Prospects of the Multilateral Cooperation Center for Development Finance (MCDF) to catalyse infrastructure financing
Initiated in 2017 and formally established in 2020, the Multilateral Cooperation Center for Development Finance (MCDF) is the latest addition to the development finance landscape in Asia. This article provides an in-depth analysis of MCDFʼs potential to offer additionality in development finance and its political legitimacy by comparing it to 18 development finance and capacity-building organisations. The article finds that while the MCDF contributes to closing the substantial infrastructure financing gap in Asia, it risks overlapping with existing initiatives to such a degree that it may become an inefficient use of resources while lacking legitimacy as a multilateral organisation due to its unclear relationship with Chinaʼs Belt and Road Initiative. From this outset, and given the climate mandates of its multilateral development bank members, this article finds that if the MCDF focuses specifically on green and climate finance, it could carve out an area where it can become a much-needed new platform for project development and coordination.

Gender, time use, and poverty in sub-Saharan Africa
The papers in this volume examine the links between gender, time use, and poverty in Sub-Saharan Africa. They contribute to a broader definition of poverty to include “time poverty,” and to a broader definition of work to include household work. The papers present a conceptual framework linking both market and household work, review some of the available literature and surveys on time use in Africa, and use tools and approaches drawn from analysis of consumption-based poverty to develop the concept of a time poverty line and to examine linkages between time poverty, consumption poverty, and other dimensions of development in Africa such as education and child labor.
The Effect of Physical and Environmental Factors of a “Child Development Center” on a Center’s Selection
The role of education is a key factor for an individual’s development. After the 1980s the findings of educational research has shown that preschool age is a very important period in one’s development. The single parent family structure and an increase in the number of working mothers have required children to attend schools in “child development centers” (CDC). Preschool education is becoming important in the new millennium because a child’s personality, emotions, cognitive and social abilities develop during the first five years. The purpose of this study is to investigate the reasons for selecting CDCs by parents and children by focusing on physical and environmental factors.  The sample was a diverse group of 95 parents and instructors who use CDCs at two different locations in Turkey. The instrument used in the study was a self-designed standardized questionnaire. The results should enlighten later CDC design studies, and give support for architects who design preschool education centers. The study may be used for educational, governmental and advertising purposes to contribute to changing the negative situation of poorly designed centers.
The relationship between national plant genetic resources programmes and practitioners promoting on-farm management: results from a global survey
A global survey was conducted among a wide range of stakeholders to gain insight into the state of on-farm management (OFM) as a strategy for enhancing the conservation and sustainable use of plant genetic resources for food and agriculture (PGRFA). The results show that OFM is not considered a priority in national PGRFA programmes (NPGRPs), and that OFM practitioners and their organizations are not always aware of, or involved in, NPGRPs. The survey also highlighted the lack of awareness, understanding and collaboration between OFM practitioners and the managers and policy-makers associated with NPGRPs. The outcome of the analysis supports a hypothesis that OFM is, to a large extent, supported by stakeholders who are not directly engaged in the conservation and use of PGRFA, and therefore not associated with NPGRPs. This should be taken into consideration when seeking to improve the performance and impact of national programmes, and their commitment to safeguard PGRFA and contribute to food security, poverty alleviation and sustainable agriculture.
Classroom Action Research-based Instruction: The Sustainable Teacher Professional Development Strategy
The purposes of this research were to study the current situation and to compare the consequences of the Child Development Centre teachers on classroom action research-based instruction. The sample was 81 teachers of the Child Development Centre of the Local Administrative Organisation, derived from multi-stage random sampling. The instruments were the semi-structured interview form, and the measurement form of learning management outcomes, which the validity was between 0.80-1.00 and reliability was 0.968. The data were analysed by percentage, mean, standard deviation, content analysis and independent t-test. The results showed that 1) most teachers conducted informal classroom research to solve children’s behaviour problems and to increase the development of children. They usually utilised their research than others, but still not much. 2) the consequences of the classroom action research-based instruction were significantly higher than the standard requirement instruction at the .05 level of significance. The outstanding results have been discussed.
The Transcriptional Regulation of Germinal Center Formation
Germinal centers (GCs) are essential structures of the humoral immune response, which form in the periphery in response to T cell dependent antigens. During the GC reaction, B cells undergo critical differentiation steps, which ultimately lead to the generation of antibodies with altered effector function and higher affinity for the selected antigen. Remarkably, many of the B cell tumors have their origin in the GCs; thus, understanding how the formation of these structures is regulated or deregulated is of high medical importance. This review gives an overview of the transcription factors that have been linked to the generation of GCs, and of their roles in the process.
