affordable piped water services and water bills that are calculated fairly for everyone. Because the notion of fairness in Kathmandu varies, utility managers may have considerable latitude in choosing a tariff structure that focuses on other objectives, such as cost recovery, revenue stability, and economic efficiency.

Consider a water supplier who determines sales rates with the goals of maximizing profits, protecting consumer welfare, and ensuring adequate future water supplies. Buyers are differentiated and can use the water for domestic, agricultural, and industrial purposes. We propose a leader-follower finite-horizon differential game. The leader (the water supplier) determines the selling price and the followers (consumers) react by requesting their optimal amount of water. We calculate a feedback Stackelberg equilibrium assuming that all user demand is satisfied (interior equilibrium). We compare two different tariff schemes: linear tariffs (the price paid is a multiple of the volume of water purchased), and increasing block tariffs (the unit price is lower for quantities of water that do not exceed a fixed threshold). We show that block pricing is never optimal and linear pricing is always preferred.

Price and Behavioural Signals to Encourage Household Water Conservation: Implications for the UK

Water scarcity is a global concern. Even in non-drought situations the political and economic costs of developing water resources may favour conservation. Using a single high price to constrain demand raises distributional and political challenges. Increasing block tariffs (IBTs) have been proposed as a solution, balancing incentives for conservation with an equitable distribution of costs across households. Our survey indicates the international evidence on using IBTs to conserve water is mixed, highlighting the operational challenges of implementing effective IBTs. An alternative approach that may side-step affordability concerns are non-price conservation interventions. Robust evidence on behavioural interventions to conserve water is limited, although social comparisons appear effective. Nevertheless, existing price and behavioural interventions have typically been implemented in response to droughts, thus caution is needed when generalising this evidence to non-drought situations. We discuss the applicability of IBTs to the UK, highlighting an essential pre-condition is detailed research to understand a locality’s water consumers and their water demand.

The sustainable management of water resources can be pursued through effective tariff policies capable of discouraging water wastefulness. Increasing Block Tariffs (IBT) represent a method of pricing the water service which consists of providing various tariff ranges, with a unit cost that increases as consumption increases. The definition of the consumption ranges and the relative tariffs must guarantee the right balance between the needs of the users and the need to protect the resource according to 2030 Sustainable Development Goals (SDGs). This study proposes an optimization model useful for ensuring the tariff structure complies with the guidelines dictated by the Integrated Text for Water Services Tariffs (TICSI), an Italian standard that aims to rationalize and level out the fee structure at the national level. The purpose of the model is to guarantee the sustainability of the tariffs for users, protect less well-off households, and, at the same time, to ensure that the fees grow with consumption in an optimal way for the operator, in compliance with the economic constraints imposed by the national authority (ARERA). The model, which consists of a non-linear function capable of minimizing the difference between the tariffs before and after TICSI’ rules implementation, was tested through a case study. Specifically, the optimal water tariffs for each consumption range were defined for an operator in Southern Italy. The proposed model makes it possible to integrate EU guidelines relating to “polluter pays” and the protection of water resources more effectively into the national regulatory framework.

IMPROVE THE INCREMENTAL BLOCK TARIFFS OF ELECTRICITY: TO HARMONIZE PRICING POLICY TARGETS IN THE NEW CONTEXT OF POWER SUPPLY AND DEMAND IN VIETNAM

The existing retail electricity tariff for households in Vietnam is the incremental block structure. However, the most recent revision of the electricity tariff structure was in 2014 which it was 7 years - a long period of change in conditions of electricity supply and consumption leading to the need to adjust this structural price appropriately. This article provides an in-depth analysis of the current residential block tariff of residential electricity use to identify shortcomings, thereby, for building options to improve this incremental block tariff structure to ensure the harmonization of different pricing targets especially the equity, efficiency and promote the electricity saving, in the new context of electricity supply and demand in Vietnam.

Getting ready for the Anthropocene: overcoming obstacles on the development path for municipal water and sanitation services

This paper describes three phases that cities go through for the delivery of municipal water and sanitation services, identifying the main political, technological, socio-institutional, financial, public health forces of disequilibria that push cities along this development path. Data from the Global Water Intelligence and the World Bank’s International Benchmarking Network show that most of the countries with utilities with limited piped water coverage (Phase 1) have an annual GDP per capita less than US$5000. In contrast, most countries with an annual GDP per capita greater than US$10 000 have close to universal piped water coverage (Phase 3). We find no statistically significant relationship between country-level water scarcity and the average water prices charged by utilities in a country. We discuss a comprehensive policy mix with four components that municipal water utilities need to address the growing water deficits as rising demands confront limited supplies: (1) reduction of nonrevenue water, (2) source diversification, (3) reduction of customer water use, and (4) establishment of financial reserves to address climate-related emergencies.
