LOCAL CLIMATE ZONES FOR URBAN TEMPERATURE STUDIES

The effect of urban development on local thermal climate is widely documented in scientific literature. Observations of urban–rural air temperature differences—or urban heat islands (UHIs)—have been reported for cities and regions worldwide, often with local field sites that are extremely diverse in their physical and climatological characteristics. These sites are usually described only as “urban” or “rural,” leaving much uncertainty about the actual exposure and land cover of the sites. To address the inadequacies of urban–rural description, the “local climate zone” (LCZ) classification system has been developed. The LCZ system comprises 17 zone types at the local scale (10² to 10⁴ m). Each type is unique in its combination of surface structure, cover, and human activity. Classification of sites into appropriate LCZs requires basic metadata and surface characterization. The zone definitions provide a standard framework for reporting and comparing field sites and their temperature observations. The LCZ system is designed primarily for urban heat island researchers, but it has derivative uses for city planners, landscape ecologists, and global climate change investigators.

‘Mapping’ and ‘doing’ critical geographies of home

This paper reviews the diverse literatures on negative experiences of home at the domestic scale and sets out an agenda to further ‘critical geographies of home’. Tying into broader debates in critical geography on the delineations between the ‘mapping’ of exclusionary landscapes versus the ‘doing’ of something to transform them, the paper finds that the line between these two modes should not always be dichotomously drawn. Now is the time that the burgeoning interest in, and catalogue of research on, home is capitalized upon by pushing towards a critical geography that simultaneously illuminates and catalyses the addressing of domestic injustice.

Everyday terrorism

This paper remaps the geographies of terrorism. Everyday terrorism (domestic violence) and global terrorism are related attempts to exert political control through fear. Geographical research on violence neatly reflects the disproportionate recognition and resourcing that global terrorism receives from the state. The paper explores the parallels, shared foundations and direct points of connection between everyday and global terrorisms. It does so across four interrelated themes: multiscalar politics and securities, fear and trauma, public recognition and recovery, and the inequitable nature of counter-terrorisms. It concludes with implications for addressing terrorisms and for future research.

A systematic review of observed climate change adaptation in developed nations

Issue Title: Climatic Change Letters | Edited by Michael Oppenheimer | pages 327-345 We develop and apply a systematic mixed-methods literature review methodology to identify and characterize how climate change adaptation is taking place in developed nations. We find limited evidence of adaptation action. Where interventions are being implemented and reported on, they are typically in sectors that are sensitive to climate impacts, are most common at the municipal level, facilitated by higher-level government interventions, with responses typically institutional in nature. There is negligible description of adaptation taking place with respect to vulnerable groups, with reporting unequal by region and sector. The methodology offers important insights for meta-analyses in climate change scholarship and can be used for monitoring progress in adaptation over time.[PUBLICATION ABSTRACT]

World Meteorological Organization Assessment of the Purported World Record 58°C Temperature Extreme at El Azizia, Libya (13 September 1922)

On 13 September 1922, a temperature of 58°C (136.4°F) was purportedly recorded at El Azizia (approximately 40 km south-southwest of Tripoli) in what is now modern-day Libya. That temperature record of 58°C has been cited by numerous world-record sources as the highest recorded temperature for the planet. During 2010–11, a World Meteorological Organization (WMO) Commission of Climatology (CCl) special international panel of meteorological experts conducted an in-depth investigation of this record temperature for the WMO World Archive of Weather and Climate Extremes (http://wmo.asu.edu/). This committee identified five major concerns with the 1922 El Azizia temperature extreme record, specifically 1) potentially problematical instrumentation, 2) a probable new and inexperienced observer at the time of observation, 3) unrepresentative microclimate of the observation site, 4) poor correspondence of the extreme to other locations, and 5) poor comparison to subsequent temperature values recorded at the site. Based on these concerns, the WMO World Archive of Weather and Climate Extremes rejected this temperature extreme of 58°C as the highest temperature officially recorded on the planet. The WMO assessment is that the highest recorded surface temperature of 56.7°C (134°F) was measured on 10 July 1913 at Greenland Ranch (Death Valley), California.

