Lord Butler expected to oversee reform of Lords
1998
Lord Butler, the former head of the home civil service, is set to lead the Royal Commission looking at the future shape of the House of Lords. Tony Blair believes the appointment of the former cabinet secretary will demolish Conservative claims that the chairman of the commission will be \"a poodle\". But it is unlikely that Lord Butler, who has been sounded out about the job, would be given the post if his views were strongly at odds with those of the prime minister, who is understood to favour an upper house consisting of appointed members, with a small directly elected element.
