Why Budgets Matter
When the first edition of Why Budgets Matter was published in 2003, the federal budget had fallen back into deficit. At the time, fairly modest changes in taxes and spending would have ensured that deficits and debt would remain at tolerable levels. Instead, the disconnect between taxes and spending that had plagued the United States since the 1960s grew even greater. A near-catastrophic economic collapse beginning in December 2007 then magnified the fiscal consequences of irresponsible policy choices. This new edition examines how and why the balanced-budget equilibrium of the 1990s was destabilized in the 2000s. It also places this latest partisan battle over the size of government in historical perspective by exploring its connection to earlier budget policy eras.
The national origins of policy ideas
In politics, ideas matter. They provide the foundation for economic policymaking, which in turn shapes what is possible in domestic and international politics. Yet until now, little attention has been paid to how these ideas are produced and disseminated, and how this process varies between countries.The National Origins of Policy Ideasprovides the first comparative analysis of how \"knowledge regimes\"-communities of policy research organizations like think tanks, political party foundations, ad hoc commissions, and state research offices, and the institutions that govern them-generate ideas and communicate them to policymakers. John Campbell and Ove Pedersen examine how knowledge regimes are organized, operate, and have changed over the last thirty years in the United States, France, Germany, and Denmark. They show how there are persistent national differences in how policy ideas are produced. Some countries do so in contentious, politically partisan ways, while others are cooperative and consensus oriented. They find that while knowledge regimes have adopted some common practices since the 1970s, tendencies toward convergence have been limited and outcomes have been heavily shaped by national contexts. Drawing on extensive interviews with top officials at leading policy research organizations, this book demonstrates why knowledge regimes are as important to capitalism as the state and the firm, and sheds new light on debates about the effects of globalization, the rise of neoliberalism, and the orientation of comparative political economy in political science and sociology.
Lobbying America
Lobbying Americatells the story of the political mobilization of American business in the 1970s and 1980s. Benjamin Waterhouse traces the rise and ultimate fragmentation of a broad-based effort to unify the business community and promote a fiscally conservative, antiregulatory, and market-oriented policy agenda to Congress and the country at large. Few developments have had broader consequences for the public sector than the introduction of the Internet and digital technology. In this book, Darrell West discusses how new technology is altering governmental performance, the political process, and democracy itself by improving government responsiveness and increasing information available to citizens. Using multiple methods--case studies, content analysis of over 17,000 government Web sites, public and bureaucrat opinion survey data, an e-mail responsiveness test, budget data, and aggregate analysis--the author presents the most comprehensive study of electronic government ever undertaken. Among other topics, he looks at how much change has taken place in the public sector, what determines the speed and breadth of e-government adoption, and what the consequences of digital technology are for the public sector. Written in a clear and analytical manner, this book outlines the variety of factors that have restricted the ability of policy makers to make effective use of new technology. Although digital government offers the potential for revolutionary change, social, political, and economic forces constrain the scope of transformation and prevent government officials from realizing the full benefits of interactive technology.
The other invisible hand
How can we ensure high-quality public services such as health care and education? Governments spend huge amounts of public money on public services such as health, education, and social care, and yet the services that are actually delivered are often low quality, inefficiently run, unresponsive to their users, and inequitable in their distribution. In this book, Julian Le Grand argues that the best solution is to offer choice to users and to encourage competition among providers. Le Grand has just completed a period as policy advisor working within the British government at the highest levels, and from this he has gained evidence to support his earlier theoretical work and has experienced the political reality of putting public policy theory into practice. He examines four ways of delivering public services: trust; targets and performance management; \"voice\"; and choice and competition. He argues that, although all of these have their merits, in most situations policies that rely on extending choice and competition among providers have the most potential for delivering high-quality, efficient, responsive, and equitable services. But it is important that the relevant policies be appropriately designed, and this book provides a detailed discussion of the principal features that these policies should have in the context of health care and education. It concludes with a discussion of the politics of choice.
Death by a thousand cuts
This fast-paced book by Yale professors Michael Graetz and Ian Shapiro unravels the following mystery: How is it that the estate tax, which has been on the books continuously since 1916 and is paid by only the wealthiest two percent of Americans, was repealed in 2001 with broad bipartisan support? The mystery is all the more striking because the repeal was not done in the dead of night, like a congressional pay raise. It came at the end of a multiyear populist campaign launched by a few individuals, and was heralded by its supporters as a signal achievement for Americans who are committed to the work ethic and the American Dream. Graetz and Shapiro conducted wide-ranging interviews with the relevant players: members of congress, senators, staffers from the key committees and the Bush White House, civil servants, think tank and interest group representatives, and many others. The result is a unique portrait of American politics as viewed through the lens of the death tax repeal saga. Graetz and Shapiro brilliantly illuminate the repeal campaign's many fascinating and unexpected turns--particularly the odd end result whereby the repeal is slated to self-destruct a decade after its passage. They show that the stakes in this fight are exceedingly high; the very survival of the long standing American consensus on progressive taxation is being threatened. Graetz and Shapiro's rich narrative reads more like a political drama than a conventional work of scholarship. Yet every page is suffused by their intimate knowledge of the history of the tax code, the transformation of American conservatism over the past three decades, and the wider political implications of battles over tax policy.
