Former jail guard arrested on rape charges

According to Whitman County Senior Deputy Prosecutor Carol Laverne, deputies had been looking for [Howard Banks] to question him and later arrest him. On Wednesday,they learned he had left the area and taken a number of pills in an attempt to overdose, according to a Sheriff's Office report. Police issued an all-points bulletin out of concern for his safety and the safety of the community, Sheriff Brett Myers said. According to a sergeant's report, the Sheriff's Office was investigating a claim that a 13-year-old girl had intercourse with Banks at his home in February. The officer interviewing the alleged victim this week reported that the girl said Banks initiated sex with her at his home on three separate occasions, at least once in the presence of his wife. The victim believes he may have had contact with other girls, said the report. Banks is a former employee and those investigating him have no connection to him, he said. Banks had worked at the jail for seven years and had lived in Malden for six.

[Robert Baker] says \"signal coordination on roadways that have left-turn arrows, pedestrian-activated crossings and non-uniform signal spacing does not always function as expected. The main reason is the need to accommodate left-turn traffic. The coordination pattern is intended to move traffic from one signal to the next along Tramway in both the north and south direction(s). When a left-turning vehicle is not present, this results in what is referred to as an 'early release.' This causes motorists to arrive at the next signal earlier than expected and possibly on a red light.\" \"Something similar to this occurs when a pedestrian activates the pedestrian-crossing signal to cross Tramway,\" Baker says. \"The system is thrown out of coordination and takes time to recover.\" \"To improve the coordination and because the volume of left- turning vehicles is fairly light, it was decided to eliminate the left-turn phases,\" Baker says. \"After making these modifications, the coordination along Tramway seems to be running well. Ex-deputy pleads guilty to child rape; Howard Banks admits having sex with 13-year-old girl

A former Whitman County sheriff's deputy pleaded guilty Friday to two counts of second-degree child rape for encounters he had with a 13-year-old Malden girl. To reach a plea agreement in the case, the prosecution dropped a third charge of rape involving the same victim. The victim's family wanted to avoid a trial and the trauma of a public vetting of the crimes, said Senior Deputy Prosecutor Carol Laverne. The prosecution also agreed not to charge Banks with any other crimes it might be aware of in connection with this case. In her statement to the court, Laverne asked that Banks be relocated to another jail, saying that his incarceration in Whitman County is difficult for his former co-workers. Because Banks knows the jail and has had prior contact with some of the current inmates, he has been kept in isolation. That too is a problem for the jail, which could use the limited isolation space for other inmates, said Laverne.
