Canada has been an engaged participant in global climate change negotiations since the late 1980s. Until recently, Canadian policy seemed to be driven in large part by a desire to join in multilateral efforts to address climate change. By contrast, current policy is seeking a made in Canada approach to the issue. Recent government-sponsored analytic efforts as well as the government's own stated policies have been focused almost entirely on domestic regulation and incentives, domestic opportunities for technological responses, domestic costs, domestic carbon markets, and the setting of a domestic carbon price at a level that sends the appropriate marketplace signal to produce needed reductions.
A Globally Integrated Climate Policy for Canada builds on the premise that Canada is in need of an approach that effectively integrates domestic priorities and global policy imperatives. Leading Canadian and international experts explore policy ideas and options from a range of disciplinary perspectives, including science, law, political science, economics, and sociology. Chapters explore the costs, opportunities, or imperatives to participate in international diplomatic initiatives and regimes, the opportunities and impacts of regional or global carbon markets, the proper mix of domestic policy tools, the parameters of Canadian energy policy, and the dynamics that propel or hinder the Canadian policy process.

How Congress Designed the Federal Reserve to Be Independent of Presidential Control

Conventional wisdom traces the origins of the Federal Reserve's independence to the 1951 Treasury-Fed Accord. That rendition of history is inaccurate. The principal source of the Fed's monetary-policy independence is the Banking Act of 1935, which created the Fed's modern leadership structure and placed monetary-policy decisions beyond Presidential control. Congressional intent is clear in this case because the initial draft of the bill vested control of monetary policy with the President. After extensive debate, Congress amended the legislation and crafted the institutional features that enshrine the Fed's independence. The central role of the Banking Act of 1935 suggests that only an act of Congress or a Supreme Court ruling could fundamentally strengthen presidential influence over monetary policy.

Opening Heaven’s Door: Public Opinion and Congressional Votes on the 1965 Immigration Act

The 1965 Immigration Act represented a radical shift in U.S. policy, which has been credited with dramatically expanding the volume and changing the composition of immigration. Its passing has often been described as the result of political machinations negotiated within Congress without regard to public opinion. We show that congressional voting was consistent with public opinion on abolishing the country-of-origin quotas but not with the desire to limit the volume of immigration. While the former initially reflected attitudes toward civil rights, the latter is consistent with contemporary expectations that the expansion in numbers would be modest.

Policy change and information search: a test of the politics of information using regulatory data

Some policy scholars insist that any policy change is difficult to achieve, while others argue that large change occurs more frequently than we imagine. The work of Baumgartner and Jones reconciles these arguments, suggesting that the extent to which large public policy changes can take place depends on the ability of decision makers to conduct wide-ranging and varied information searches. The more open policy makers are to a diversity of information, the more likely it is that profound change will occur. Given human limitations in cognitive capacity, policy makers cannot simultaneously undertake multiple broad information searches. At any given time, however, such searches occur on a small number of policy topics, and produce significant changes on those topics, while the status quo prevails on the others. As important as this hypothesis is for policy studies, it has not been the object of significant empirical testing, especially outside the US Congress. This article fills this gap through a comprehensive analysis of Canadian federal government regulatory change from 1998 to 2019. We find that Baumgartner and Jones theory is largely corroborated in the Canadian context.

Vaccine acceptance: Science, policy, and practice in a ‘post-fact’ world

Suboptimal vaccination uptake may be associated with outbreaks of vaccine-preventable diseases in many parts of the world. Researchers and practitioners working on improving vaccine acceptance and uptake gathered together for the fifth annual meeting on vaccine acceptance, organized by the Fondation Mérieux at its conference centre in Veyrier-du-Lac, France, to share their experiences in building, improving and sustaining vaccine confidence and uptake. The importance and value of truly listening to people and seeking to understand the perspectives of vaccine hesitant people was emphasized throughout the meeting. The benefits of social marketing, which can be used to influence behavior that benefit individuals and communities for the greater social good, and its integration into strategies aimed at improving vaccine acceptance and uptake, were discussed. Healthcare professionals (HCPs) need tools and training to help them engage effectively in vaccination acceptance conversations with parents and other patients. Two potential tools, motivational interviewing (MI) and AIMS (Announce, Inquire, Mirror, Secure), were presented. Examples of MI approaches that have successfully improved vaccination acceptance and uptake included a project in Canada aimed at parents just after the birth of their baby. The role of mandates to increase vaccination uptake in the short-term was discussed, but to achieve sustainable vaccination uptake this must be complemented with other strategies. These annual meetings have led to the creation of an informal community of practice that facilitates cross-pollination between the various disciplines and different settings of those involved in this area of research and implementation. It was agreed that we must continue our efforts to promote vaccine acceptance and thus increase vaccination uptake, by fostering more effective vaccination communication, monitoring of the media conversation on vaccination, designing and rigorously evaluating targeted interventions, and surveillance of vaccine acceptance and uptake with pertinent, reliable measures.

Ten simple rules for creating a brand-new virtual academic meeting (even amid a pandemic)

The increased democratization of the creation, implementation, and attendance of academic conferences has been a serendipitous benefit of the movement toward virtual meetings. The Coronavirus Disease 2019 (COVID-19) pandemic has accelerated the transition to online conferences and, in parallel, their democratization, by necessity. This manifests not just in the mitigation of barriers to attending traditional physical conferences but also in the presentation of new, and more importantly attainable, opportunities for young scientists to carve out a niche in the landscape of academic meetings. Here, we describe an early “proof of principle” of this democratizing power via our experience organizing the Canadian Computational Neuroscience Spotlight (CCNS; crowdcast.io/e/CCNS), a free 2-day virtual meeting that was built entirely amid the pandemic using only virtual tools. While our experience was unique considering the obstacles faced in creating a conference during a pandemic, this was not the only factor differentiating both our experience and the resulting meeting from other contemporary online conferences. Specifically, CCNS was crafted entirely by early career researchers (ECRs) without any sponsors or partners, advertised primarily using social media and “word of mouth,” and designed specifically to highlight and engage trainees. From this experience, we have distilled “10 simple rules” as a blueprint for the design of new virtual academic meetings, especially in the absence of institutional support or partnerships, in this unprecedented environment. By highlighting the lessons learned in implementing our meeting under these arduous circumstances, we hope to encourage other young scientists to embrace this challenge, which would serve as a critical next step in further democratizing academic meetings.

The Domestic Politics of World Power: Explaining Debates over the United States Battleship Fleet, 1890–91

The United States' 1890–91 decision to begin building a battleship fleet, an important point in its development as a world power, can illuminate the domestic sources of foreign policy ambition. An analysis of roll-call votes in the House of Representatives indicates that socioeconomic divisions arising from industrialization strongly influenced support and opposition to the battleship fleet. This relationship worked mainly through trade policy interests: members of Congress from import-competing states tended to support the effort, while those from export-oriented states tended to oppose it. The patriotic symbolism of battleships at a time of labor unrest also helped motivate support for the program, though evidence of this pattern is less conclusive. Although party affiliation was crucial, it was also partly a function of economic structure, which shaped the two parties’ electoral fortunes. The impact of trade interests during this period is a mirror image of what previous research has found concerning the post-World War II era, when export-oriented interests tended to support American global activism and import-competing interests to oppose it. The reason for the difference is the Republican Party's commitment to trade protection, which strongly influenced both the goals of the policy and the identity of its supporters.
