FINANCIAL AND BUDGETARY PROVISION OF SOCIAL PROTECTION OF THE POPULATION OF UKRAINE UNDER THE CONDITIONS OF THE STATE OF MARTIAL
In the conditions of war, there is a need to improve the system of financial and budgetary provision of social protection and to develop an appropriate strategy, which will become the basis for reforming this system. The purpose of the study is to evaluate the system of financial and budgetary support for the social protection of the population of Ukraine in conditions of war and to justify the strategic tasks of the financial and budgetary policy of the state regarding its improvement. Applied methods: scientific generalization and abstraction, complex analysis, dialectical, sampling, economic and statistical. The research is based on the hypothesis that the level of coordination of the instruments of the state's financial and budgetary policy determines the country's ability to ensure the stability of the system of financial and budgetary provision of social protection, to minimize the risks of violation of human social security. Peculiarities of social support of Ukraine from the international community in conditions of war, the analysis of the system of financial and budgetary support for the social protection of the population of Ukraine is carried out, and the directions of the financial and budgetary policy of the state regarding the development of the system of financial and budgetary support for the social protection of the population are determined. It is substantiated that the development of institutional mechanisms for the management of state resources in the context of the financial and budgetary provision of social protection will contribute to ensuring the social security of people, the use of a combinatorial toolkit of financial and budgetary provision of social protection of Ukraine in the conditions of war should correspond to the priority of increasing the level of financing of the state's defence capability.
Efficiency of Government Support for the Manufacturing Sector in Russian Industrial Regions
The Russian manufacturing sector is concentrated in regions considered as potential centres of technological development, productivity growth and long-term export opportunities. Realization of this potential requires the timely implementation of effective support measures. Using relevant statistics, the study aims to analyse how budget subsidies affect the dynamic and structural aspects of the development of Russian industrial regions. The research methodology is based on assessing the total budgetary cost of government support and correlating it with regional industrial indicators. To this end, data from the Treasury of Russia, statistical indicators, industry databases and target indicators were examined. The study revealed that government subsidies not always positively affect the industry target parameters, even distorting market mechanisms. In general, the implementation of state programmes in Russia has led to an increase in export volumes, costs for innovative activities and labour productivity with stable employment in industry. However, in industrial regions, an increase in the share of the manufacturing sector does not cause an increase in economic growth. In addition, fixed capital investment in the manufacturing sector is lower in these regions. A sharp increase in the number of high performance employees due to the implementation of support measures was observed in Russia and individual industrial regions. In terms of innovative activity, the number of patent applications in industrial regions is significantly lower than the national average. The efficiency of industry support measures in the Russian Federation can be re-evaluated based on the obtained results. Future research will focus on further detailing the budgetary cost of government support and assessing its long-term results.
Rural development policy on areas with natural constraints in the Republic of Serbia
The aim of the research is to present the main challenges of Serbian agricultural policy towards areas with natural constraints in terms of delimitation, available measures and budgetary support. The methodological framework includes: descriptive statistics of areas with natural constraints, a qualitative analysis of strategic and programming documents and a quantitative analysis of budgetary transfers to agriculture. The results have revealed that a significant share of agricultural resources are concentrated in the areas with natural constraints, but, despite this fact, there is no specific measure for farms located in these areas. The implemented support measures are more oriented towards economic aspects, while other aspects such as promotion of sustainable farming practices and maintenance of the countryside are neglected. The Serbian policy towards areas with natural constraints needs to be more harmonized with the European policy (in terms of delimitation and support), and tailored to the specific needs of farmers in these areas.
Assessment of the Regional Government’s Efficiency
The article analyses domestic and foreign practice of assessing the regional government’s efficiency. It al so examines the legislative framework that regulates such assessment. Based on the analysis’ results we propose measures to improve the regulatory framework. The research hypothesis is that the current methodology for assessing the regional government’s efficiency cannot comprehensively reflect the real situation. Considering additional factors of social and innovative development, which mostly impact the gross domestic product as the main performance indicator of a region, will increase the effectiveness of the regional government. Using regression analysis, we determined, how much the indicators used for calculating the regional government’s efficiency in accordance with the legislative framework, influence the gross regional product. We also analysed additional factors that significantly impact the gross regional product. In addition, we built a comprehensive model for assessing the regional government’s efficiency based on the linear regression method. The research has shown that the current legislative framework does not include a complete list of factors that affect the region’s development. Furthermore, the criteria for defining the most efficient regions (that receive additional grant support based on the assessment) do not allow implementing the stimulating function for these measures. The current procedure for grant support allocation to the most efficient regions leads to the increase of the regional development’s differentiation. We provide a number of proposals for supplementing and improving the methodology for the regional government’s efficiency, which are based on including additional factors that allow a comprehensive assessment of the regional management’s efficiency. The study’s results can be used for justifying the changes and amendments to the current legislative acts.
Contingent Liabilities: Issues and Practice
Contingent liabilities have gained prominence in the analysis of public finance. Indeed, history is full of episodes in which the financial position of the public sector is substantially altered-or its true nature uncovered-as a result of government bailouts of financial or nonfinancial entities, in both the private and the public sector. The paper discusses theoretical and practical issues raised by contingent liabilities, including the rationale for taking them on, how to safeguard against the fiscal risks associated with them, how to account and budget for them, and how to disclose them. Country experiences are used to illustrate ways these issues are addressed in practice and challenges faced. The paper also points to good practices related to the mitigation, management and disclosure of risks from contingent liabilities.
Government Subsidies: Concepts, International Trends, and Reform Options
This paper addresses the problems of defining and measuring government subsidies, examines why and how government subsidies are used as a fiscal policy tool, assesses their economic effects, appraises international empirical evidence on government subsidies, and offers options for their reform. Recent international trends in government subsidy expenditure are analyzed for the 16-year period from 1975 to 1990, using general government subsidy data for 60 countries from the System of National Accounts (SNA) and central government expenditure on subsidies and other current transfers for 68 countries from Government Finance Statistics (GFS). The paper reviews major policy options for subsidy reform, focusing on ways to improve the cost-effectiveness of subsidy programs.
