Mr. [J. Christiaan Heunis] pledged his loyalty to the ailing South African leader today. ''We are all bound, during the State President's absence, to continue doing what he would have done and to do it in that spirit,'' Mr. Heunis said, at a time of growing uncertainty within the ranks of the governing National Party. Under the South African Constitution, Mr. Botha can continue to direct affairs of state from his hospital bed as long as he is ''of sound mind.'' Mr. Botha said he and his Cabinet colleagues would do everything possible to ease Mr. Heunis's ''difficult'' task. His Speech Not Affected

''He was discouraged by the ceiling that Government policies had placed on the country's growth rate,'' one colleague said. ''Chris Ball never recovered from the effects of that commission,'' said one Johannesburg business executive. ''Whatever the facts, public perceptions of his conduct made it difficult for the bank to return to normal.'' ''The Anglo American Corporation would not have done anything so soon after the findings,'' said a colleague of Mr. Ball. ''But by the third quarter of 1988, it was clear that Mr. Ball was on the way out.''
