It was a battle he fought for many years,\" said Brewster, a former Maryland House delegate and Towson, Md., resident. \"He tried to make up for that in public service.\"

Daniel Brewster, 20, pleaded guilty Tuesday to a charge of careless driving under the Traffic Safety Act and was fined $2,000 and had his licence suspended for three months. Brewster, ending his two-year stint as chairman of the Governor's Advisory Council on AIDS, says he favors routinely testing patients for the AIDS virus when they enter a hospital. Brewster said he believes Maryland doctors should be required not only to report AIDS cases to the state health department, but also to notify state officials of the existence of HIV-infected patients.
