Adolfo Canepa, the incumbent Chief Minister, was next with 4,442 votes, or 29 percent. Mr. Canepa leads the Gibraltar Labor Party and Association for the Advancement of Civil Rights, which had long dominated Gibraltar politics. In his first comments to reporters after the victory, Mr. [Joe Bossano] asserted that most of Gibraltar's 29,000 residents reject a 1984 British-Spanish accord known as the Brussels agreement. Under that accord, Britain for the first time said it would discuss the question of sovereignty with Spain.
