Left behind
One out of every five Latin Americans—about 130 million people—have never known anything but poverty, subsisting on less than US$4 a day throughout their lives. These are the region's chronically poor, who have remained so despite unprecedented inroads against poverty in Latin America and the Caribbean since the turn of the century. This book takes a closer look at the region's entrenched poor, who and where they are, and how existing policies need to change to effectively assist the poor. The book shows significant variations of rates of chronic poverty across and within countries. The book posits that refinements to the existing policy toolkit —as opposed to more programs—may come a long way in helping the remaining poor. These refinements include intensifying efforts to improve coordination between different social and economic programs, which can boost the income-generation process and deal with the intergenerational transmission of chronic poverty by investing in early childhood development. In addition, there is an urgent need to adapt programs to directly address the psychological toll of chronic poverty on people's mindsets and aspirations, which currently undermines the effectiveness of existing policy efforts.
Ispitivanje djelovanja ugljičnog monoksida na ljude u slučaju požara u zgradi
Istraživanje je provedeno kako bi se utvrdilo koliko dugo ljudi mogu boraviti u prostoriji u kojoj je kakvoća zraka smanjena zbog požara. Ugljični monoksid, proizvod požara, jest smrtonosan i opasan za zdravlje. Sigurno vrijeme boravka utvrđeno je na temelju ispitivanja sastava i količine požarnog opterećenja u prostorijama i zgradama, fizikalnih i kemijskih svojstava ugljičnog monoksida i njegova djelovanja na ljudsko tijelo. Grafički je prikazana ovisnost koncentracije ugljičnog monoksida u prostoriji kao funkcije vremena, i to za osam varijanti. Rezultati omogućuju da se utvrdi moguće vrijeme boravka u zgradi tijekom požara prije nego dođe do smrtonosne koncentracije ugljičnog monoksida. Ispitivanjem je izračunato vrijeme sigurnog boravka u požarom zahvaćenoj zgradi te je moguća usporedba s normativnim pokazateljima dostizanja smrtonosne koncentracije ugljičnog dioksida u zraku. Rezultati služe za utvrđivanje sigurnog vremena za bijeg ljudi iz požarom zahvaćene zgrade.
Empire of Destruction
The first comparative, comprehensive history of Nazi mass killing - showing how genocidal policies were crucial to the regime's strategy to win the war Nazi Germany killed approximately 13 million civilians and other non-combatants in deliberate policies of mass murder, mostly during the war years. Almost half the victims were Jewish, systematically destroyed in the Holocaust, the core of the Nazis' pan-European racial purification programme. Alex Kay argues that the genocide of European Jewry can be examined in the wider context of Nazi mass killing. For the first time, Empire of Destruction considers Europe's Jews alongside all the other major victim groups: captive Red Army soldiers, the Soviet urban population, unarmed civilian victims of preventive terror and reprisals, the mentally and physically disabled, the European Roma and the Polish intelligentsia. Kay shows how each of these groups was regarded by the Nazi regime as a potential threat to Germany's ability to successfully wage a war for hegemony in Europe. Combining the full quantitative scale of the killings with the individual horror, this is a vital and groundbreaking work.
Disproportionate exposure to urban heat island intensity across major US cities
Urban heat stress poses a major risk to public health. Case studies of individual cities suggest that heat exposure, like other environmental stressors, may be unequally distributed across income groups. There is little evidence, however, as to whether such disparities are pervasive. We combine surface urban heat island (SUHI) data, a proxy for isolating the urban contribution to additional heat exposure in built environments, with census tract-level demographic data to answer these questions for summer days, when heat exposure is likely to be at a maximum. We find that the average person of color lives in a census tract with higher SUHI intensity than non-Hispanic whites in all but 6 of the 175 largest urbanized areas in the continental United States. A similar pattern emerges for people living in households below the poverty line relative to those at more than two times the poverty line. Individual exposure to heat is associated with adverse health and economic outcomes. Here, the authors show that people of color and people living in poverty bear a disproportionate burden of urban heat exposure in almost all major cities in the continental United States.

Segregation and Poverty Concentration: The Role of Three Segregations
A key argument of Massey and Denton's (1993) American Apartheid is that racial residential segregation and non-white group poverty rates combine interactively to produce spatially concentrated poverty. Despite a compelling theoretical rationale, empirical tests of this proposition have been negative or mixed. This article develops a formal decomposition model that expands Massey's model of how segregation, group poverty rates, and other spatial conditions combine to form concentrated poverty. The revised decomposition model allows for income effects on cross-race neighborhood residence and interactive combinations of multiple spatial conditions in the formation of concentrated poverty. Applying the model to data reveals that racial segregation and income segregation within race contribute importantly to poverty concentration, as Massey argued. Almost equally important for poverty concentration, however, is the disproportionate poverty of blacks' and Hispanice' other-race neighbors. It is thus more accurate to describe concentrated poverty in minority communities as resulting from three segregations: racial segregation, poverty-status segregation within race, and segregation from high-and middle-income members of other racial groups. The missing interaction Massey expected in empirical tests can be found with proper accounting for the factors in the expanded model.
