The judge said the case therefore belongs in Richmond. Defense attorney Robert F. Hagans Jr. argued that the Norfolk court had no jurisdiction because Cross and Branton were married in Richmond.
S'ville officials cleared in inquiry; ETHICS PROBE: This is the second time that charges by Mike Rose have been turned aside, but Rose plans to appeal
CORRECTION 12/14/00): On Oct. 25, The Post and Courier published an article titled, \"S'ville officials cleared in inquiry.\" The article stated the State Ethics Commission ruled that neither John F. Wilbanks, town administrator at the time, nor Mayor Berlin Myers knew ahead of time that the then-Summerville fire chief planned to appear in the filming of an election ad. Instead, the Ethics Commission ruled that there was no probable cause to indicate that either Wilbanks or Myers violated the law governing the use of government personnel or public property in an election campaign. State Ethics Commission investigators looked into charges that Mayor Berlin Myers and Town Administrator Jack Wilbanks knew ahead of time but didn't stop Bill Branton from filming a 1997 election campaign ad with then-fire chief Ricky Waring at the fire station. The Ethics Commission ruled that neither Wilbanks nor Myers knew ahead of time about the fire station ad and that the Transportation Department did not authorize the other ad.