Preemption, precaution, preparedness: Anticipatory action and future geographies

The paper focuses on how futures are anticipated and acted on in relation to a set of events that are taken to threaten liberal democracies. Across different domains of life the future is now problematized as a disruption, a surprise. This problematization of the future as indeterminate or uncertain has been met with an extraordinary proliferation of anticipatory action. The paper argues that anticipatory action works through the assembling of: styles through which the form of the future is disclosed and related to; practices that render specific futures present; and logics through which anticipatory action is legitimized, guided and enacted.

CAUSES AND PREDICTABILITY OF THE 2012 GREAT PLAINS DROUGHT

Central Great Plains precipitation deficits during May–August 2012 were the most severe since at least 1895, eclipsing the Dust Bowl summers of 1934 and 1936. Drought developed suddenly in May, following near-normal precipitation during winter and early spring. Its proximate causes were a reduction in atmospheric moisture transport into the Great Plains from the Gulf of Mexico. Processes that generally provide air mass lift and condensation were mostly absent, including a lack of frontal cyclones in late spring followed by suppressed deep convection in the summer owing to large-scale subsidence and atmospheric stabilization.
Seasonal forecasts did not predict the summer 2012 central Great Plains drought development, which therefore arrived without early warning. Climate simulations and empirical analysis suggest that ocean surface temperatures together with changes in greenhouse gases did not induce a substantial reduction in sum mertime precipitation over the central Great Plains during 2012. Yet, diagnosis of the retrospective climate simulations also reveals a regime shift toward warmer and drier summertime Great Plains conditions during the recent decade, most probably due to natural decadal variability. As a consequence, the probability of the severe summer Great Plains drought occurring may have increased in the last decade compared to the 1980s and 1990s, and the so-called tail risk for severe drought may have been heightened in summer 2012. Such an extreme drought event was nonetheless still found to be a rare occurrence within the spread of 2012 climate model simulations. The implications of this study's findings for U.S. seasonal drought forecasting are discussed.

Reckoning with ruins

Scholarly interest in ruins and derelict spaces has intensified over the last decade. We assess a broad selection of the resulting literature and identify several key themes. We focus on how ruins may be used to critically examine capitalist and state manifestations of power; we consider the way in which ruins may challenge dominant ways of relating to the past; and we look at how ruins may complicate strategies for practically and ontologically ordering space. We speculate about the motivations for this surge of current academic interest, draw out resonances with current trends in geographical thinking, and suggest directions for future research.

Government by experiment? Global cities and the governing of climate change

In this paper, we argue for an approach that goes beyond an institutional reading of urban climate governance to engage with the ways in which government is accomplished through social and technical practices. Central to the exercise of government in this manner, we argue, are 'climate change experiments' – purposive interventions in urban socio-technical systems designed to respond to the imperatives of mitigating and adapting to climate change in the city. Drawing on three different concepts – of governance experiments, socio-technical experiments, and strategic experiments – we first develop a framework for understanding the nature and dynamics of urban climate change experiments. We use this conceptual analysis to frame a scoping study of the global dimensions of urban climate change experimentation in a database of 627 urban climate change experiments in 100 global cities. The analysis charts when and where these experiments occur, the relationship between the social and technical aspects of experimentation and the governance of urban climate change experimentation, including the actors involved in their governing and the extent to which new political spaces for experimentation are emerging in the contemporary city. We find that experiments serve to create new forms of political space within the city, as public and private authority blur, and are primarily enacted through forms of technical intervention in infrastructure networks, drawing attention to the importance of such sites in urban climate politics. These findings point to an emerging research agenda on urban climate change experiments that needs to engage with the diversity of experimentation in different urban contexts, how they are conducted in practice and their impacts and implications for urban governance and urban life.
