Frames and connections in the governance of global communications
The governance of global communications is consolidating as a field where innovative political practices of multi-actor collaboration are being experimented. Within this broad political landscape, the Internet governance domain is emerging as one of the most relevant areas where institutional and non-institutional actors are converging in order to reform collectively governance mechanisms that will determine the future developments of the Internet technology. This book adopts a network approach to study the progressive and collective construction of a new discourse on Internet governance fostered by the realization of the United Nations Internet Governance Forum, a new “space for multi-stakeholder policy-dialogue” (WSIS Tunis Agenda 2005, art. 72). Looking both at how semantic and social connections are created in the online and the offline discursive spaces, this book seeks to provide insights on how principles of democratic collaboration between institutional and non-institutional actors are translated into actual political dynamics; on how the global political agenda on the governance of the Internet comes to be shaped thanks to the provision of heterogeneous and sometimes opposite thematic inputs; and, finally, on how the roles of States, intergovernmental bodies, civil society entities in participatory supra-national politics are progressively being (re)defined. Starting form the Internet governance case study, this books aims at providing an alternative approach to the study of supra-national politics as well as of global communication governance processes: one that considers simultaneously contents and processes of political dynamics and examines how immaterial resources, such as information and communication, become a new field for multi-actor politics experiments, conflicts and network construction.

The Dynamic Internet: How Technology, Users, and Businesses are Changing the Network offers a comprehensive history of the Internet and efforts to regulate its use. University of Pennsylvania law professor Christopher S. Yoo contends that rather than engaging in prescriptive regulatory oversight, the government should promote competition in other ways, such as reducing costs for consumers, lowering entry barriers for new producers, and increasing transparency. These reforms would benefit consumers while permitting the industry to develop new solutions for emerging problems. It is fruitless for government to attempt to lock the burgeoning online industry into any particular architecture; rather, policymakers should act with the knowledge that no one actor can foresee how the network is likely to evolve in the future.
Networks and States
When the prevailing system of governing divides the planet into mutually exclusive territorial monopolies of force, what institutions can govern the Internet, with its transnational scope, boundless scale, and distributed control? Given filtering-censorship by states and concerns over national cyber-security, it is often assumed that the Internet will inevitably be subordinated to the traditional system of nation-states. In Networks and States, Milton Mueller counters this, showing how Internet governance poses novel and fascinating governance issues that give rise to a global politics and new transnational institutions. Drawing on theories of networked governance, Mueller provides a broad overview of Internet governance from the formation of ICANN to the clash at the World Summit on the Information Society (WSIS), the formation of the Internet Governance Forum, the global assault on peer-to-peer file sharing and the rise of national-level Internet control and security concerns. Mueller identifies four areas of conflict and coordination that are generating a global politics of Internet governance: intellectual property, cyber-security, content regulation, and the control of critical Internet resources (domain names and IP addresses). He investigates how recent theories about networked governance and peer production can be applied to the Internet, offers case studies that illustrate the Internet's unique governance problems, and charts the historical evolution of global Internet governance institutions, including the formation of a transnational policy network around the WSIS. Internet governance has become a source of conflict in international relations. Networks and States explores the important role that emerging transnational institutions could play in fostering global governance of communication-information policy.