Ocean Acidification Effects on Atlantic Cod Larval Survival and Recruitment to the Fished Population
How fisheries will be impacted by climate change is far from understood. While some fish populations may be able to escape global warming via range shifts, they cannot escape ocean acidification (OA), an inevitable consequence of the dissolution of anthropogenic carbon dioxide (CO2) emissions in marine waters. How ocean acidification affects population dynamics of commercially important fish species is critical for adapting management practices of exploited fish populations. Ocean acidification has been shown to impair fish larvae’s sensory abilities, affect the morphology of otoliths, cause tissue damage and cause behavioural changes. Here, we obtain first experimental mortality estimates for Atlantic cod larvae under OA and incorporate these effects into recruitment models. End-of-century levels of ocean acidification (~1100 μatm according to the IPCC RCP 8.5) resulted in a doubling of daily mortality rates compared to present-day CO2 concentrations during the first 25 days post hatching (dph), a critical phase for population recruitment. These results were consistent under different feeding regimes, stocking densities and in two cod populations (Western Baltic and Barents Sea stock). When mortality data were included into Ricker-type stock-recruitment models, recruitment was reduced to an average of 8 and 24% of current recruitment for the two populations, respectively. Our results highlight the importance of including vulnerable early life stages when addressing effects of climate change on fish stocks.
Genocide in Libya
This original research on the forgotten Libyan genocide specifically recovers the hidden history of the fascist Italian concentration camps (1929–1934) through the oral testimonies of Libyan survivors. This book links the Libyan genocide through cross-cultural and comparative readings to the colonial roots of the Holocaust and genocide studies. Between 1929 and 1934, thousands of Libyans lost their lives, directly murdered and victim to Italian deportations and internments. They were forcibly removed from their homes, marched across vast tracks of deserts and mountains, and confined behind barbed wire in 16 concentration camps. It is a story that Libyans have recorded in their Arabic oral history and narratives while remaining hidden and unexplored in a systematic fashion, and never in the manner that has allowed us to comprehend and begin to understand the extent of their existence. Based on the survivors’ testimonies, which took over ten years of fieldwork and research to document, this new and original history of the genocide is a key resource for readers interested in genocide and Holocaust studies, colonial and postcolonial studies, and African and Middle Eastern studies.
Geochemical evaluation of fluoride contamination in groundwater from Shanmuganadhi River basin, South India: implication on human health
In order to assess the geochemical mechanism liable for fluoride contamination in groundwater and its health effects on the people of the Shanmuganadhi River basin, Tamil Nadu, India, 61 groundwater samples were collected during post- and pre-monsoon seasons from the wells used for drinking purposes. Collected samples were analysed for various physico-chemical parameters. The parameters estimated in the present study are hydrogen ion concentration (pH), total dissolved solids, electrical conductivity, calcium (Ca2+), magnesium (Mg2+), sodium (Na+), potassium (K+), bicarbonate (HCO3−), chloride (Cl−), sulphate (SO42−), nitrate (NO3−), phosphate (PO43−) and fluoride (F−). The fluoride ion concentration in the groundwater samples of this region varied from 0.01 to 2.50 mg/l and 0.01 to 3.30 mg/l during post- and pre-monsoon seasons, respectively. Out of 61 groundwater samples, 14 samples of post-monsoon season and 16 samples of pre-monsoon season represented high, very high and extremely high classes of fluoride, which cause dental fluorosis in this region. The fluoride-bearing minerals in the granitic and gneissic rocks such as apatite, hornblende, muscovite, biotite and amphiboles are the major sources for fluoride contamination in this area. In addition to the geogenic sources, applications of synthetic fertilizers in the agricultural fields also contribute significant amount of fluoride ions to groundwater. The spatial distribution of fluoride in different geological formations clearly indicate that the wells located in charnockite terrain were possessing very low fluoride concentration when compare with the wells located in the hornblende–biotite gneiss formation. Therefore, dental fluorosis risks are mostly associated with rock types in this region. People living over the basement rock comprising of hornblende–biotite gneiss are prone for fluorosis. Fluoride exhibited good positive correlation with bicarbonate in groundwater. As fluoridated endemic regions normally acquire lot of bicarbonate in groundwater samples, Shanmuganadhi basin falls under fluoride endemic category. The present study identified 26 villages in Shanmuganadhi basin as probable fluorosis risk areas where attention should be given to treat the fluoride-rich groundwater before drinking water supply. The groundwater level fluctuation study also designates that rise in water level reduces the concentration of fluoride due to dilution mechanism. Therefore, recharge of groundwater by artificial methods will definitely improve the present scenario.
Understanding urban concentration of complex manufacturing activities in China
The increasing prominence of urban scaling laws highlights the importance of a systematic understanding of the variational scaling rates for different economic activities. In this article, we utilize several datasets to provide the first systematic investigation of the urban scaling of manufacturing industries in China. Most existing literature assumes that the divergence in urban scaling can be explained by returns to agglomeration, with a few exceptions instead highlighting the role of knowledge complexity or a mixture of both. Our main purpose in this paper is to explain the inter-sector variation of urban scaling rates. In doing this, we provide a clearer approach to demonstrating the relations between urban scaling, returns to agglomeration, and knowledge complexity. Our findings are twofold. First, after uncovering the scaling rates (denoted as urban concentration ) and returns to agglomeration (denoted as urban productivity ) for each sub-manufacturing sector, we prove that, rather than being a positive predictor, returns to agglomeration is slightly negatively associated with urban scaling rates. This finding reveals that urban concentration of manufacturing may not simply be a natural consequence driven by the maximization of performance. We also show that this result of the manufacturing system contrasts with what would be found in other pure knowledge systems such as patents. Secondly, we measure the complexity for each sector and demonstrate that the variation of urban concentration can be largely explained by their complexity, consistent with the knowledge complexity perspective. Specifically, complex manufacturing sectors are found to concentrate more in large cities than less complex sectors in China. This result provides support for the view that the growth of complex activities hinges more on diversity than on efficiency. The findings above can greatly reduce the current level of ambiguity associated with urban scaling, returns to agglomeration and complexity, and have important policy implications for urban planners, highlighting the significance of a more balanced and diversified configuration of urban productive activities for the growth of innovation economy.
